SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said.The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. SAN DIEGO (KGTV) — The Centers for Disease Control and Prevention announced Thursday it is extending a ban on cruise ships operating in U.S. territory through September.The ban was set to end next week, but the agency extended the ban as coronavirus cases rise in 40 states.Florida and California, where many cruises originate or end, both set records for new daily COVID-19 cases recently.RELATED: As cruise ships idle, San Diego region lost up to millionThe CDC says the ban on cruise ship operations will be in effect until, "the expiration of the Secretary of Health and Human Services’ declaration that COVID-19 constitutes a public health emergency," "the CDC Director rescinds or modifies the order based on specific public health or other considerations," or Sept. 30.Some cruise lines had already canceled scheduled sailings until Sept. 15 over ongoing discussions with federal officials on how to restart business safely, the Associated Press reported.The Port of San Diego estimates that each cruise ship that visits San Diego generates about 0,000 in regional economic impact, including local shopping, restaurant businesses, and other expenses.Nearly 30 cruises were canceled due to the pandemic, costing about million in lost revenue for the Port of San Diego alone, according to Brianne Page, a public information officer for the Port of San Diego. SAN DIEGO (KGTV) -- The City of San Diego is set to open a third homeless storage facility on Monday. The facility will be similar to the locations in downtown and Logan Heights, allowing homeless to safely store their personal belongings while trying to get back on their feet. The new location is located on 54th and Lea Street in El Cerrito. It will be operated by Mental Health Systems (MHS), a nonprofit that also operates the Logan Heights location. The organization helps people that are affected by substance abuse and behavioral health disorders. With the addition of this third location, the city now has storage space for over 1,400 people. 10News spoke to homeowners near the new storage location and neighbors had mixed reactions. Some worried the facility would attract more homeless to the area and others worried about people leaving trash behind in their neighborhoods. Some neighbors told 10News they welcome the facility and hope this will help people get back on their feet. The facility opens at 10:30 a.m. on Monday. 1047

SAN DIEGO (KGTV) - The mother of Rebecca Zahau testified Thursday in the second day of the civil lawsuit surrounding the Coronado mansion death.Rebecca Zahau died in July 2011. Her nude, bound body was found hanging from the balcony of the Spreckels mansion.The death was officially declared a suicide but Zahau's family disagreed. They filed a wrongful death civil lawsuit against Adam Shacknai, the brother of Zahau's boyfriend.Shacknai’s lawyers argue there is no physical, eyewitness, or scientific evidence linking him to Zahau’s death.Zahau's mother, Pari Zahau, took the witness stand Thursday morning and gave an emotional testimony as she was asked questions about her daughter.She remembered her as a sweet, loving and religious woman. The jury has three days off and will hear testimony again Monday.The family’s attorney Keith Greer handed Pari Zahau a piece of evidence and asked her to describe what it was.It was an envelope full of cash from Rebecca Zahau addressed to Pari Zahau and her late husband.Pari Zahau explained to the jury her daughter would support her financially by sending cash every month. That envelope was never sent, although one of the final times Pari Zahau talked to her daughter, she was told it would be on the way soon.Pari Zahau had to take a break from testifying when lawyer Keith Greer asked, “Did you ever think Rebecca would kill herself?”She gave a tearful response saying, “No. No, never. Never. My daughter? No. She is very sweet girl and she is very strong. No no, not suicide, they killed her.”After Pari Zahau broke down in tears, the lawyer asked for a brief break.The trial is expected to last a month. The Zahau’s family’s goal is to get the Sheriff’s Department to reopen a criminal investigation. 1802

SAN DIEGO (KGTV) — The Confederate monument at the center of an emotional debate has been removed from inside a city-owned cemetery in San Diego."It's a relief. I'm glad," said Amanda Bergara.Amid the recent protests aimed at racial injustice, Bergara was one of nearly 2,800 people to sign an online petition calling on San Diego's mayor to take down a confederate monument from inside Mount Hope Cemetery."It's a symbol of hate and disrespect for those who fought with their lives to end slavery," said Bergara.RELATED: Online petition seeks removal of Confederate memorial in San Diego cemeteryBuried in the cemetery are both Union and Confederate soldiers, who later lived in San Diego. The memorial, erected in 1948, names General Stonewall Jackson. In June, ABC 10News discovered the stone on the monument heavily damaged, with vandalism an ongoing issue. Unlike other Confederate markers removed in San Diego, the plot on which the monument sits is privately owned, and the city has maintained its hands are tied. The owner, United Daughters of the Confederacy, and supporters have said such markers are monuments to history.In the end, a city spokesperson says it was removed weeks ago at the request of the Confederate group, presumably to protect it from vandals. The monument is being stored by the city."Hopefully ending the hurt and pain for those who would have seen it and felt that hurt and pain. I hope it never sees the light of day," said Bergara.Not all the hurt is gone. A flagpole remains, along with a marker that includes the name, Stonewall Jackson.
