SAN DIEGO (KGTV) -- Major decisions that could boost - or deal a real blow - to Republican candidates running for state offices about to be made in San Diego.It's because the California G.O.P. Convention kicks off Friday at the Sheraton Harbor Island. About 1,000 Republican delegates will be voting on a variety of endorsements for this year's ballot.G.O.P. gubernatorial candidates like Travis Allen and John Cox will attend, hoping to earn enough delegate votes for the party's endorsement for this year's election.The party is focussed only on state offices and initiatives - such as repealing the gas tax, said Cynthia Bryant, the state party's executive director.This is San Diego's second major political convention leading up to the June primary. The Democrats held their statewide convention here in February - with a who's who of national politicians.It was also the site of major news when the party declined to endorse Sen. Dianne Feinstein in her bid for re-election.The big difference for Republicans is that the party will not be taking up major federal issues like gun rights and immigration, Bryant said. The state party also won't be adopting a platform. Instead, Republicans will be focussing on the big decisions in the state - like repealing the recent 12 cent per gallon gas tax hike.They'll also be endorsing candidates for Governor, Lt. Governor, and attorney general. Still, Thad Kousser, who chairs the political science department at UC San Diego, says a lot of the decisions made could shape whether the Republicans can recruit new members. "Is this going to be a red meat crowd that really responds only to the visceral issues of immigrations? Or is it going to be a more strategic party that responds to issues that could help Republicans expand their base?" Kousser said. There are some closely watched congressional elections in San Diego County, including who will replace Republican Congressman Darrell Issa in the 49th district, and whether G.O.P Rep. Duncan Hunter can defend his seat in the 50th. Those endorsements could come later on. The convention runs through Sunday. 2157

SAN DIEGO (KGTV) - Locals gathered in Mission Bay Saturday to protest a hotel's expansion plans which they say will complicate public parking and access.The Bahia Resort Hotel has planned a number of changes to the area surrounding the hotel, aimed at adding lawn and picnic areas. The plans for the expansion were approved by the City Council in 1994. Hotel owner Bill Evans said there have been more than 110 meetings on the subject.Hundreds of protestors paddled out Saturday with signs calling to "save Bahia Point," in opposition to the plans, which will remove a strip of public parking from the nearby beach — used by many to paddleboard or kayak in the bay.RELATED:  732

  

SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149

  

SAN DIEGO (KGTV) — In 2004, San Diego taxpayers approved a transportation tax increase that earmarked 0 million for bike projects for more bike lanes, safety features on the roads for cyclists and foot traffic, and new walking trails.Friday, SANDAG said it's going to need more. Officials said rising construction costs have called for an additional million for the projects, many of which have been started.The money would come from funds already allocated for these types of projects.RELATED: Compromise proposed for 30th Street bike lanes in North ParkCritics of the increase in funding argue only one percent of San Diegans use bikes and costs of .5 million per mile built for these bike lanes is unjustified.The San Diego Bike Coalition says the funding is needed to provide San Diegans with more transportation options, reduce auto dependency, and increase safety of bicyclists. They add that an expanded bike network will help the county move closer toward greenhouse emissions goals.SANDAG has been working toward the biking goals since 2013, when the agency approved a 0 million Bike Early Action Plan. The plan, funded by the region's half-cent tax on public transit fares, includes 40 projects totaling 77 new miles of bikeways and paths around the county.Crews broke ground on the first phase of the project last December and expects to complete two projects by early 2022. 1405
