SAN DIEGO (KGVT) -- Parents of San Diego Unified School District students will hold a demonstration Tuesday with a goal for the school district to return to full-time, in-person education as soon as possible.Parent and family therapist Gina Smith said she started the group called "Reopen SDUSD" because she is frustrated that other San Diego County districts have set reopening dates, and many private schools are already open. The group has already started a petition which has more than 650 signatures."What sparked the fire is that other schools have reopening plans within weeks and San Diego Unifed has been silent," Smith said.San Diego Unified has not released any definitive dates or a timeline for reopening.Currently, the district is reporting a projected loss of 2,474 students. Two out of every three un-enrolled students are kindergartners. Enrolling children into kindergarten is not mandatory in the state of California.The district has a meeting scheduled for Tuesday evening, and before that meeting, hundreds of parents are expected to rally over their concerns about distance learning. Some parents say they're concerned about the mental health impact distance learning is having on their children."The isolation and lack of social interaction is a huge part that many children as young as five are experiencing depressive symptoms", Smith said. SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In an emailed response to questions, the spokesperson said, "The letter sent to Elif Cetin was a proposal, and anything within it should be considered draft and negotiable, including the fees, scope of work, etc. That is a proposed figure from the consultant and is still subject to negotiation."When asked about what type of consultations the city looking for and if Is there’s an approved dollar amount the city is looking to spend a city spokesperson also noted, "The City is pursuing all legal and financial options to protect taxpayers, recoup costs, hold accountable the contractors who worsened the building's condition, and implement new levels of accountability. SAN DIEGO, CA (KGTV) - Four students have tested positive for COVID-19 in the Del Mar Union School District (DMUSD).The district has since launched a dashboard on its website to inform the school community about any active cases at each school.“We’re just being very transparent and keeping families informed,” said Jenni Huh, the Director of Student Services for DMUSD.Two students tested positive for COVID-19 at Sage Canyon School, one student tested positive at Sycamore Ridge School, and another student tested positive at Torrey Hills School.“We received the results directly from the families, and we were able to respond very quickly,” said Huh. “I’m very happy to say that they are doing very well, and we have not had any other cases.”Huh said all students and staff who came in contacted with those who tested positive are quarantined for 14 days.“If we learned of a presumed positive case, we would treat it exactly as the same way that we would respond to a confirmed positive,” she added.Parents are also notified if their child was potentially exposed to someone who possibly came in contact with someone who tested positive.At Sage Canyon, parents learned of the two positive COVID-19 cases over the weekend.By Monday, students in the two impacted classrooms were able to transition back to online learning.They will continue online learning during the two-week quarantine.DMUSD Superintendent Holly McClurg said district officials developed a Safe Reopening Plan over the summer to respond to these situations. San Diego State University on Thursday detailed a 0 million plan to avoid the massive flooding that has engulfed the Mission Valley Stadium site, which it plans to turn into a West Campus. The current stadium sits on a 166-acre site that is largely sloped, causing runoff from the nearby San Diego River and Murphy Canyon Creek to pool. In 2010, the flooding got so bad that it went onto the field and threatened the Holiday Bowl football game. Voters in November approved the SDSU West measure, paving the way for the university to turn the site into a Mission Valley campus with a smaller football stadium and a river park. The project is currently going through the environmental process. "It started out as a technical problem and it became kind of a foundation of our design and our vision," said Laura Shinn, SDSU's director of planning. SDSU presented its plan to mitigate the flooding to the city's environmental committee Thursday. The idea is to turn most of the sloping site into an elevated, flat area for the campus and stadium.
