SAN DIEGO (CNS) - The San Diego Metropolitan Transit System and North County Transit District will host the region's third "Free Ride Day" Tuesday, making all fixed-route bus and rail services free for everyone to use throughout San Diego County, ensuring residents are able to reach their polling place and exercise their right to vote."Free Ride Day this year has a different purpose than in past years," said Nathan Fletcher, MTS Board Chair and San Diego County Supervisor. "We are holding it on one of the most important days for our country -- Election Day. We want San Diego residents to have every opportunity to participate in our democracy. Free transit rides all day long will help do just that."Free rides will be honored on all MTS and NCTD fixed-routes services including buses, the trolley, Sprinter and Coaster. MTS and NCTD services will operate on a normal weekday schedule.Passengers will not need a Compass Card or valid fare for either system, but face coverings will continue to be required on board all MTS and NCTD vehicles and at transit facilities. SAN DIEGO (CNS) - San Diego County health officials reported 228 new COVID-19 infections, the smallest daily increase since June 19, raising the county's cumulative caseload to 32,975.No new coronavirus fatalities were reported Monday. The total death toll remains at 594.County health officials also reported five community outbreaks, bringing the number of outbreaks in the past week to 14.The latest outbreaks were reported in a restaurant, a restaurant/bar setting, a government office, a business and a grocery store, according to the county Health and Human Services Agency.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.The number of patients hospitalized for treatment for coronavirus totaled 321 as of Monday, with 101 of those patients in intensive care units. Sunday saw the fewest number of hospitalized COVID-19 patients since June.Of the total positive cases in the county, 2,752 -- or 8.3% -- have required hospitalization since the pandemic began, and 689 -- or 2.1% -- were admitted to an intensive care unit.The county's case rate per 100,000 residents Monday was 101.6. The state's goal is fewer than 100 per 100,000. The case rate is a 14-day average and is based on the date of the actual onset of the illness in each patient, not the date the illness was first reported by the county. Lags in reporting often lead to delays in new confirmed cases being reported to and announced by health officials.The county reported 7,570 tests Sunday, 3% of which returned positive. The 14-day rolling average percentage of positive cases is 5%. The state's target is fewer than 8.0% testing positive. No briefing was held Monday due to a county budget hearing.County Supervisor Nathan Fletcher said last Wednesday that because of problems with the state's electronic reporting system, which has led to a backlog in test results, additional cases might be retroactively added to both local and statewide case totals in coming weeks.The percentage of people testing positive for the illness who have been contacted by a county contact tracer in the first 48 hours increased from 7% on July 18 to 97% Monday. The county's target for this metric is more than 90%.Of the total hospitalized during the pandemic due to the illness, 71% have been 50 or older. SAN DIEGO (CNS) - The remaining sailors from the San Diego-based USS Theodore Roosevelt who stayed ashore in Guam following a COVID-19 outbreak aboard the carrier will fly back to the United States starting Friday, according to the Navy.The carrier resumed its scheduled deployment in the Indo-Pacific last Thursday, though a few hundred sailors remained in Guam to continue receiving medical care. The Navy says those service members will take military flights to the U.S., where they will be required to complete a two-week "restriction-of- movement sequester" either at home or at facilities on base at their home station.The ship originally departed San Diego on Jan. 17 for a deployment, but was diverted to Guam on March 27 when the COVID-19 outbreak took hold, ultimately infecting more than 1,100 sailors, and killing one, Chief Aviation Ordnanceman Charles Thacker, 41.The ship's commanding officer, Capt. Brett Crozier, made a publicized plea for assistance from Navy leadership in a letter that was leaked to the press, leading to his removal from command of the ship.While many have called for his reinstatement, the Navy has stated that its investigation into the circumstances behind the letter's leak is ongoing. SAN DIEGO (CNS) - Rail service along the Los Angeles-San Diego-San Luis Obispo rail corridor will again be suspended Saturday through 5 a.m. Monday from Oceanside to San Diego for track and signal improvements, according to the San Diego Association of Governments.The scheduled rail work in Cardiff-by-the-Sea, Carlsbad and San Diego is the second of two weekend-long closures for track and signal improvements along the LOSSAN corridor. Rail service was also suspended from Oct. 13 to Oct. 15. Rail service for the four railroads affected by the closures -- the North County Transit District, Metrolink, Amtrak and freight line BNSF -- is expected to resume Monday for morning commute hours, albeit with possible delays.Track crews in Cardiff-by-the-Sea will replace rail ties as part of a double-tracking project to add a second rail track between Cardiff-by-the-Sea to the San Elijo Lagoon. Work crews connected the second line to the existing track last month. Workers will also update the rail signals at the Chesterfield Drive grade crossing.MAP: Traffic conditions around San Diego County Crews in Carlsbad plan to prepare the NCTD Coaster Poinsettia Station for a new western alignment of the existing track as well as move existing rail signals at the station to more optimal locations. The .7 million Poinsettia Station Improvements Project "will lengthen and elevate passenger platforms, install a fence between the tracks within the station, relocate a section of the existing tracks, and replace the existing at-grade rail crossings with an undercrossing featuring stairways and ADA compliance ramps on both sides of the tracks," according to SANDAG, which expects the project to be completed in 2020.Crews in San Diego will work on improvements to the San Diego River Bridge and structures along the Elvira to Morena Double Track Project. In addition, NCTD crews and San Diego's Metropolitan Transit System will make improvements to track crossings at the Old Town Transit Center.The rail work is part of SANDAG's Build NCC (North Coast Corridor) program, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure throughout San Diego County.
