SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. SAN DIEGO (KGTV) — It's already been one year since the San Diego Zoo Safari Park saw the first southern white rhino born through artificial insemination arrive at its park.Edward turned one-year-old on July 28, celebrating with a party at the San Diego Zoo Safari Park’s Nikita Kahn Rhino Rescue Center with his mother Victoria, 8-month-old female calf Future, and her mother Amani."Even though he doesn’t know it’s his birthday, it is very special to see Edward – a healthy, robust rhino - running around, enjoying his special treats," said Barbara Durrant, director of Reproductive Sciences at San Diego Zoo Global. "We aren’t just celebrating his birthday but also are celebrating the significance of his birth."Edward was born last year after hormone-induced ovulation and artificial insemination with frozen semen from southern white rhino Maoto on March 22, 2018. Victoria gave birth 16 months later. Edward's birth was the zoo's first successful attempt to birth a southern white rhino via artificial insemination and a critical step toward recovering its distant cousin, the northern white rhino. SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149

A Qualcomm spokesperson confirmed the email to 10News.The company email says employees in China should continue to follow local guidelines that they've received separately."Certain employees will be identified as 'onsite critical,' which means that your work is both critical to the continuity of business operations and requires onsite presence to perform your work duties," the company's email read.Qualcomm said it is taking the action as a "proactive, preventative measure to protect our employees and help reduce the spread of the virus."The San Diego Regional Economic Development Corporation estimated in early 2018 that the company has a .9 billion impact on the San Diego economy.
