SAN DIEGO (KGTV) -- Another report of BB gun vandalism, this time in Mission Hills, has police warning residents all over San Diego to be alert. The latest report of vandalism came Thursday at a string of businesses in Mission Hills along the 4000 block of Pacific Highway. Pictures of the area show holes in glass and workers boarding up large windows damaged by the vandals. Wednesday night, police sent out a news release stating the suspects are believed to have fired BB gun pellets, causing damage to vehicle windows or store windows. Previous incidents were reported between June 24 and July 8 in the late evening and early morning hours. SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. School lunch programs will continue through February. The shutdown started Dec. 21. About 420,000 federal employees are working without pay, while 380,000 are being forced to stay home. SAN DIEGO (KGTV) — Chicken Charlie Boghosian is best known for the deep-fried concoctions he cooks up at the San Diego County Fair.But with fairs off the table for 2020, his work has taken a turn. Instead, he's set up a Christmas tree farm in the parking lot of Grossmont Center, with a pop-up eatery right next to it. "We're just trying to stay busy and trying to make money to keep the employees working and myself to keep playing the bills," Boghosian said. This — just one of the unique things happening in 2020 at malls across the county — which normally are preparing all sorts of events to welcome holiday shoppers."We feel with our outdoor setting, our big, wide-open spaces to walk, shopping here is as safe as it could be in this time," said Trevor Moore, marketing director at Grossmont Center.Moore said the mall had to cancel traditional events, including Santa's appearances, in exchange for a series of socially distant ones. On Thursday, it held a blood drive with hundreds of appointments.But Moore said the holiday decorations are up, the music is playing, and the mall's giving out free masks.Larger retailers, such as Best Buy and Target, have spread out their Black Friday specials over days or weeks. However, the retailers are under capacity limitations amid coronavirus restrictions. SAN DIEGO (KGTV) — Construction has started on Mission Valley's first public elementary school.The new preschool through 5th-grade campus at the corner of Via Alta and Civita Boulevard will serve residents living in the Civita residential development. Families living in the Mission Valley and Fashion Valley neighborhoods will also make use of the new school.The campus will feature classrooms with roll-up doors that open to the outside for 1st- through 5th-grade students; dedicated play areas for preschool, kindergarten, and 1st- through 5th-grade students; "makerspaces" for students; and an indoor-outdoor multipurpose facility.San Deigo Unified School District provided a virtual walkthrough of the campus here."With more significant growth planned in the area, we must prepare for the influx of new families and students," said Dr. John Lee Evans, Board of Education President. "This community deserves a quality neighborhood school."The campus will enroll up to 500 students and construction is expected to finish in spring 2022.The new school is funded through 2012's voter-approved Proposition Z bond measure, state schools facilities funding, and developer fees, according to San Diego Unified School District. 1231

SAN DIEGO (KGTV) -- Back to school looked different for everyone according to Misty Jones, who helped run Career Online High School, a free program put on by the San Diego Public Library."It's geared towards people who have disengaged from the educational system for some type of reason and did not graduate."The program allowed them to finish where they left off through online courses."They get their high school diploma and career certificate by the end of it," Jones described.The program was around for 5 years and had gained popularity in the Spring."People are at home and they have more time. It's difficult to go to school and try to work at the same time," Jones said.They typically saw 50 students a year but since March the number doubled."I know a lot of people are out of of jobs and they're thinking of their future, 'what can I do to ensure success moving forward'."Genevieve Redondo is a mother of two and dropped out of high school her senior year. "I have ADHD and dyslexia. Being in school was difficult because of the attention, I couldn't focus all that well," Redondo described.She received her diploma through COHS then went on to nursing school and eventually got her master's degree."The opportunity they gave me to graduate, ever since then everything has change, my entire life has changed and it's been incredible."Jones said the average age was 28 to 35, but that was just the average."We have people in their 60's that are going back and getting their high school diploma and that shows its never too late to get your education."They even held graduation ceremonies like any other high school did."I cry at every graduation," said Jones. "It's really fulfilling to help people be their best self and help them achieve goals they never thought they'd achieve." 1798
