TAIPEI, April 26 (Xinhua) -- Luo Qingquan, Communist Party of China (CPC) chief in central China's Hubei Province, left Taiwan Monday with a one-thousand-strong delegation after an eight-day visit to the island, expressing confidence in the peaceful development of cross-Strait relations."The visit was very smooth and fruitful... I'm expecting Hubei and Taiwan to carry out more exchanges and boost cooperation," Luo said as he departed the island.Luo's delegation arrived here on April 19 for a Hubei-Taiwan cultural festival filled with exhibitions, forums and performances featuring Hubei culture.Luo said the two regions reached a consensus on exchange and cooperation in economic, scientific, technological and cultural fields.He noted Taiwan's advanced farm-products processing technology could be well applied in Hubei, a province rich in agriculture.During the trip, the delegation also visited medium- and small-sized companies, farm and schools in Taipei, Taichung, Yunlin and Hsinchu.The Hubei-Taiwan festival has been held in Hubei's capital Wuhan six times since 2004. It was the first time the event was held on the island.The Chinese mainland and Taiwan have been recently intensifying their exchanges, especially high-level visits to the island by mainland delegations, which is seen as a sign of increasingly solid relations.Earlier this month, a municipal government delegation of about 260 people headed by Shanghai mayor Han Zheng visited the island to promote the upcoming Shanghai World Expo.During the trip, several Shanghai companies and Taiwanese counterparts signed 28 agreements on long-term exchanges and short-term purchases, along with agreements on investments in finance, chemical materials, steel, tourism, intellectual property rights and farm products, among others.

YUSHU, May 11 (Xinhua) -- Chinese Vice Premier Li Keqiang has called on reconstruction teams to finish their work within three years in the earthquake stricken areas of the northwestern Qinghai Province.Li, also member of the Standing Committee of the Communist Party of China Central Committee Political Bureau, made the remark during a visit Monday and Tuesday in Yushu Tibetan Autonomous Prefecture, epicenter of a 7.1-magnitude earthquake on April 14.He asked relief workers to finish removing debris, select the site of a new township and the layout of urban and rural areas by the end of May.By the end of this year, reconstruction teams should strive to finish all reinforcement work for reparable buildings in the quake zone, finish building new homes for most rural residents and herdsmen, and start building new homes for most urban residents, Li said.He asked local government officials to ensure that all quake survivors get enough and safe food, water and other necessities. Chinese Vice Premier Li Keqiang visits local temporary hospital in Yushu, Qinghai on Tuesday. The central government would provide favorable tax, loans, land and employment policies.-- Before large-scale reconstruction, designs for residential houses and public facilities should be prioritized.-- Heating and winter tents should be prepared for survivors who could not move into new buildings before cold weather arrives.-- School buildings, hospitals as well as water, electricity, telecommunications and transport facilities should be prioritized in reconstruction.Ethnic customs and traditions should be respected, he said.

  

BEIJING, May 31 (Xinhua) -- The People's Bank of China (PBOC), China's central bank, issued a circular Monday requiring banks to curb lending to energy-intensive industries, a move echoing government energy-saving and pollution-reduction measures.Banks must strictly review loan applications from companies in energy-consuming industries, the circular said, adding that only bank headquarters can extend loans to finance capacity expansion projects in energy-guzzling sectors.It also banned new credit to any projects not complying with government energy-saving policies.According to the circular, banks should conduct an overall review of loans to energy-intensive industries and report the results to the central bank by the end of June.The State Council, China's Cabinet, urged in early May all government departments make efforts to cut emissions and conserve energy to meet the country's target set in the 11th Five-Year Plan (2006-2010), according to which China will cut its per unit GDP energy consumption by 20 percent compared with 2005 levels by the end of 2010.
