SAN DIEGO (KGTV) -- In anticipation of Fire Prevention Week, Cal Fire is urging Californians to pre-plan for the worst case scenario.According to Cal Fire, homes today burn faster than ever, leaving just minutes to escape once the smoke alarm sounds.This year’s Fire Prevention Week theme is “look, listen and learn.” In support of the week, the agency is asking Californians to develop a fire plan and practice it.RELATED: Woman, mad at ex-boyfriend, accused of sparking massive Maryland apartment fireCal Fire offers tips on making the plan, such as checking to make sure fire alarms are working and making sure there are two ways out of every room like a door and window.Heating equipment is one of the leading causes of house fires, Cal Fire says. SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. EDD said they encourage Californians to apply if they think they may qualify for benefits. Officials suggest using online services for faster processing, if possible. 2306

SAN DIEGO (KGTV) - It’s the most wonderful time of the year and volunteers are spreading a little holiday cheer for those who are less fortunate. Just Call Us Volunteers are preparing a special Christmas dinner for hundreds of homeless. 30 gallons of stock, 75 pounds of green beans and more than 270 pounds of turkey are just some of the items being served on the dinner menu. Just Call Us Volunteers is strictly made up of volunteers who want to give back. The group will serve at least three homeless shelters around the county on Christmas Day. They offer food to at least “350 at the tent downtown, the Alpha Project tent. We probably got 65 at Rachel’s Women's Shelter and 65 at the San Diego Center for Children,” says Julie Darling, organizer of Just Call Us Volunteers. The food is donated from Specialty Produce, Cupcakes Squared and Sprouts Farmers Markets. The organization says their volunteer list is full for Christmas Day but they give back all year long. SAN DIEGO (KGTV) — In some of the most severe cases of COVID-19, doctors are finding it’s not the coronavirus making people critically ill.It’s their own immune system, and a San Diego-based biotech company thinks it has an answer.La Jolla-based INmune Bio announced Tuesday it has FDA approval to begin a Phase 2 clinical trial on its inflammation fighting drug, Quellor.In many of the sickest COVID patients, doctors have noticed their blood is filled with high levels of immune proteins called cytokines. Cytokines act as messengers between cells and the virus can cause them to go haywire, setting off what’s known as a cytokine storm.In a cytokine storm, the body’s immune system starts to attack its own cells and tissues rather than the virus. During the Spanish Flu of 1918, many of the deaths were caused by cytokine storms.“You need to control the cytokine storm to keep patients from getting sick,” said INmune Bio’s CEO Dr. R.J. Tesi.There are several different types of cytokines. A drug undergoing testing in a federal trial with remdesivir targets a cytokine called beta interferon.The San Diego biotech’s drug Quellor suppresses a very specific cytokine called soluble tumor necrosis factor, which Dr. Tesi calls “the master cytokine” because of its role in triggering other immune proteins.Dr. Tesi said this particular cytokine may contribute to another troubling issue with COVID-19: blood clotting.“When they write the history of COVID-19, the clots are going to be the bad guy,” Dr. Tesi said. “These blood clots go off everywhere and they gum up the works. They make it so the lungs can't work. They make it so the kidneys can't work. They make it so the heart is screwed up. Make it so you have strokes.”INmune Bio, which is publicly traded but has just six full-time employees, is hoping its drug can address both the blood clots and the inflammation.The company plans to enroll 366 hospitalized COVID-19 patients for a Phase 2 trial to see if intervention with Quellor can keep people off ventilators and out of the ICU. 2053
