BEIJING, Aug. 28 (Xinhua) -- China's top legislature on Saturday approved an amendment to the Basic Law of the Hong Kong Special Administrative Region regarding the method of selecting Hong Kong's Chief Executive.The amendment to Annexes I to the Basic Law was approved at the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature, which ended Saturday.The NPC Standing Committee approved an examination report on an amendment to Annexes II of the Basic Law concerning the formation of the city's Legislative Council and agreed to file it on the record.The NPC Standing Committee's concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The two amendments would take effect after the legislature's approval, Wu said.Wu said the two amendments had embodied the common opinions among the Hong Kong communities, gone through due procedures in the laws and was in accordance with interpretations and decisions of the NPC Standing Committee.The two amendments would help to maintain and promote the long-term prosperity and stability in Hong Kong, Wu said.The NPC Standing Committee members had called for unswervingly following the principle of "one country, two systems" and the Basic Law, to push forward a gradual promotion of Hong Kong's political system, Wu said.Legislators at the session also adopted the People's Mediation Law and the amendment to the Law on Officers in Reserve Forces.Further, President Hu Jintao signed decrees to publish the new Law, which will come into effect in 2011, and the amendment to the Law on Officers in Reserve Forces, which will be implemented after its being published.The legislature also ratified the International Convention for the Suppression of Acts of Nuclear Terrorism.During his speech at the concluding meeting, Wu also said the situation of China's economy was in a crucial stage from recovery to a steady growth.However, he noted that the work to maintain satisfactory growth was still an arduous job.Wu also said he appreciated the reports on cleaner production inspection and grain safety work, which were presented during the session.The NPC Standing Committee also appointed Chen Jianguo and Shi Zongyuan as vice chairmen of two special committees under the NPC.

TOKYO, Sept. 12 (Xinhua) -- Officials from the Chinese Embassy in Japan have visited the Chinese fishermen illegally detained by the Japanese authorities last week in the East China Sea.The Chinese government and people care very much about their living and security conditions in captivity, officials from the embassy in Tokyo and the consulate general in Fukuoka told the crew members.Foreign Minister Yang Jiechi and other senior diplomats have for several times lodged solemn representations with the Japanese side and protested the detention of the Chinese fishermen, they said.Chinese State Councilor Dai Bingguo summoned Japanese ambassador Uichiro Niwa early Sunday morning and demanded the immediate release of the Chinese fishermen and their boat. Dai urged Japan to avoid any misjudgment of the situation and to make a "wise political resolution."Dai was the highest-ranking Chinese official to make a public response after the fishing boat and its crew were seized.The Chinese embassy officials learned in detail the crew members' physical and mental conditions, bought food, fresh water and medicines for them, and contacted their families.The officials told the crew members that the Chinese government was sparing no effort in urging the Japanese side to release them, and asked them to keep good health and calmness, support the Chinese government's work and have confidence that the government can properly handle the issue as quickly as possible.The Chinese Embassy in Tokyo is continuing to make representations with the Japanese authorities, demanding the immediate and unconditional release of the crew members and their boat.

BRUSSELS, Oct. 5 (Xinhua) -- China expected an early resumption of the six-party talks to ease tensions and resolve the nuclear issue on the Korean Peninsula, Chinese Premier Wen Jiabao said here on Tuesday.All parties should make joint efforts to ease tensions between the south and the north on the peninsula and strive to resume the six-party talks at an early date, said Wen while meeting South Korean President Lee Myung-bak on the sidelines of the eighth Asia-Europe Meeting (ASEM) Summit in Brussels."This is in the fundamental interests of all parties involved and is conducive to peace and stability in the region," he said.The six-party talks, a multilateral mechanism designed to peacefully denuclearize the Korean Peninsula, were launched in 2003. The talks involve China, the Democratic People's Republic of Korea (DPRK), Japan, South Korea, Russia and the United States.Speaking of the upcoming Group of 20 (G20) Seoul Summit, slated for Nov. 11-12, Wen said it was of great significance for boosting the world economic recovery, adding that China would support South Korea in seeking positive outcomes at the meeting.Wen said China regards South Korea as a friendly neighbor and an important partner. BEIJING, Sept. 30 (Xinhua) -- China and the European Union (EU) are forging a reliable partnership as one's stability, growth and prosperity are in the interests of the other, said an EU envoy on Thursday.Serge Abou, EU Ambassador to China, made the remarks before Chinese Premier Wen Jiabao attends the eighth Asia-Europe Meeting (ASEM8) and the 13th China-EU summit from Oct. 4 to 6. The ASEM summit, under the theme "Quality of Life: Achieving Greater Well-being and More Dignity for all Citizens," will focus on global finance and economic governance, sustainable development, and social and cultural exchange between Asia and Europe.China, as the second largest economy in the world, plays an important role in the meetings, Abou said, adding that the growth of Chinese economy contributed much to the world, especially amid the financial crisis.Abou described the relationship between China and the EU as "maturing partnership," with trade as "the first taproot" of the ties.The 27-member EU is China's biggest trade partner while China is the EU's second-largest trade partner and most important source of imports. This year, China-EU trade has witnessed remarkable growth and bilateral trade volume exceeded 300 billion U.S. dollars for the first eight months, up 36.2 percent compared with the same period last year.However, Abou was not satisfied with the figures. Trade and investment are not big enough considering China's 1.3-billion population, said the ambassador.
