BEIJING, Aug. 20 (Xinhua) -- China's Ministry of Education on Friday said that Taiwan's new amended laws would be beneficial to the cross-Strait educational exchanges.On Thursday, the Taiwan regional legislature adopted amendments to three laws, which would allow local colleges to accept students from the Chinese mainland and recognize degrees from mainland schools, except for medical schools.The ministry said in a statement that Taiwan should not put in place discriminatory policies that might harm mainland students."We hope related authorities in Taiwan could make good plans, offering attractive colleges and majors for, and take effective measures to protect the legitimate rights and interests of mainland students," said the statement.Under the amended laws, mainland students can not apply for schools and colleges related to the island's security nor attend the exams of civil servants and professionals such as doctors and lawyers.Taiwan's education department said in a statement that it would issue two detailed regulations in line with the amendments in September. The first group of postgraduate students are expected to arrive next March and the first college students can enroll next September.

DALIAN, July 26 (Xinhua) -- China has stopped the Dalian oil spill from reaching international waters, an official said Monday, admitting the clean-up work was "arduous."Dai Yulin, vice mayor of Dalian City, Liaoning Province, where oil pipelines exploded on July 16, said workers had contained the oil slick, stopping it from reaching the open sea."But the next step, which is clearing it up, is an arduous task," Dai told a press briefing."Some of the slick has been mopped up, but it's not easy to get rid of the rest," he said.The clean-up has involved 266 oil-skimming vessels and 8,150 fishing boats, Dai told reporters.Maritime agencies and oil companies have laid down more than 40,000 meters of oil barriers and 65 tonnes of oil absorbent mats, he said.Despite this, oil could still be seen on some beaches.An explosion hit an oil pipeline 0.9 meters in diameter at 6:20 p.m. on July 16 and triggered an adjacent smaller pipeline to explode near Dalian Xingang Port. YICHANG, July 28 (Xinhua) -- China's Three Gorges Dam was tested for the second time this month when the swiftest water flow of the year hurtled down the swollen Yangtze River on Wednesday morning.Flow rates as high as 56,000 cubic meters per second were recorded at the dam at 8 a.m. Wednesday, dam engineers said.The dam withstood the flow with a water discharge rate of 40,000 cubic meters per second, meaning 16,000 cubic meters of water per second accumulated in the reservoir behind the dam.The safety monitoring results of the dam during the second flood peak have met engineers' predictions to prove its ability to contain flood waters, said Cao Guangjing, chairman of the China Three Gorges Corporation.The water level in the reservoir had risen to 158 meters at 8 a.m.Wednesday, about 17 meters below its maximum capacity of 175 meters.Officials expect the water level to rise to 161.5 meters Friday, a spokesman with the Yangtze River hydrology bureau said Wednesday.Continuous downpours in recent weeks have raised water levels in the upper reaches of the Yangtze.Water flows on the river's upper reaches reached 70,000 cubic meters per second on July 20 -- the highest level since the dam was completed last year and 20,000 cubic meters more than the flow during the 1998 floods that killed 4,150 people.Ship traffic through the dam resumed last Thursday after the first peak flow passed.
