BEIJING, June 14 (Xinhua) -- China on Monday urged the United States political figures to stop blaming others for U.S. economic problems and to solve the problems themselves, as pressure on the Renminbi exchange rate mechanism builds."It's unreasonable to politicize the RMB exchange rate issue or engage in trade protectionism against China under the guise of the exchange rate issue. BEIJING, June 24 (Xinhua) -- In effort to enhance its supervisory role, China's top legislature held an inquiry Thursday into the central government's final accounting for 2009, the first-ever inquiry held into a particular matter.On behalf of the State Council, China's Cabinet, several senior officials from the Ministry of Finance, attended the inquiry to answer questions raised by lawmakers at the 15th session of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.The lawmakers focused on issues of general public concern such as how to improve the management of central government's budgeting and accounting, deepen the reform of financial and tax systems, and increase spending on social welfare projects.The decision to order inquiries into government work on certain issues of general public concern, which would require the attendance of senior officials of central government departments, was adopted during the annual NPC session in March.Li Fei, vice chairman of the Legislative Affairs Commission of the NPC Standing Committee, said the inquiry was a concrete and important step for the NPC Standing Committee to exercise and improve supervision of the government.According to the Law on Oversight, which took effect in 2007, senior officials of central government departments, the Supreme People's court and the Supreme People's Procuratorate, if requested, are required to attend legislative meetings to respond to lawmakers' questions over bills or government work reports being reviewed.

BEIJING, June 12 (Xinhua) -- China's trade surplus would likely fall noticeably this year as exports outlook would not be optimistic while imports would remain robust, Ministry of Commerce spokesman Yao Jian said at a briefing Saturday.Exports growth would slow after July, Yao forecast, adding the surge in exports in May was due to a low comparison basis last year. China's exports in May surged 48.5 percent year on year, customs data released Thursday.China's trade surplus in the first five months fell 59.9 percent to 35.39 billion U.S. dollars. The figure in 2009 topped 196.07 billion U.S. dollars, down 34.2 percent year on year.Yao attributed the weak export outlook to the European sovereign debt crisis, rising commodity prices and labor costs."In the following months, the fallout from the debt crisis in Europe would gradually become apparent, and China would closely watch changes in its important exports markets including Germany, Spain and Italy," Yao said.China would maintain stable trade policies amid the crisis, and might adjust some policies in some specific industries for environmental protection purposes."Stable trade policies are a top priority when the external outlook is not clear," he said.Yao also told reporters that attempts by some U.S. lawmakers to include China's exchange rate policy into trade investigations on China's exports of aluminum extrusions and coated paper lacked factual support and did not conform to rules of the World Trade Organization.The WTO regulated trade policies instead of a country's overall financial or foreign exchange policies, he said.

CHANGCHUN, July 31 (Xinhua) -- Soldiers and emergency workers are still struggling to retrieve the thousands of chemical-filled barrels that were swept into a major river by rain-triggered floods in northeast China's Jilin Province.Some 3,000 chemical-filled barrels and 4,000 empty ones fell into the Songhua River Wednesday morning after floods swamped the warehouses of two chemical companies in Jilin City, Jilin Province.The accident happened on the same day when Zhou Shengxian, minister of environmental protection, called for more steps to tackle pollution in the Songhua River while addressing a meeting on water pollution control.Though the river is facing the risk of being contaminated by chemicals, experts have concluded that the root cause of the accident is the irrational layout of chemical factories.MORE THAN 5,000 BARRELS RECOVERED AMID DIFFICULTIESMore than 5,000 of the 7,000 chemical barrels had been recovered as of 7 p.m. Saturday, local authorities said.Additionally, more than 10,000 soldiers and civilians have been stationed at 16 points in Jilin's Songyuan City, where the Songhua River enters Zhaoyuan City in the Heilongjiang Province; their task is to try and recover all the remaining barrels within the territory of Jilin Province.However, as the Fengman Dam, located on the upper reaches of the Songhua River, opened its floodgates Friday afternoon to discharge flood waters, the unrecovered barrels are now flowing faster down the river and it has become more difficult to retrieve them, said Professor Liu Guoliang, a chemist who is leading Heilongjiang's retrieval team.Experts are concerned that the chemical-filled barrels might explode if they slam into a dam at high speed, although the dams may be helpful in intercepting the barrels."The blue barrels are like time bombs. DUNHUA, Jilin, Aug. 7 (Xinhua) -- When a flash flood struck their village ten days ago, 55-year-old Fu Bailin and his relatives had no time to take any belongings as they fled, except for a bill of debt."All our belongings have been swept away. My 100-square-meter house was flattened. My 2.5-hectares of cropland was destroyed," said Fu, a soybean and corn farmer at the Yaodianzi Village in Dunhua City, Yanbian Korean Autonomous Prefecture in northeast China's Jilin Province.All the houses of the 286 families in the village were destroyed. Fu's family, including Fu, his 70-year-old father, his wife and son, along with their fellow villagers, now live in temporary tents in the local forest police headquarters in Dunhua. The forest police also provide meals for them.Floods have left 85 people dead and 66 missing in Jilin over the past two months, local authorities said Saturday.More than 5 million people have been affected since the flood season began in June and some 1.5 million people have been evacuated, the Jilin Provincial Civil Affairs Department said in a statement.Additionally, almost 82,000 houses have collapsed and 198,000 others have been damaged, the statement said.Economic losses were estimated at 45 billion yuan (6.6 billion U.S.dollars), it added.In the hardest-hit areas, flash floods have cut roads, isolated villages and disrupted communications and water supplies.Compounding the problems, more downpours were forecast to hit the province in the coming two days.
