A proposed act that would make it illegal in San Francisco to make a 911 call based on another person's race or ethnicity is one step closed to becoming law.The San Francisco Board of Supervisors unanimously passed the CAREN Act on its first read on Tuesday.Supervisor Shamann Walton proposed the Caution Against Racially Exploitative Non-Emergencies — or "CAREN" — Act in July. The name is a play on the online trend of labeling women caught making problematic or racist statements in viral videos as "Karens."The law would make it illegal to call 911 with the "specific intent to discriminate over someone's race, ethnicity, national origin, place of birth, sexual orientation, gender identity or religion," according to KPIX-TV in San Francisco.According to CNN, Tuesday's vote was passed unanimously by all city supervisors on the first read. The board will vote on the proposal again next week, and if passed, it will be sent to the desk of San Francisco Mayor London Breed, who could then sign it into law.A similar law is currently making its way through the California state legislature. AB 1550, which would outlaw discriminatory 911 calls throughout the whole state, has passed California State Assembly and is in committee in the state senate.Walton proposed the law in July after several viral videos sparked outrage about racially-based 911 calls across the country. In June, a man's recording of a white couple calling the police on him for chalking the words "Black Lives Matter" on his rented home went viral. The couple later issued an apology. In May, a white woman called police on a Black man who was birdwatching in Central Park after he asked that she put a leash on her dog. A Texas man has been arrested after police said he was searching the dark web for a young girl to kill and to eat.Alexander Nathan Barter, age 21 of Shelby County, Texas, is in police custody ... he allegedly told an undercover officer of his plan, KTRE television station reports. He allegedly wrote a post on the dark web seeking others to help him commit necrophilia and cannibalism, KTRE reports. He gave two encrypted email addresses, and a special agent working undercover contacted him.The agent told Barter he had a daughter he could kill, and when Barter went to meet who he believed would be an accomplice and his "daughter," he was arrested.Barter is in jail and faces charges of criminal solicitation, criminal attempt: capital murder, conspiracy to commit capital murder and criminal attempt: sexual performance on a child, all felonies, KTRE?reports. 882

A University of Florida men’s basketball player is now able to breath on his own and speak while recovering in Gainesville, according to a statement from Keyontae Johnson’s parents. Johnson collapsed on the court Saturday while playing Florida State in Tallahassee.“Keyontae is in stable condition today, breathing on his own and speaking with us and with his doctors here at UF Health,” the statement attributed to Nika and Marrecus Johnson reads. “We feel so much love and support from everyone, and we’re beyond grateful for the care and attention that Keyontae has received throughout these past several days.” 622

A Milwaukee County bus crashed near a busy college campus on Tuesday.The bus crashed near Johnston Hall on Marquette's campus in downtown Milwaukee.The Milwaukee Fire Department says at around 5:15 p.m. a Route 12 bus lost control while turning left. The bus ended up on the sidewalk near Gesu Church. Marquette Police said five people sustained non-life-threatening injuries. MU police also said the bus hit Johnston Hall and caused damage to the front of the building. A non-profit in California has developed a way to capture poachers who snatch sea turtle eggs - building lookalike eggs with GPS trackers constructed inside them.According to research published Monday in the journal Current Biology, the InvestEGGator is a 3D-printed life-like turtle egg that can be tracked as far away as 137 kilometers (85 miles)."It replicates the appearance, weight, and feel of a real turtle egg. It is easily deployed at low risk to investigators, can be programmed and monitored remotely using web-based and smartphone applications, and is a low cost, allowing for deployment of many units at once," said the Ventura-based Paso Pacífico, the non-profit that developed the eggs.The decoy eggs are placed in real nests alongside real eggs, which are monitored and mapped every time they are moved, the non-profit said.The research showed that the decoy eggs provide a signal once every hour."Using data provided by the decoys, we identified trafficking routes and on two occasions properties of potential interest to law enforcement," researchers said in the journal. "Decoys also yielded anecdotal information, furthering our understanding of trafficking routes." 1194
