SAN DIEGO (CNS) - San Diego Unified School District officials announced they were making preparations to get children back in schools, but were looking at a timeline of "months, not weeks," before that could become a reality.The district will adopt strict new standards to protect students, staff and the community from the spread of COVID-19 when schools convene in person again, District Superintendent Cindy Marten said during a news conference Monday. The measures are being adopted and developed in consultation with experts from UCSD.In the meantime, the district will begin classes remotely this month.Conditions for reopening local schools will be stricter than state standards, will proceed in phases and will require critical protective measures including mandatory masks, proper ventilation and strict social distancing, according to district leaders.State standards for reopening schools already require a seven-day testing positivity rate of less than 8% and other factors, but the panel convened by San Diego Unified called for adding contact tracing metrics and other factors included in the County of San Diego's designated health triggers."We consulted with the world's leading experts on all aspects of this pandemic because we wanted a comprehensive set of standards to create the safest possible environment for our students and staff," said Dr. Howard Taras, UCSD professor and consulting pediatrician for San Diego Unified. "The strength in these new standards comes precisely from this combination of factors. Taken together, they represent the strictest reasonable conditions for safety when operations eventually resume."According to Taras, San Diego Unified would not consider reopening campuses to in-person study until San Diego County reports fewer than seven community outbreaks of COVID-19 in the previous week and the illness showing up in rates fewer than 100 per 100,000 over the previous two weeks, among other metrics.Marten said the district has purchased more than million in personal protective equipment and has received some 200,000 masks in child and adult sizes from the state, along with 14,000 bottles of hand sanitizer. SAN DIEGO (CNS) - San Diego County health officials have reported 2,867 new COVID-19 infections, a new record, eclipsing the previous one of 2,287 last Friday by nearly 800 cases, marking more than 100,000 total cases in the county since the pandemic began.Friday marked the third consecutive day more than 2,000 new cases were reported, with 2,050 reported Thursday and 2,104 Wednesday. It is also the 11th day with more than 1,000 new cases and the 19th of the last 22 to reach that mark. It is just the fifth time the daily cases have crossed 2,000 -- all of which have come in the past week.The data released Friday, along with 23 deaths, raises the region's cumulative totals to 102,466 confirmed infections and 1,137 deaths.Of 25,002 tests reported Friday, 11 percent returned positive, raising the 14-day average of new cases to 8% -- a record.The number of hospitalizations continued to rise, with 38 people hospitalized and four patients put in intensive care units. SAN DIEGO (CNS) - The aircraft carrier USS Theodore Roosevelt will change its home port from San Diego to Bremerton, Washington, ahead of scheduled maintenance slated for next summer, the Navy announced Wednesday.The ship, which is currently deployed in the Western Pacific, will enter Puget Sound Naval Shipyard for scheduled maintenance known as docking planned incremental availability, or DPIA.Lt. Travis Callaghan said the maintenance required to maintain the Nimitz-class carrier's service life is more involved than what can be done pier- side in San Diego. SAN DIEGO (CNS) - The San Diego Legion Major League Rugby team announced Tuesday that it released recently signed player Steffon Armitage in the wake of his conviction for sexually assaulting a woman in France.On Monday, a French court found Armitage guilty of groping a woman's breasts outside a bar last year in the town of Pau, where he was playing at the time of the assault. Armitage, 34, admitted he had also been drinking heavily that night.The court handed Armitage a suspended prison sentence and ordered him to compensate the victim with 5,000 euros, roughly ,500 in U.S. dollars.The Legion signed Armitage in July. SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted today to send a set of regulations on dockless electric scooters and bicycles to the full council.Should the full council vote in favor of the regulations, scooter riders would be banned from parking scooters and bicycles in hospital and school zones, beach area boardwalks, the perimeter of Petco Park and the north and south legs of the Embarcadero. Riders and scooter company employees would also only be able to park scooters in groups of four in designated areas on the street, with at least 40 feet between groups. Scooter speeds, currently a maximum of 15 mph, would be slowed to 8 mph in high-traffic areas like Spanish Landing, Petco Park and Balboa Park, and 3 mph on the Embarcadero and the Martin Luther King Jr. Promenade. Scooter companies would use geofencing technology to limit parking abilities and speeds in specific areas, technology that Bird already uses in areas like the Santa Monica Beach Bike Path.The city would also require scooter companies to apply for a six-month operational permit with a to-be-determined fee and pay 0 per scooter or bike each year.
