SAN DIEGO (KGTV) - A Carlsbad mother believes the social isolation created by the pandemic was one factor in the suicide attempt of her 11-year-old son.A photo shows Jessie, 11, playing tetherball outside her home two Thursdays ago. Hours after the photo was taken, his mother Tara says her son vomited.Soon after, an ambulance was rushing him to the hospital. In her kitchen cupboard was a nearly empty Costco-sized bottle of ibuprofen."It was a 500-pill bottle, and we estimate he took 400 pills," said Tara.At the hospital, Jesse couldn't breathe on his own. His kidneys failed, but doctors were able to save Jesse."It's a miracle, so thankful," said a tearful Tara.The grateful mother is now in search of answers. She talked to her son in the hospital."He said he didn't see that there was much worth living for. He felt like there were too many things stacked up against him," said Tara.Tara believes one of those things has been the social isolation caused by the pandemic. After his family moved, Jesse ended up after a new school in the fall. Tara says his old friends 'ghosted' him."I would encourage him to try to make friends in the neighborhood, and he'd say things like 'Why bother?'" said Tara.Tara thought he was just getting adjusted. Stan Colllins, a suicide prevention specialist with the San Diego County Suicide Prevention Council, says social isolation can cut kids off from the support they lean on to deal with stressors, big and small."We do have data to show there has been an increase in suicidal thoughts among youth," said Collins.In Jesse's case, those thoughts led to action. Tara says she's sharing her family's story in hopes of helping another family."Please lock up your medicaton ... Talk to your kids and see how they're doing. SAN DIEGO (KGTV) — A 20-year-old woman claims she was sexually assaulted for about 20 minutes during a Lyft ride in June.She's identified as Jane Roe in a civil lawsuit filed by Estey & Bomberger, LLP on Thursday. Roe tells 10News she has a disability and is unable to drive, she relies on Lyft to get to and from UCSD and around San Diego on a daily basis."I would use Lyft every day for about a year and a half," said Roe. "I would use it about 2-3 times a day."In June, Roe says she was using Lyft to travel from her father's home to her mother's, a 32-minute ride on the Interstate 5 that would forever change her life.RELATED: San Diego women reported in Uber, Lyft sex assault cases"He just asked me inappropriate questions," Roe said, referring to her driver. "He was commenting about inappropriate behaviors that he likes to do."Roe said the driver then told her to sit in the front passenger's seat, and out of fear she complied."The man.. he started touching me.. he groped my vagina, he groped my inner thighs, my thighs, my hamstrings," Roe said. She said the assault lasted between 15 and 20 minutes."I was kind of in a state of shock," Roe said. But Roe and her attorney, Mike Bomberger, say Lyft has been unresponsive."One of the things we don't know is what happened to the driver," Bomberger said.Roe and Bomberger allege that Lyft is not doing enough to keep passengers safe."Lyft fails to cooperate with police when there's an assault. Lyft tries to silence victims from when they report these assaults and Lyft has the technology to prevent these assaults from happening and they don't use it," Bomberger said.RELATED: San Diego City Council votes to ban electric scooters from boardwalksRoe says she's going through therapy and hoping to recover from the traumatic experience, but says she wants safety improvements in every vehicle, like an emergency button or recording device."I don't want anyone to go through this again, I don't want anyone to feel like this, and I don't want him to be able to have a young girl in his car again," Roe said.The Lyft driver has been named in the complaint, but 10News is not naming him because he has not been charged with a crime.In a statement to 10News, Lyft said, in part, that they "recognize the risks that women face and are working to build safety into every aspect of their work."Lyft would not comment as to whether the driver was still driving for the company. 2620

SAN DIEGO (CNS) - Violent crime in San Diego County rose in the first half of the year for the fifth consecutive year, according to a report released Tuesday by the San Diego Association of Governments. The report by SANDAG's Criminal Justice Research Division found that the mid-year number of violent crimes in the county was 5,545, up from 5,510 last year; 5,421 in 2017; 5,361 in 2016; and 5,330 in 2015. The five-year increase amounts to a 4% bump in violent crime. Reports of property crime went the opposite direction, falling from 30,447 in 2015 to 27,236 in 2019, an 11% decrease. The mid-year numbers of violent and property crimes in 2019 are vastly different from 2009, when the city received 6,256 violent crime reports and 35,204 property crime reports. Violent crime reports dropped 11.4% in that span, mainly because robbery reports fell from 1,931 to 1,411, according to the SANDAG report. Despite the overall drop in robbery reports, this year's number increased 5% compared to the same six-month period last year. Arson reports saw the largest drop from last year to this year -- falling 28% from 190 to 136 -- while homicides dropped from 40 to 38. Reported property crimes fell 22.6% from 2009 to 2019 and residential burglaries saw the biggest decrease in that time, dropping 53.9% from 4,460 to 2,054. Larceny over 0 was the only category to increase from 2009 to 2019, rising from 7,578 to 8,527. Reports of rape fell to 539 after reaching 604 at the midway point of 2018. However, numbers since 2015 may be somewhat deceiving, as California law enforcement broadened the definition of rape in 2015 to include ``male victims, sodomy, penetration with any body part or object, and no longer requires force,'' according to SANDAG Division Director of Criminal Justice Dr. Cynthia Burke. As a result, some crimes that would have been classified as aggravated assaults are now considered rapes and some crimes that would not have been considered violent crimes are now captured in these statistics, Burke said. Violent crimes include homicide, rape, robbery and aggravated assault. Property crimes include burglary, larceny and motor vehicle theft. According to the report, San Diego law enforcement has received an average of 31 reports of violent crime and 150 reports of property crime per day during 2019's first half. 2353

