SAN DIEGO (CNS) - According to state data released Tuesday, San Diego County will remain in the second, or red, tier of the state's four-tier COVID- 19 reopening plan for at least another week.The county's state-calculated, adjusted case rate is 6.5 new daily infections per 100,000 people, down from last week's 6.7. The unadjusted case rate is down to 7 from last week's 7.2. Because San Diego County testing levels were above the state median testing volume, the county's adjustment level was decreased.On the last two Tuesdays, the county narrowly avoided being pushed back into purple tier, the most strict in the state's reopening plan. The state- set threshold of case rate to avoid the purple tier is below 7 per 100,000.To move into the less-restrictive orange tier, a county must have a rate below 3.9 per 100,000 people.County public health officials reported 161 new COVID-19 infections and three deaths on Tuesday, raising the region's totals to 48,821 cases and 806 deaths.Two men and one woman died between Oct. 2 and Oct. 4, and their ages ranged from mid-50s to early 80s. All had underlying medical conditions.Of the 8,788 tests reported Tuesday, 2% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.9%. SAN DIEGO (CNS) - A motorist who fled from officers near Hoover High School Wednesday led police on a meandering, roughly 45-minute road chase, running stoplights and driving the wrong way on one-way streets before pulling over near Lindbergh Field and making a failed attempt to escape on foot.The man drove off when patrol personnel approached him at about 12:15 p.m. to check on his welfare in response to a report that he appeared distraught while sitting in a white Chevrolet Malibu parked in the 4400 block of El Cajon Boulevard in the Teralta East area, according to San Diego police.The fleeing motorist, whose name was not immediately available, traveled over various mid-city streets before heading west on University Avenue through City Heights, North Park and Hillcrest.Early on in the chase, the driver ran over a spike strip laid out by police in his path, winding up with at least one flat tire on his car, Officer Tony Martinez said.After crisscrossing streets near Scripps Mercy Hospital, the man -- who appeared to be talking on a cellphone throughout the pursuit -- headed south on Fifth Avenue, driving against light traffic on the one-way northbound thoroughfare.Reaching downtown San Diego, the motorist crisscrossed the busy urban center for about 15 minutes, often driving at slow speeds, blowing through red lights and traveling in the wrong direction on one-way streets as police cruisers and an SDPD helicopter tailed him and officers placed more spike strips ahead of him.Eventually, he proceeded west through the Cortez Hill and Little Italy districts on B Street, then north on Pacific Highway, at one point driving onto a sidewalk to evade the pursuing police personnel.Just after 1 p.m., the fleeing man drove into a car-rental lot near San Diego International Airport, pulled over, jumped out of his vehicle and ran off into a parking garage.Officers gave chase and got the man into custody following a brief struggle, police said.No injuries were reported. 1998

SAN DIEGO (CNS) - Former San Diego City Councilman and Reform California Chairman Carl DeMaio announced his intent Monday to enter the race for the only Republican-held congressional seat in San Diego County. In a statement announcing his candidacy for the 50th Congressional District seat, DeMaio framed the decision to run as one of ``fight or flight.'' He also lambasted the state's Democratic dominance, arguing the state has shifted to the left in an untenable way. ``Too many Californians are fleeing our state because of the extreme socialist agenda being imposed on us by Democrat politicians, but I refuse to flee: I choose to stand and fight,'' DeMaio said. ``In California, voters have mostly only been given two choices: socialists or ineffective cowards.'' The 50th District seat is currently represented by Rep. Duncan Hunter, R-Alpine, who was indicted last August, along with his wife, on five dozen criminal charges, including conspiracy, wire fraud and record falsification, for allegedly misusing campaign funds. Margaret Hunter has since pleaded guilty to conspiracy and is cooperating with prosecutors. Her husband maintains his innocence. Hunter won a sixth term last November, defeating Democratic candidate Ammar Campa-Najjar with 51.7% of the vote. SAN DIEGO (CNS) - A local realtor who molested two underage girls apologized to his victims during a court hearing Friday, while those speaking on behalf of the victims said they could take solace in the fact that he will likely spend the rest of his life behind bars.Donald Edward Hickey, 62, pleaded guilty last month to five felonies, including lewd and lascivious acts with a child and possession of child pornography for material investigators found on three separate devices.Hickey was initially set to be sentenced to a 25-years-to-life term on Friday, but the hearing was postponed until Sept. 6 so that an interview can be conducted for his probation report, which could affect his future in-custody housing considerations.Prosecutors did not disclose how Hickey knew the victims, but according to Deputy District Attorney Stephen Marquardt, the molestations occurred sometime between 2009 and 2012 in San Diego County. Hickey was arrested last year following a cyber tip sent to the National Center for Missing and Exploited Children.The former Clairemont resident, who worked as a real estate agent out of La Jolla, was found to have ``thousands'' of videos and images of child pornography in his possession, some of which depicted Hickey abusing children.``This defendant not only preyed on these children, but he also memorialized what he did so that he could retain a copy of the real-time abuse of those children,'' Marquardt said.Hickey's attorney, Danielle Iredale, said Hickey was molested by a local man in his neighborhood when Hickey was between the ages of 10 and 12.Hickey told those in attendance, ``I'm sorry for everything that's happened. I take responsibility for it and I hope they do heal from it.'' Despite the postponed sentencing, victims were allowed to speak Friday in case they could not attend Hickey's sentencing next month.One of the girls, identified in court only as Jane Doe 2, said she was working to put the experience behind her, and was working on forgiving Hickey, though ``I am conflicted,'' she said. ``Because I don't know how you came to be the way you are and feel sympathy for your sickness. She said she was nervous about speaking at the hearing, but would regret it if she didn't.``No teenager should be in a situation where they sit down and think about what they're going to say to a pedophile,'' Jane Doe 2 said. ``No parent should have to decide whether or not to tell their child that they have been assaulted. I hate that you put my family in that position.''Jane Doe 1 did not attend the hearing. Her older sister told Hickey that she wanted to attend, but ``was absolutely terrified to see your face.'' The mother of Jane Doe 1 said she ``screamed and cried in absolute agony and devastation'' when she discovered what had happened to her daughter, who she said still suffers from nightmares and trauma, according to her mother.``To find out the ugliness and deception of what you had been doing with my child is almost more than I can bear,'' she said.Hickey will remain in custody without bail until his sentencing hearing. 3096
