SAN DIEGO (CNS and KGTV) - San Diego's City Council voted 6-3 Tuesday night to place restrictions on sleeping and living in vehicles on city streets and parking lots.The vehicle habitation ordinance goes into effect immediately and restricts people from living in their vehicles anywhere within 500 feet of a school or residence. It also places an overnight ban between from 9 p.m. to 6 a.m. anywhere in the city, with the exception of approved lots. According to a news release from the city, the ordinance aims to address illegal dumping, public urination and drug use on city streets and in parking lots. “We are creating a balance that provides opportunities to those in need while protecting our neighborhoods from behavior that creates unsanitary conditions and hurts quality of life,” Mayor Faulconer said. “If you want to work toward finding a permanent home, we have programs that can help. We will not allow the proliferation of ‘van life’ culture that takes advantage of San Diego’s generosity and destroys community character.”The ordinance will be enforced using criteria including sleeping, bathing, meal preparation, grooming items and containers of human waste. SAN DIEGO (AP) — A California tribe whose ancestral lands span across the U.S.-Mexico border is suing the Trump administration to block construction of a section of border wall that the Kumeyaay people say is desecrating sacred burial sites. The La Posta Band of Diegueno Mission Indians filed the lawsuit in federal court in San Diego on Tuesday seeking to temporarily halt construction of the wall until the tribe can protect its religious and cultural heritage. La Posta is one of 12 bands of the Kumeyaay people. The tribe wants its members to be able to monitor work and interrupt it to recover human remains and cultural items uncovered during construction. SAN DIEGO (AP) — A federal judge has knocked down a cornerstone border policy of the Trump administration that denies asylum to people who travel through another country to reach the Mexican border without first seeking protection in that country. Judge Timothy Kelly says authorities violated federal rule-making procedures by not seeking public feedback before putting the policy into effect in July 2019. A week ago, the Supreme Court ruled that the government can deport some people seeking asylum without allowing them to make their case to a federal judge. The decision applied to people who fail their initial asylum screenings, making them eligible for quick deportation, or expedited removal.The immediate impact of the judge's ruling on Tuesday is diminished by a coronavirus pandemic-related measure to quickly expel people who cross the border illegally and block asylum-seekers at official crossings. 921
SAN CLEMENTE (CNS) - A woman was arrested today for allegedly collecting funds and items she claimed would benefit firefighters battling the Holy Fire and then keeping them for herself.Ashley Bemis, 28, of San Juan Capistrano allegedly "presented herself on social media as the wife of a firefighter working on the fire line of the August 2018 Holy Fire in Riverside and Orange counties," according to Orange County Sheriff's Department Public Information Manager Carrie Braun."On multiple social media pages, Bemis posted pictures of herself and her fictitious firefighter husband asking for donations," Braun said. "She solicited for items she claimed would benefit the firefighters working alongside her husband battling the blaze that ultimately burned more than 23,000 acres in the Cleveland National Forest and destroyed 18 structures."The posts led people and businesses in San Clemente to make donations and Bemis is suspected of taking more than ,000 in cash and items such as socks, sports drinks, water and camping equipment, Braun said."A captain with a local fire agency became suspicious of Bemis' requests, and contacted the Orange County Sheriff's Department to investigate," Braun said. "Investigators interviewed victims and obtained search warrants for Bemis' vehicle, residence and garages. They recovered donated items consistent with the items Bemis collected intended as donations for the Holy Fire."Investigators believe Bemis concocted a phony story, complete with a fictitious husband, "with the intention of soliciting donations to defraud victims," Braun said. "They also became aware, through additional social media posts from members of the community, of past (allegedly) fraudulent activity by Bemis, including multiple prior faked pregnancies in an attempt to illegally obtain money from unsuspecting victims."The investigation led to warrant being issued for Bemis' arrest. She was arrested and was booked on suspicion of felony grand theft, second-degree burglary, witness intimidation and making false financial statements, Braun said.Bemis was being held in lieu of ,000 bail, Braun said. 2138
SAN DIEGO — It appears the Congressional seat vacated by Republican Duncan Hunter will remain in Republican hands, according a new scientific poll.The ABC-10 Union-Tribune scientific poll shows Republican Darrell Issa leading Democrat Ammar Campa-Najjar 51 percent to 40 percent, with 9 percent undecided. The poll, released Tuesday, has a margin of error of 5.7 points. It comes after the two prior polls showed the candidates in a virtual tie for the 50th Congressional District, which comprises most of East County and stretches into southern Riverside County. The shift came because independents moved to support Issa. Last month, the poll showed Campa-Najjar leading Issa in independents by 13 points. Tuesday's poll showed a major swing, with Issa leading among independents by 14 points. That's a 27-point swing. "In the end, independents in red-leaning area tend to be more red leaning, vice versa for blue-leaning areas, and so it's not surprising that Darrell Issa, as we get closer to the election, is bringing home these independents out in East County, San Diego," said Thad Kousser, political scientist at UC San Diego.The 50th District is the county's last in which Republicans outnumber Democrats in registration, giving Issa the advantage.In an interview Tuesday, Issa said he was traveling the district from Temecula to Jamul, meeting voters with social distancing. "I think my 18 years of support for pro-business, pro-50th type voting has allowed me to whether some pretty egregious claims of, somehow, corruptness and so on," he said.