  

SAN DIEGO (CNS) - Two new supervisors along with four other county officials, including the district attorney, were sworn in Monday.With family members looking on, Supervisors Jim Desmond and Nathan Fletcher, Assessor/Recorder/County Clerk Ernest Dronenburg, Sheriff Bill Gore, Treasurer/Tax Collector Dan McAllister and District Attorney Summer Stephan took an oath to both the U.S. and state constitutions.Fletcher, who succeeds Ron Roberts, is the second Democrat to serve on the technically nonpartisan Board of Supervisors in roughly three decades.He defeated Republican Bonnie Dumanis in the Nov. 6 election to represent the Fourth District, which includes parts of central and northern San Diego proper from downtown to La Jolla.Desmond, former Republican mayor of San Marcos, defeated Democrat Michelle Gomez, a legislative analyst. He succeeds Bill Horn in representing north San Diego County, including Carlsbad, Oceanside, Fallbrook and Borrego Springs.Gore, Stephan, Dronenburg and Dan McAllister all won outright in the June primary, with more than 50 percent of the vote collected by all four incumbents.After being sworn in, each official gave a short speech. Fletcher said it's a tremendous honor to be able to serve the public, and he takes that obligation very seriously. He said change can be difficult and ``push us outside of our comfort zone,'' but can also mean new insight, benefiting policy and governance.Whatever differences board members have, ``we must always strive to find agreement,'' Fletcher said. While principled dissent is OK, Fletcher said he'll work tirelessly to advance the principles of the county motto: ``the noblest motive is the public good.''``I believe in government as an institution of good, where opportunity is open to all,'' Fletcher said. ``Today, let's get to work.''Desmond said he was ``honored and overwhelmed'' to join the board and thousands of county employees.``I feel today like I've been given a great gift: the opportunity to make positive changes that will affect the county's 3 million voters,'' Desmond said.He said he'll focus on ensuring his district gets the roads, parks and services that resides need, while also concentrating on homelessness, public safety, water access and other infrastructure issues.Desmond said he will support workforce, affordable and veterans' housing, but the county must address traffic congestion issues by improving highways.``Trolleys and (public) transit won't fix all of our needs in San Diego County,'' he said.Gore said his department has worked to make the county one of the safest in the nation, but joked that he didn't sound like former President George W. Bush when he declared ``mission accomplished'' on the Iraq war.``There is still more work to do, Gore said, adding that the county has lowered the recidivism rate to 33 percent, doubled the number of mental health clinicians in its jails, increased beds, and added psychological training and programs to help inmates once they get out.He also said the Sheriff's Department hopes to have a fully accredited mental health care program by 2020 and is planning to build a tunnel connecting the downtown central jail to new courthouse over the next two years.Gore praised colleagues such as Undersheriff Michael Barnett and Chief Administrative Officer Helen Robbins-Meyer for their efforts. He also credited the San Diego Police Department and other law enforcement agencies for their collaboration on serious public safety issues.Stephan said she is grateful for her team and community ``for the mission we're putting forth, the mission of respect and equal treatment for everybody.''Stephan mentioned how her life was shaped by her grandmother, who lived through the Armenian genocide early in the 20th century and traveled to America to find a home.Stephan said her office is going to ``push back the (against) bullies'' and stand up for the vulnerable, including seniors and school children.To avoid a ``one size fits all'' justice system, she and her colleagues created a special position for criminal justice and mental health reform, while also protecting community safety.Stephan said her office is close to launching program within the coming year that will help young people be better informed about substance abuse and deceptive social media practices.Dronenburg said his office has re-opened two offices in the county, improved mass-appraisal techniques and shortened the backlog for appraisals, saving the county million.He said the department has improved both customer and online service, and hired a taxpayers' rights advocate.Dronenburg credited his colleagues for the positive changes.``We are no longer faceless bureaucrats,'' Dronenburg said, adding the department has received national and state recognition for the use of technology.``I've been on the ballot 18 times and won 18 elections,'' he added. ``I want thank the voters -- they're the ones who put me here.''McAllister said the county expects to collect .5 billion in taxes from residents this year. He noted that the county now collects 60 percent of taxes electronically, saving residents an estimated 0,000 in postage.``We currently assist 210 public agencies in San Diego County, and last fiscal year, we reached a record high of .6 billion in our AAA-rated investment pool, making it the second largest pool in the state for the third investment pool, making it the second largest pool in the state for the third year in a row,'' McAllister said.He said the county hopes to have a 75 percent electronic collection rate by 2023.McAllister cited other accomplishments, including an email reminder program for taxpayers, high annual collection rates and education symposiums that have won national acclaim. 5771

