BEIJING, Dec. 11 (Xinhua) -- China's retail sales of consumer goods grew 18.7 percent in November year on year, the National Bureau of Statistics (NBS) said Saturday.Retail sales of consumer goods stood at 1.39 trillion yuan (208.1 billion U.S. dollars) in November and the growth rate was 0.1 percentage points higher than that in October, the NBS spokesman Sheng Laiyun said at a press conference.Retail sales of consumer goods in the January-to-November period reached 13.92 trillion yuan, up 18.4 percent from the same period last year.The growth rate in the January-to-November period was 0.1 percentage points higher than that in the January-to-October period.The NBS said urban consumption hit 1.2 trillion yuan in November, up 19 percent year on year.Rural residents spent 186.5 billion yuan on consumption goods in November, up 17 percent year on year.In breakdown, catering sector sales rose 19.6 percent to 160.1 billion yuan in November from a year earlier, while retail sales increased 18.6 percent to 1.23 trillion yuan in November year on year.

BEIJING, Nov. 10 (Xinhua)-- China will issue new judicial rules governing sentencing standards for cyber attack crimes by the end of this year, an official of the Ministry of Public Security (MPS) told Xinhua Wednesday.China has become a major victim of online crimes such as hacker attacks, with eight out of every ten computers in the country having suffered botnet attacks, said Gu Jian, vice director of the Internet security bureau of the MPS.Botnet is a network of computers that have had malicious software installed in them and are under the control of criminals, while the owners of the computers remain unaware of the computer hacking.China criminalized attacks on computer systems in 1997, and made specific provisions on hacker attacks, such as outlawing the illegal control of another computer, in its seventh amendment to the Criminal Law in 2009.In most botnet cases in China, the controllers were found to be located abroad, Gu said.Moreover, more than 80 percent of the cyber attacks targeting websites of China's government agencies came from overseas, Gu said.Gu called for more international cooperation in fighting transnational online crimes at the fourth U.S.-China Internet Industry Forum which concluded Tuesday in Beijing.At the forum, China and the U.S. agreed to strengthen international law enforcement in combating cyber crimes, improve international cooperation mechanisms in this regard, and enhance communication on fighting cyber crimes.In addition to cyber attacks, other kinds of major online crimes included online pornography, online gambling and online fraud, Gu added.

The EU-China Year of Youth was jointly initiated by Chinese Premier Wen Jiabao and European Commission President Jose Manuel Barroso at the 12th EU-China summit held in 2009."The Year will provide an interactive platform for European and Chinese young people to enhance mutual understanding and friendship through creativity, tolerance and openness. We hope they can open a new page of people-to-people contacts between Europe and China," said Wang Xiao, President of the All-China Youth Federation.Wang led a delegation of 100 Chinese young people who arrived in Brussels earlier this week to meet with their 100 European counterparts for the first time.The 200 young representatives from the EU and China also exchanged ideas on a variety of issues including volunteering, mobility, culture and creativity prior to the opening ceremony. BANGKOK, Nov. 10 (Xinhua) -- Visiting Chinese top legislator Wu Bangguo announced here Wednesday that China will provide 10- million-yuan in cash aid to flood-hit Thailand. "China decided to offer Thailand a humanitarian emergency aid worth 10 million yuan and stood ready to provide other help,"Wu said in a meeting with Thai Prime Minister Abhisit Vejjajiva.At least 181 people in Thailand were killed in nationwide floods that hace stricken the country since Oct. 10. RIYADH, Dec. 26 (Xinhua) -- A Chinese culture show was put up in the Saudi capital Riyadh as both countries mark the 20th anniversary of diplomatic ties.The three-day event, sponsored by the kingdom's Culture and Information Ministry in tandem with the Chinese Culture Ministry, is being organized at Riyadh's huge King Fahd Culture Center.Saudi Culture Minister Abdulaziz Khouja said the show reflected friendly relationship between the two counties, hailing deeply- rooted ties binding his country and China.A 30-strong Chinese delegation, which included artists and musicians, has arrived in Riyadh to take part in the event.Chinese Commerce Minister Chen Deming paid a landmark visit to Saudi Arabia in early 2010, during which he said both countries are going to boost the two-way trade volume to 60 billion U.S. dollars by 2015.
