BEIJING, Aug. 20 (Xinhua) -- China's Ministry of Education on Friday said that Taiwan's new amended laws would be beneficial to the cross-Strait educational exchanges. On Thursday, the Taiwan regional legislature adopted amendments to three laws, which would allow local colleges to accept students from the Chinese mainland and recognize degrees from mainland schools, except for medical schools. The ministry said in a statement that Taiwan should not put in place discriminatory policies that might harm mainland students."We hope related authorities in Taiwan could make good plans, offering attractive colleges and majors for, and take effective measures to protect the legitimate rights and interests of mainland students," said the statement.Under the amended laws, mainland students can not apply for schools and colleges related to the island's security nor attend the exams of civil servants and professionals such as doctors and lawyers.Taiwan's education department said in a statement that it would issue two detailed regulations in line with the amendments in September. The first group of postgraduate students are expected to arrive next March and the first college students can enroll next September.

DALIAN, July 26 (Xinhua) -- China has stopped the Dalian oil spill from reaching international waters, an official said Monday, admitting the clean-up work was "arduous."Dai Yulin, vice mayor of Dalian City, Liaoning Province, where oil pipelines exploded on July 16, said workers had contained the oil slick, stopping it from reaching the open sea."But the next step, which is clearing it up, is an arduous task," Dai told a press briefing."Some of the slick has been mopped up, but it's not easy to get rid of the rest," he said. The clean-up has involved 266 oil-skimming vessels and 8,150 fishing boats, Dai told reporters.Maritime agencies and oil companies have laid down more than 40,000 meters of oil barriers and 65 tonnes of oil absorbent mats, he said.Despite this, oil could still be seen on some beaches. An explosion hit an oil pipeline 0.9 meters in diameter at 6:20 p.m. on July 16 and triggered an adjacent smaller pipeline to explode near Dalian Xingang Port. Both pipelines are owned by China's No.1 oil and gas producer CNPC.Improper injections of strongly oxidizing desulfurizer into the oil pipeline after a 300,000-tonne tanker had finished unloading its oil caused the explosion, results of a State Administration of Work Safety and Ministry of Public Security investigation showed Friday.

MANILA, Aug. 26 (Xinhua) -- The Philippine government's high- level delegation to Beijing and the Hong Kong Special Administrative Region to brief the Chinese side the hijack crisis was postponed and would be reset soon, senior government official said Thursday.Presidential Spokesperson Edwin Lacierda, quoting the Department of Foreign Affairs as telling reporters that the Philippine government is "awaiting for the confirmation of the Chinese side on the arrangement that will ensure that the mission of the planned visit is achieved."He added that appropriate announcement will be made when the visit will take place.Earlier, Philippine authorities said the high-level delegation composed of Vice-President Jejomar Binay, Department of Foreign Affairs Secretary Alberto Romulo and Lacierda were supposed to leave for Beijing on Thursday and then proceed to Hong Kong on Friday. The officials will personally deliver President Benigno Aquino III's messages when meeting with Chinese leaders in Beijing and Hong Kong. The hostage crisis in Manila, involving a 21-member Hong Kong tour group, ended on Monday night with eight hostages killed and several others injured. The dismissed Filipino police officer, who hijacked the tour bus, was also killed during the police assault.President Bengigno Aquino has said the Monday's hostage-taking drama was "ghastly" and admitted there were "many failures". Aquino and other officials have promised a full investigation. Interior Secretary Jessie Robredo, who is in charge of the national police, has acknowledged there were problems with how the crisis was handled, including inadequacies in preparation, equipment and training.Residents in Hong Kong expressed outrage at the Philippine government's handling of the day-long bus siege. Echoing calls by the central government in Beijing, Chief Executive Donald Tsang Yam-Kuen and Financial Secretary Henry Tang Ying-yen have demanded Manila "conduct a comprehensive, thorough and impartial investigation".

YICHANG, July 28 (Xinhua) -- China's Three Gorges Dam was tested for the second time this month when the swiftest water flow of the year hurtled down the swollen Yangtze River on Wednesday morning.Flow rates as high as 56,000 cubic meters per second were recorded at the dam at 8 a.m. Wednesday, dam engineers said. The dam withstood the flow with a water discharge rate of 40,000 cubic meters per second, meaning 16,000 cubic meters of water per second accumulated in the reservoir behind the dam.The safety monitoring results of the dam during the second flood peak have met engineers' predictions to prove its ability to contain flood waters, said Cao Guangjing, chairman of the China Three Gorges Corporation. The water level in the reservoir had risen to 158 meters at 8 a.m.Wednesday, about 17 meters below its maximum capacity of 175 meters.Officials expect the water level to rise to 161.5 meters Friday, a spokesman with the Yangtze River hydrology bureau said Wednesday.Continuous downpours in recent weeks have raised water levels in the upper reaches of the Yangtze.Water flows on the river's upper reaches reached 70,000 cubic meters per second on July 20 -- the highest level since the dam was completed last year and 20,000 cubic meters more than the flow during the 1998 floods that killed 4,150 people.Ship traffic through the dam resumed last Thursday after the first peak flow passed. But shipping was halted again at 10 p.m. Tuesday as the second round of floodwaters approached. After shipping service was suspended, a road near the dam was opened for vehicles to transport goods and people across the dam.

BEIJING, Aug. 14 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for the deepening of cooperation with other developing countries, and achieving mutual benefits with the countries aided by China.Li made these remarks during a recent visit to an exhibition that showcases the country's international aid effort in areas such as infrastructure, agriculture, medical treatment, industrial development, environmental protection, culture and education. This year marks the 60th anniversary of the country's international aid."As a developing country, China, while devoted to its own development, has been providing aid as best as it could for other countries in economic difficulties," Li said.He added that the policy must be continued and improved because there is an increasing imbalance in the economic development among different regions in the world."All aid workers have made noble contributions to our country's international aid cause, and some of them even sacrificed their lives. People will never forget them," Li said. The exhibition on Aug. 12-16 in Beijing has been jointly held by 28 ministries and organizations, including the ministries of commerce, foreign affairs and finance.
