GUANGZHOU, Nov. 13 (Xinhua) -- Chinese Vice President Xi Jinping attended the opening ceremony of the 2009 UCLG World Council Meeting & Guangzhou International Sister Cities Conference, which gathered more than 1,000 representatives from about 210 cities and local organizations of more than 60 nations.     Founded in May 2004, the United Cities and Local Governments (UCLG) is the largest local government organization in the world. The mayor of Guangzhou is the current co-president of UCLG. Xi said the UCLG has become an important platform for multilateral exchanges and cooperation as well as a bridge of friendship for global cities. He believed that the UCLG would be able to integrate wisdom and strength of urban planning and management from different nations, and play a positive role in promoting peace and development of the world. The urbanization rate was only 17.9 percent in 1978, and the figure jumped to 45.7 percent in 2008, a growth of one percentage point per year.     Xi also explained the policies that China has taken to respond to the global financial crisis. He said although the world economy had showed some positive changes, the full recovery would still have a long way to go.     China would do its best to stabilize its own economic development, while playing an active role in international cooperation in order to promote the recovery of world economy, he noted.     He reiterated that China would continue to support the developing countries with a responsible attitude and fulfill its commitments of providing foreign assistance so as to push forward the realization of UN Millennium Development Goals.     Beijing Municipal government and the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) jointly held the World Council Meeting of UCLG in June, 2005. BRISBANE, Australia, Oct. 31 (Xinhua) -- Chinese Vice Premier Li Keqiang said here Saturday that China and Australia can lift their bilateral relationship to a new level through a strengthened dialogue and increased cooperation between the two trading partners.     Li spoke during a meeting with Anna Bligh, the premier of Australia's state of Queensland.     The vice premier said that during his visit to Australia a consensus was reached to enhance the Chinese-Australian friendship, to deepen mutual beneficial cooperation, and to respect and care for each other's core interests and important concerns.     He also said the two sides released a joint declaration and signed a number of cooperation agreements. CHENGDU, Nov. 23 (Xinhua) -- China will send two giant pandas to Australia Friday for a cooperative research program.     The four-year-old male panda "Wang Wang" and three-year-old female panda "Fu Ni" will stay in Australia for 10 years, said Zhang Hemin, chief of the Wolong Nature Reserve Administration in southwest China's Sichuan Province.     "Wang Wang", which means "net" in Chinese, is 119 kg and "Fu Ni", which means "lucky girl", is 90 kg. They were quarantined on Oct. 21 for their trip to Australia.     "Wang Wang" and "Fu Ni" were transferred to the Bifengxia Giant Panda Breeding Center in Ya'an City after the Wolong Giant Panda Protection and Research Center where they were living were destroyed in the May 12 massive earthquake in 2008.     The Australian side had sent veterinaries and feeders of the two pandas to China for training. It had also set up a 10 hectares bamboo planting base, Zhang said.     The two pandas will receive a body check Tuesday before their departure.     China and Australia made an agreement in 2007 on the cooperative research.     Giant pandas, known for being sexually inactive, are among the world's most endangered animals due to shrinking habitat.     There are about 1,590 pandas living in China's wild, mostly in Sichuan and the northwestern provinces of Shaanxi and Gansu.

BEIJING, Oct. 27 (Xinhua) -- China's anti-graft chief He Guoqiang on Tuesday urged discipline and supervision authorities to press ahead with the building of a clean government and strengthened efforts in corruption prevention.     He, secretary of the Central Commission for Discipline Inspection of the Communist Party of China (CPC), said in a meeting that efforts should be made to handle people's complaints and embrace innovation in the establishment of anti-corruption mechanism.     He asked discipline and supervision authorities to combat extravagance, intensify crackdown on the practice of "small coffer", which refers to fund, securities and assets that should be but fail to be listed into the account books of CPC and government organizations in accordance with relevant laws and regulations.     He also called for authorities to make public Party affairs, especially at grassroots organizations, and investigate and prosecute corruption cases.     Efforts should be made to expand channels for the general public to be involved in anti-corruption endeavor, said He, who is a member of the Standing Committee of the Political Bureau of the CPC Central Committee.
