FALLBROOK (KGTV) - One person is dead after she was hit by a vehicle while walking along the shoulder of a road in Fallbrook with her husband.CHP officers say the 60-year-old woman was walking with her husband just after 5 p.m. northbound on the east shoulder in the 2700 block of Gird Road north of Laketree Drive. An approaching pickup truck heading northbound left the roadway and struck the woman. The truck stopped for a moment before fleeing the scene northbound on Gird Rd.North County Fire Protection District and CHP responded and crews began life saving measures at the scene, but the woman was pronounced dead. Her 60-year-old husband was not injured.The truck involved in the crash is described as an older model pickup truck that's dark in color. The truck will likely have damage to the right front side.Investigators were reviewing surveillance footage from the area to learn more about what happened.Anyone with information on the whereabouts of the suspected vehicle or information about the crash is asked to call CHP at 858-637-3800. 1060
ENCINITAS, Calif. (KGTV) -- The identity of the third victim in the Encinitas bluff collapse has been identified. According to the San Diego County Medical Examiner, 62-year-old Elizabeth Charles also died in the collapse. Her sister, Julie Davis and niece Anne Clave were also killed when the bluff gave way. A 30-foot by 25-foot slab of rock came crashing down onto Grandview Beach at about 3 p.m. Friday.Moments after the collapse, beachgoers and lifeguards began sifting through the rubble to save those caught in the rocks' path."The lifeguard was there, adjacent to the incident, felt it, heard it. It just happened to take place outside of his peripheral, as he was watching the water it happened behind him," Encinitas Lifeguard Captain Larry Giles said. "He immediately got out of the lifeguard tower, called it in, sized it up, started requesting resources and engaged in doing rescue work. Though, lifeguards can only warn visitors and not forcibly remove them from being too close.The city recommends beachgoers stay 25 to 40 feet away from bluffs and exercise caution due to the cliffs' natural instability."This is a naturally eroding coastline so it does happen from time to time. This is an isolated incident ... at this location," Giles said. ESCONDIDO, Calif. (KGTV) -- It's official, a revamp is coming to the Escondido Country Club. The Escondido City Council voted 3-2 Wednesday night. This means they will move forward with "The Villages" development on the 109 acres of former Escondido Country Club land.The country club was closed years ago when purchased by a new owner with plans to build 380 homes. ESCONDIDO, Calif. (KGTV) - A local driver is warning of an unusual encounter with a dark SUV Saturday night on a North County freeway.Dashcam video captured on Interstate 15 shows an SUV with a light bar across the top. The driver tells 10News she initially thought it was a police vehicle and then spotted the back windshield, which was lit up by blue lights that resembled audio levels.Not long after, she says she heard a siren noise coming from that same SUV, as it approached a red light.MAP: Track crime in your neighborhood10News showed the video to CHP officer Jim Bettencourt who said he believes the blue light, the light bar, and siren are all vehicle code violations."If they were utilizing that to get people to move out of the way or caused a crash that would be another slew of charges," said Bettencourt.Bettencourt said because the SUV didn't have a symbol representing law enforcement, the driver wouldn't face an impersonating an officer charge. 972