  

SAN DIEGO (KGTV) - A global recruitment company tells 10News there is a concern that the healthcare system is going to be over-run by patients.It brings up questions whether San Diego County has enough nurses to staff hospitals and medical centers if the coronavirus pandemic goes on for an extended period."The problem that we're seeing now, post-pandemic and coronavirus, is that those nurses can't flock to any one area to support people because the problem is, they have to support locally where they are," said Jon Griffith with the recruitment company GQR. Griffith explained there were supply and demand issues with nurses before COVID-19. Now travel nurses, who would typically fill the void are needed in every state, and not necessarily available to travel."We're seeing people called out of retirement," he said. "Nurses and physicians alike being requested to come out and support. Essentially what we're trying to do at GQR is to tap into those resources or new grad nurses, retired nurses, wherever we can to give that local support to these hospitals to try and mitigate that risk."Griffith told 10News the hospitals they've spoken with are aware of potential challenges and are gearing up to make sure people have their healthcare needs met."They are heroes alright," Griffith said. "We see this all on social media. They are on the frontlines still giving great patient care and focusing on that continuity of care and that right there is what this is all about. But nurses have that fear of being understaffed and hospitals are really trying to rise to that challenge right now."10News asked healthcare providers across San Diego County how they will maintain staffing levels as nurses get sick or burned out, and if they have enough staff to backfill any vacancies.Here are the responses we got back.Sharp Healthcare:Yes, definitely a consideration given the unknowns around how long the COVID-19 outbreak will last. In addition to a workforce of more than 2,900 nurses, we have access to additional nurse travelers and registry nurses to quickly flex up as needed. Our operational command centers monitor all personnel needs and deploy caregivers and resources across our health system in real time. Kaiser PermanenteWe are working with our public health partners to manage all aspects of the health care delivery continuum, and so far, our plans are working even as conditions, needs and priorities change. As we do every flu season, we have contingency plans in place to manage both higher numbers of patients in our facilities and illness among staff. Out of extreme caution as we respond to the challenge of coronavirus, employees who may have been exposed to the virus will remain at home for a 14-day observation period. We are able to manage this in part with fully licensed or certified seasonal contract staff. And because we are a fully integrated health care system, we have the ability to move staff from one facility to another and to adjust work schedules as needs dictate. We appreciate the flexibility and willingness to help among all of our team members.Scripps HealthScripps Health is currently recruiting for registered nurses and other key patient care roles as the impact of COVID-19 continues to play out. We have extended all current agency and traveler contracts through the end of May to ensure we have consistent coverage. Our Employee Assistance Program continues to work with our caregivers to help manage stress and burnout, such as mindfulness-based stress reduction sessions.In a sign of our commitment to the safety of our employees and patients, we have shifted our interview processes to be completely virtual so that applicants are not coming on our campuses. Also, our new employee orientation is now being conducted online so that we can minimize group sizes and practice social distancing where possible for caregivers.Do we have enough nurses currently to back fill the vacancies we expect?We are focused on protecting our workforce so they can safely treat our patients. We continue to recruit high-caliber candidates in the roles we anticipate needing and fast track the rehire process for those wanting to return to Scripps. Our nursing leadership is developing scenarios to better understand what roles may be needed in the future and how we staff up or cross-train clinicians to fill those potential gaps. We are looking at how our clinic and outpatient staff might be utilized in the hospital setting. We have established a labor pool of staffing that will better enable us to meet the needs of increased hospitalizations. We are also actively assessing roles to evaluate where there may be crossover of skills among nursing disciplines, which can effectively broaden our availability of nurses. If we don’t, where will that manpower come from?We have strong partnerships with several traveler and agency firms to assist in urgent placements. We are partnering with the state and the California Hospital Association in loosening restrictions on out-of-state licensed clinicians and student nurses as well. 5325
