NEW BOSTON, Texas — Authorities are investigating after a baby was removed from the womb of a 21-year-old woman found dead in a small East Texas city. A Texas Department of Public Safety spokesman on Monday told The Associated Press that the body of Reagan Simmons Hancock was discovered Friday morning in a home in New Boston, a city of about 4,600 people. Hancock was reportedly 8 months pregnant with her second child.New Boston police have said a 27-year-old woman was later taken into custody by Oklahoma authorities. New details are emerging about the 41-year-old Parma, Ohio father who turned himself into Parma Police on Saturday night, leading to the discovery of his 18-month-old son's body.Police said the man came into the police station around 9 p.m. and told an officer at the front desk that he wanted to turn himself in for a crime. Officers noticed cuts on both of his arms, which were later found to be self-inflicted. Officers learned the man's son was inside his car, which was parked in the visitor's parking lot of the station.Police searched the car and found the toddler unresponsive and not breathing inside the trunk.The boy was taken to University Hospitals Parma Medical Center where he was pronounced dead.The father was taken to MetroHealth Medical Center for his injuries where he remains under police custody. NEW YORK (AP) — A scientist who collected DNA from Scotland's Loch Ness suggests the lake's fabled monster might be a giant eel.Neil Gemmell from the University of Otago in New Zealand says the project found a surprisingly high amount of eel DNA in the water. Andrew Cuomo announced new guidance for bars and restaurants statewide Thursday.The governor says bars and restaurants in the state are now only allowed to serve alcohol to those who order food. He also announced that all service at bar tops must only be for those seated six feet apart or separated by physical barriers.Cuomo cited a lack of compliance on social distancing and the wearing of face coverings in bars and restaurants across the state."As we continue our science-based phased reopening, the number of hospitalizations and our rate of positive tests remain steady and low," Cuomo said. "But we need to remember our success fighting this virus is a function of our own actions. Mask wearing, social distancing and hand washing — basic as they may seem — are critical to controlling the spread of this virus. Especially now that we are seeing spikes in cases throughout the country, this is not the time to let up — especially on compliance enforcement.
