SAN DIEGO (KGTV) -- For the first time since mid-July, several San Diego County businesses were allowed to resume indoor operations.Under Gov. Gavin Newsom's new tiered system for businesses reopening during the pandemic, several more industries can welcome customers inside, but with modifications and or capacity limits.Danny Daniels owns Barbers Den in Chula Vista. He was thrilled to have customers back inside Monday afternoon."This is my passion, I love barbering, I love everything about barbering," said Daniels, who has been cutting hair for nearly 20 years."I truly believe something as simple as a haircut can go a long way in making someone feel good," he added.Austin Campbell is the managing partner of Sola Salons Studios in San Diego. He owns and helps run 15 locations.Campbell is among the owners who traveled to the state capitol to protest the governor's second shut down back in July."On the first shut down everybody said, this is going to be tough, but it's the right thing to do, everyone just hunkered down and said we gotta get through it, but the second shut down, people took it; personally, they thought this was uncalled for, unfair, completely arbitrary and not researched," said Campbell.Many stylists said the governor's decision to allow salons to move services outside made no sense."The whole offer of outside hair, to be honest with you, was kind of a slap in the face of our industry," said Campbell, adding that inside was safer and more sanitary.Everything that the state recommended we could do, really pretty much was in complete contradiction to what everyone has been taught and been practicing for their entire careers," said Campbell. Salons don't have capacity limits, but social distancing and mask mandates must still be followed. Campbell said the impact of the shutdowns has been far more than just financial."A lot of people are not just financially struggling, but mentally, emotionally, professionally, the beauty industry is more than just a job; it's a true career and identity," said Campbell.Campbell said his salons employ roughly 600 people. Many have already moved out of state.He has a message for the governor."Our industry has been prepared for this long before covid existed, and we take it very seriously. We ask that before you shut down 550 thousand women, first generation immigrants, single mothers, you do a little more research," said Campbell. 2424

SAN DIEGO (KGTV) -- High school sports in San Diego County and across California will happen during the 2020-21 school year but on a modified schedule that will push the start for fall sports, such as football, to early winter.The California Interscholastic Federation (CIF) Monday released a schedule that shows the last date for Section and Regional/State Championships. Fall sports' championships, according to the schedule, shows end dates in March and April. The schedule shows spring sports, including soccer, basketball, and track and field, with championship end dates in May and June.CIF officials said that “most Section start dates will commence in December 2020 or January 2021.”In a press release posted on its website, the CIF San Diego Section said:The California Interscholastic Federation, San Diego Section (CIF-SDS) is excited to see the foundations of a plan to return high school athletics throughout the state of California for the 2020-2021 school year. Today’s announcement from the state office provides our section with the information necessary to finalize the calendars and schedules for all of our CIF regulated sports, while also acknowledging the importance of the health and safety of our student athletes and coaches by pushing the official start date back to align with the Roadmap to Recovery set by the state of California.Specifics of the plan provides for two seasons of sport, which will serve to maximize the length of each season while not eliminating any athletic opportunities in a reduced athletic calendar for the year. The adjusted calendar distributes the athletic offerings into a Fall/Winter Season, and a Spring Season in hope of balancing the opportunities for all student athletes.In collaboration with our Board of Managers, Conference Presidents, Sport Specific Advisory Committees and Officials Association, we will be coming together over the next couple weeks to finalize the dates and schedules for each of the seasons of sport for our section. Gavin Newsom announced reopening guidelines for schools across the state.Scripps Ranch High School head football coach Marlon Gardinera was one of many parents, coaches, and players who constantly checked the state CIF website Monday morning for any word on the fall sports season."We were waiting with bated breath,” Gardinera said.After learning there will be an opportunity for kids, including his high school senior and freshman sons, to play, Gardinera said, “It really gives us hope ... as opposed to not having a lot of it, really hard to do when you have two sons who are ready to get back out here.”The modified scheduling will force many student-athletes to choose between sports normally played successively.Gardinera told ABC 10News, “You have soccer and baseball ... [They’re] going to have to choose what sport they're going to want to play in that condensed season.”Otay Ranch High School football player Ethan Knight is excited that there is now a plan in place. "My birthday's in January, so it will be a good birthday present. I think it's great because it will be a new environment." Knight said he has used the months during the pandemic to train for the upcoming season. SAN DIEGO (KGTV) — Distance learning is now possible for more than 7,000 San Diego County families who had little or no internet access before the pandemic. The County Office of Education has been working for months to get those students online and have plans to help even more.Before COVID-19 hit, the county estimates one in five families had no internet or were considered “under-connected” by not having a connection strong enough to support distance learning.Isabel Estrada was one of those students.“Sometimes it would cut out during class time and I would miss something or have to email my teachers of why it kept cutting out,” said the freshman at Oceanside High School.The County Office of Education has been working for months to bridge the digital gap. So far, they’ve provided more than 7,000 mobile hotspots to families in need.Once Isabel’s family got a hot spot she says she felt more confident signing on to class.“We’re just really grateful because the internet right now, it’s me and my sister so it helps both of us with school,” said Isabel.At a press conference Thursday, Supervisor Nathan Fletcher announced million from the general fund will be used to help connect another 4,000 families.“That digital divide went from something that we needed to address, to something we had to address when our promise of public education moved virtually,” said Fletcher.The million will be divided among 19 districts identified as having the greatest need. SAN DIEGO (KGTV) - Filipino World War II veterans who fought under the American flag were honored at a luncheon in Lincoln Park on Sunday. The event took place at the Jacobs Center for Neighborhood Innovation on Euclid Avenue.More than 260,000 Filipino and Filipino American soldiers served the United States during the war, but their service was unrecognized for decades.That changed when the Filipino Veterans of World War II Congressional Gold Medal Act of 2015 was passed and then signed into law by President Obama in 2016.The veterans were honored with a bronze replica of the Congressional Gold Medal (CGM) for their service and sacrifice during World War II. A CGM is the highest civilian honor that Congress can bestow.A total of 61 veterans were honored, with many family members accepting the honor for vets who have passed away. Ten living veterans were present to receive their medals.10News reporter Melissa Mecija emceed the event.  1020

SAN DIEGO (KGTV) - Driving back from a call in Jamul, two HVAC technicians act quickly to help a driver trapped in a smoking car. The accident happened on Campo Road."It looked like the truck got t-boned by a car and flipped on its side," one of the technicians told 10News.For Kyle Hester and Anthony Ramirez, it was a day they will never forget."Working and something crazy happened, you'll never forget it it’ll always be a story to tell," Ramirez said.Dashboard cameras installed in their work truck weeks ago caught the entire incident on camera."It all happened in a matter of seconds," said Ramirez.Hester and Ramirez pulled up to the crash before firefighters and paramedics were there. Hester grabbed the fire extinguisher from the back of their work truck to try to keep the car from catching fire. Ramirez told 10News, "I would consider Kyle a hero." Meanwhile, Hester said he doesn't consider himself a hero, just a person doing the right thing."I think there were other heroes there that day helping out," said Hester.10News has learned both drivers from the crash were able to get out of their vehicles safely. 1132
