BEIJING, Aug. 20 (Xinhua) -- China's Ministry of Education on Friday said that Taiwan's new amended laws would be beneficial to the cross-Strait educational exchanges.On Thursday, the Taiwan regional legislature adopted amendments to three laws, which would allow local colleges to accept students from the Chinese mainland and recognize degrees from mainland schools, except for medical schools.The ministry said in a statement that Taiwan should not put in place discriminatory policies that might harm mainland students."We hope related authorities in Taiwan could make good plans, offering attractive colleges and majors for, and take effective measures to protect the legitimate rights and interests of mainland students," said the statement.Under the amended laws, mainland students can not apply for schools and colleges related to the island's security nor attend the exams of civil servants and professionals such as doctors and lawyers.Taiwan's education department said in a statement that it would issue two detailed regulations in line with the amendments in September. The first group of postgraduate students are expected to arrive next March and the first college students can enroll next September.

BEIJING, July 30 (Xinhua) -- China's Ministry of National Defense (MOD) Friday introduced its new spokesmen, Senior Colonel Geng Yansheng and Colonel Yang Yujun, to domestic and foreign media during a press tour to an engineering regiment of the People's Liberation Army (PLA).Geng, 50, and Yang, 40, have become the ministry's third and fourth spokesmen.Their appointment came ahead of the PLA's founding anniversary on Aug. 1. Their two predecessors, Hu Changming and Huang Xueping, have been transferred to other jobs in the ministry.Geng told Xinhua that the MOD plans to hold regular press briefings, since 16 other ministries have done so.About 140 reporters, photographers and cameramen from home and abroad visited the engineering regiment building in southern suburban Beijing, watching dozens of soldiers demonstrating a mock rescue operation at a building which was "reduced" to rubble in a quake.Founded in 1964, the engineering regiment trains rescue members for the China International Search and Rescue (CISAR), which was established in 2001 with its personnel drawn from the China Seismological Bureau and the General Hospital of the Armed Police Force.The CISAR has completed six domestic rescue operations in Xinjiang, Qinghai and Sichuan, and six international rescue missions in Algeria, Pakistan, Iran, Indonesia and Haiti.After watching the simulation training, many reporters held interviews with the CISAR members and enquired as to how they managed to work in the face of big disasters."I felt deeply sad and hopeless when someone died in front of me after the quake," said Gao Yansheng, a 19-year-old CISAR member, who took part in the Yushu earthquake search and rescue operation in April.Another CISAR member, whose name was not given, said he was "astonished and also anxious" during the Sichuan earthquake rescue work in 2008.Liu Xiangyang, deputy director of the CISAR, said in an interview with Xinhua that CISAR members became physically and psychologically stronger after going through the Sichuan earthquake rescue work.CISAR members needed to learn more about earthquakes and put up with more complicated disaster situations, Liu added."It will become a routine activity of the PLA to open its military bases for the media interaction beginning around August 1," said Senior Colonel Li Zhen, vice director with the MOD's International Communication Office. NANJING, July 28 (Xinhua) -- A powerful explosion at a factory in eastern China's Nanjing City Wednesday has left at least 10 people dead and hundreds injured, including 14 critically, the city government said.Officials of the government of Nanjing, capital of Jiangsu Province, told a press conference Wednesday evening that 10 people were killed and 14 others suffered serious injuries after the blast at 10:11 a.m. ripped through an abandoned plastics factory in northern Nanjing's Xixia District.Further, more than 120 people have been hospitalized, according to the official.The death toll, which is based on the number of bodies so far recovered, could climb as rescuers are still clearing the explosion site and some injured people are reported to be in very critical condition.The blast was caused by a gas leak after a propylene pipeline was damaged as workers dismantled factory buildings of the Nanjing No. 4 Plastics Factory, said a statement from the State Administration of Work Safety (SAWS).The rescue headquarters say an excavator owned by Yangzhou Hongyuan Construction and Development Co., Ltd. hit a a pipe of 159 mm in diameter.The gas leak started at 9:56 a.m. and explosion occurred at 10:11 a.m.Gas supply was cut off a minute later, said Liu Zhaohua, deputy head of Nanjin's work safety bureau.The excavator operator, whose identity was not revealed, has been held by police for investigation.The explosion occurred when a motorist started a car engine at the scene, igniting the leaking gas, the SAWS statement said, without saying if the motorist was among the victims.Some rescuers and repairmen who had come to handle the gas leak may have died in the explosion, the headquarters said.

BEIJING, Aug. 13 (Xinhua) -- Chinese military forces are rushing to prevent disease in mudslide-devastated Zhouqu County in northwest China's Gansu Province as high temperatures hit the area where at least 1,156 people were dead.While giving medical treatment to 12,000 local residents, soldiers have also sterilized an area of 128,000 square meters in the disaster-hit county, Wang Wenjie, a senior officer with the Lanzhou Military Area Command of the People's Liberation Army (PLA), said Friday.On Thursday, the Ministry of Health warned of disease-prevention challenges in Zhouqu, as dead bodies and dead animals entombed in the mud may easily decay in the hot weather.Although wells have been dug up to ensure water supply, the ministry said sterilization work is difficult as the water may be contaminated during transportation and storage.In order to ensure rescuers' health, more disinfectant and anti-sunstroke medicine has been dispatched to Zhouqu along with fresh clothing.While more equipment is en route to Zhouqu, Wang said more epidemic prevention workers are ready to go to Zhouqu if needed.Tuo Chengxiang, a senior officer with the Chinese People's Armed Police Force, said the main roads into the township are covered in sludge, hampering vehicular access to the area.A total of 6,281 soldiers and armed policemen are participating in the rescue and relief work in Zhouqu. They have saved 45 lives and delivered 808 tonnes of relief supplies.Besides personnel, 17 helicopters and aeroplanes and 35 rubber rafts have been mobilized to the disaster-hit area.Also on Friday, the PLA General Political Department issued a circular ordering soldiers and policemen in Zhouqu to lead the rescue and relief work while giving top priority to saving people's lives.
