SAN DIEGO (KGTV) -- Millions of Americans owe more on their homes than they’re actually worth in the first quarter of 2019, according to a new report by Attom Data Solutions. San Diegans, on the other hand, are sitting on equity rich properties. In the U.S. as a whole, more than five million homes were seriously underwater, meaning property owners owe at least 25 percent more than the home is worth. According to the report, nearly 40 percent of properties in San Diego are equity rich, meaning property owners had at least 50 percent equity. In California, 43 percent of properties are equity rich. Other states that fared well include Hawaii, New York, Washington and Vermont. SAN DIEGO (KGTV) -- Maintenance crews were hard at work at UC San Diego Tuesday fortifying campus buildings ahead of the rainstorms expected this week, all while several dorms continued to dry out from the last one.Workers shored up roofs and deployed straw wattles and 200 sandbags near the Marshall Lower Apartments. The university said 12 to 15 dorms flooded last week during torrential rain.UC San Diego said drains near the apartment complex were overwhelmed by the water and debris.RELATED: UC San Diego students reeling from flooded dorms after storm“We conducted additional drain and area inspections of the Lower apartments in advance of the rain,” the university said in a message to residents. “[Housing, Dining and Hospitality] maintenance staff will be on standby to ensure that everything holds and storm drains remain clear.”The National Weather Service said a flash flood warning will be in effect Wednesday morning through Thursday evening in coastal areas and the inland valleys.The bulk of the rain is expected to hit Wednesday evening through Thursday morning. SAN DIEGO (KGTV) — In a move to help shed the mounting costs of a real estate deal gone wrong, the City of San Diego says it is stopping lease payments on the sharply criticized 101 Ash Street building.The city sent a letter to Cisterra Development, which brokered the real estate deal, that it will be "suspending further lease payments for the 1010 Ash Street building," starting with the Sept. 1 payment. The letter adds that the city will not be making any lease payments "until these issues are fairly resolved.""The City has lost use of the building due, in part, to direct physical loss and damage to the premises, including widespread and negligent disturbance of asbestos," the city's letter reads.RELATED: Options and possible consultation costs for vacant buildingThe property at 101 Ash St. has sat vacant in downtown San Diego for most of the last four years. As it remains empty and unused, taxpayers are paying a daily bill to the tune of ,000.The city intended to move 1,100 city employees into the building, but officials soon discovered problem after problem to the site's 19 floors. Maresa Talbert, Co-chair of San Diegans for Justice, says training could give officers a variety of tools."It can be as easy as a voice command. It can be something as simple as creating some space to really kind of calm down the situation where you're not face-to-face or where you're not arm-to-arm or touching," Talbert said.San Diego's police, like many departments around the nation, have faced increased scrutiny for use-of-force policies amid demonstrations against police brutality. In response, SDPD has banned the use of the carotid restraint technique among officers. Jack Schaeffer, President of the San Diego Police Officers Association, says the department's use-of-force policy, which includes de-escalation tactics, is regularly updated.City leaders have also responded. The Office on Race & Equity was recently created to tackle racial equity issues and City Council President Georgette Gomez has requested leaders consider a proposed ballot measure to expand police oversight this month."We heard the comments from the community. SAN DIEGO (KGTV) -- It's survival of the fittest once again for gyms and fitness centers across the county as San Diego braces for stricter pandemic-related restrictions that go into effect Saturday.One gym preparing for the big shift is major chain 24 Hour Fitness. While members can't choose from their dozens of locations to workout, seven county locations will be open and offering outdoor equipment to members."We're committed to staying outdoors, staying safe, and the well-being of our members is the priority," said 24 Hour Fitness district manager John Amato.Amato told ABC 10News that member visits will be reservation based with 90-minute windows, minimized to 57 guests at a time.While many prepared for what's to come, others like gym owner Tom Green of Green Speed Training in Eastlake did the opposite. Instead of expanding his outdoor space for members, he doubled the square footage on the inside, even though guests won't be allowed to workout indoors until the county falls in a less restrictive tier."It's certainly risky, but I've always been kind of a risk taker and I go with my gut instinct, and if I feel good about it, I go for it," Green said.Since the COVID-19 pandemic began, Green said support from the Eastlake community along with members of his gym have helped keep things afloat and allowed him to upgrade indoor space."It's very supportive, and we have a lot of great clients who really support what we're doing,” said Green.Regardless, both gyms said they'll continue to be there for their clients no matter which tier San Diego slips into next."To get that one-hour workout in, and de-stress to stay healthy, that's what our goal is,” said Amato. 1691
