NEW YORK (AP) — Facing a potentially ruinous wave of new sex-abuse lawsuits, the Boy Scouts of America is increasing its annual youth membership fee by more than 80%.The group says the move, which has dismayed many of the Scouts' adult volunteer leaders who warn the increase is prohibitively steep for some, is needed to meet rising operating costs, notably for the liability insurance that covers all official Scouting activities.For years, the BSA has been entangled in costly litigation with plaintiffs who said they were abused by scout leaders in their youth. Hundreds of lawsuits may lie ahead with the recent enactment of laws in New York, New Jersey, Arizona and California making it easier for victims of long-ago abuse to seek damages.The fee increase, disclosed to the Scouts' regional councils last week, seeks to relieve some of the financial pressure. According to the Manhattan district attorney’s office, the charge is related to the a second phone call, which was not heard on camera.During that call to 911, Amy Cooper repeated her initial accusation and added that the man “tried to assault her," District Attorney Cyrus Vance said.When officers arrived, Amy Cooper admitted that the man had not tried to assault her and had not come into contact with her, according Vance.Amy Cooper appeared virtually before a judge Wednesday, but she did not enter a plea. The case was adjourned until Nov. 17.The district attorney’s office is also exploring the option with Amy Cooper’s defense team of having her participate in an educational program to take responsibility for her actions and educate others on preventing future incidents.The now viral video was taken on May 25 by Christian Cooper. Following the incident, Amy Cooper was dubbed "Central Park Karen" — Karen being a term for women seen as acting racist and entitled.Christian Cooper, an avid bird watcher, had repeatedly told Amy Cooper to leash her pet. NEW YORK — Governor Andrew Cuomo announced the passage of legislation that prohibits domestic abusers from possessing handguns and long guns as part of his 2018 Women's Agenda.Previously, there was a loophole in which domestic abusers only had to surrender handguns, they must now surrender all firearms."The recent wave of mass shootings is horrifying, and the federal government's failure to act on any form of meaningful gun safety laws is unconscionable," Governor Cuomo said. "New York is once again leading the way to prevent gun violence, and with this common sense reform, break the inextricable link between gun violence and domestic violence.This legislation builds on our gun laws -- already the strongest in the nation-- to make New York safer and stronger." New York law previously prohibited the possession of firearms for those convicted of a felony or a limited number of misdemeanor "serious" offenses. This legislation expands the list of "serious" crimes, which will lead to the loss of a gun license and the surrender of all firearms for those who are convicted.This legislation will also restrict any individual with an arrest warrant from obtaining or renewing a firearm license which was previously not the case.Governor Cuomo cites the fact that in nine of the last 10 mass shootings, the shooter had an existing record of committing or threatening violence against women or harassing them. 1447
