NATIONAL CITY, Calif. (KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations. One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders. At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions. The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas. As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

MILWAUKEE -- An organization claims Catholic values are being threatened over a "Pride Prom" at Marquette University. An online petition has thousands of signatures to stop an LGBT event slated to take place Saturday at the university.University leaders say despite the opposition, the event will go on as planned.Marquette graduate Cameron Sanchez says at first, he didn't take the petition seriously."But then I went online and saw it had 18,000 signatures," he said. The petition is hosted on a website called "The American Society for the Defense of Tradition, Family and Property," also known as TFP.John Ritchie, TFP Student Action Director did not consent to an on-camera interview, but sent a statement though email. Ritchie said that promoting Pride Prom, "...is like promoting drugs for those who suffer from a drug addiction.""They're hurtful, but they're not Marquette. I mean Marquette's motto is 'Be The Difference,'" Sanchez said."(In) none of my theology classes did they teach anything that wasn't accepting and love. and so I think it was disappointing to see," said Paige Gardner, a Marquette University Alumnus.Sanchez and Gardner recently set up a fundraiser called "Black out Hate" at bars near Cathedral Square."We treated this organization as an inspiration and not as our opposition," said Sanchez.More than ,200 was raised for the Cream City Foundation, which provides resources for Milwaukee's LGBT community."It was kind of exciting to see people hear other people's stories and interact with people they may not have," said Gardner.Ritchie with TFP claims "Many Marquette students and alumni have signed the petition," and, "...so far, the university has not answered our concerns."Marquette University leaders sent us a statement that reads in part, "We support our LGBT community..." and, "...we also take seriously The Catechism of the Catholic Church's note that people should not rush to "rash judgment" of their neighbor.""  2007

MONTPELIER, Vt. -- Near a community garden, Natasha Duarte is in her element: compost.“I see organics as a resource more than a waste. There's a lot of nutrients in it, there's a lot of value in it,” said Duarte, who is with the Composting Association of Vermont. Now, in Vermont, it’s now part of a universal recycling law, which passed in 2012 and has been brought online in phases. As a last step, it addresses what to do with food waste.“July 1, Vermont took the step of banning disposal of food scraps from the trash,” said Josh Kelly with the Vermont Department of Environmental Conservation. That means everyone in the state -- from businesses to residents – must now keep their food waste out of the garbage.Across the country, about 40% of all the food Americans buy ends up in the trash. That food waste costs the average family of four about ,500 a year. It also takes up valuable space in landfills. Vermont now becomes the first state in the country where a food waste law applies to everyone.“We have a lot of different options for residents and businesses to manage their food waste,” Kelly said. “We have composting facilities across the state. We have a growing number of food scrap haulers and we have drop off locations for folks around the state.”One of those drop-off locations is at Green Mountain Compost.“We've actually been composting food waste for almost three decades,” said Dan Goossen of Chittenden Solid Waste District. The large-scale facility accepts residents dropping off their food scraps, as well as food waste from larger venues, like university cafeterias or apartment complexes. All those food scraps come together with yard waste and produce a finished product for use in gardening.“With a little bit of biology and a little bit of time and oxygen, it turns into a really amazing black compost finished product,” Goossen said.Natasha Duarte said that completes what’s known as “The Food Circle” and also allows people to see how much food they waste.“Just seeing the volume of it separated out from the rest of their trash or recycling, raises that awareness,” she said.It is an awareness that what used to be trash can eventually yield a community garden of treasures. 2216

Nationally, the number of people filing for new unemployment benefits is still historically high. It rose last week to 898,000.This comes as the number of people experiencing long-term unemployment is growing too. The number of people out of work for more than 27 weeks increased by 781,000 in September. It's now at 2.4 million, according to the latest data from the U.S. Department of Labor.Usually, it's harder to get a job the longer you are out of the workforce, but that may not be the case now.“If you are in one of those situations, you should take comfort in the fact that there is a lot more understanding right now from hiring managers and it's OK to talk about the fact that you are a casualty of the pandemic,” said Blair Decembrele Heitmann, LinkedIn career expert.Heitmann recommends if you're taking on a side hustle now to pay the bills until you can get a full-time job. Try to look for something you can market to a future employer, something that goes along with a long-term career goal you have.“When it comes to explaining a career gap on your resume, really talk to the recruiter and showcase what you've done in that time to make sure that you're more marketable,” said Heitmann. “Whether it be taking a course or networking with your contacts, you want to really show you used the time wisely.”Something else that may help you get noticed right now is adding the "open to work" feature to your LinkedIn profile.LinkedIn has found 40% of people who include that message get more calls and emails from recruiters. 1544
