WEST PALM BEACH, Fla. — The hurricane season continues to be active with the formation of a new tropical storm and a depression in the last 12 hours.Tropical depression 17 formed Sunday night in the Atlantic and became Tropical Storm Paulette just before 11 a.m. Monday.The storm has 40 mph winds with higher gusts and is moving west, northwest at 3 mph.Paulette is the earliest forming 16th named storm on record, breaking an old record set by Philippe on September 17, 2005, according to hurricane expert Philip Klotzbach.A slow-motion toward the northwest or north-northwest is expected tonight. Paulette is then forecast to move a little faster and generally westward on Tuesday and Wednesday.Early indications are it may curve before it reaches the Bahamas, but we will keep an eye on it just in case. WILMINGTON, Del. – Joe Biden said in a speech Wednesday that his campaign believes it’s clear that they’re on track to win enough states to reach the 270 electoral votes needed to win the presidency.“I’m not here to declare that we’ve won, but I am here to report that when the count is finished, we believe we'll be the winners,” said the former vice president from Wilmington, Delaware.Watch his speech below:Biden’s remarks came around the same time that The Associated Press projected he would win Wisconsin, bringing him to 248 electoral votes as of about 4 p.m. ET. At that same time, President Donald Trump had racked up 214.“Of all the votes counted, we have won Wisconsin by 20,000 votes, virtually the same margin as when Trump won that state four years ago,” said Biden.Biden is also leading in Michigan and Nevada, but by slim margins. WESTLAKE, La. -- A fire broke out at a chemical plant in Westlake, Louisiana, as Hurricane Laura moved out of the state. Louisiana State Police responded to the scene Thursday and motorists were being advised not to travel on I-10 through Westlake as crews fought to put out the flames.State police say the fire involved a chlorine leak that originated from a BioLab chemical manufacturing facility.The BioLab plant was built in 1979 and manufactures trichloroisocyanuric acid, chlorinating granules and other chemicals used in such household cleaners as Comet bleach scrub and pool chlorine powder, The Associated Press reports. Trichloroisocyanuric acid and chlorine are potentially acutely toxic to people and animals if ingested or inhaled.As a result of the fire, residents in the Westlake, Moss Bluff and Sulphur area were advised to shelter in place until further notice, close their doors and windows, and turn off their air conditioning units.In a statement obtained by KATC, KIK Custom Products said the fire at their facility was the result of damage from the hurricane and a specialized team has been deployed to mitigate the impact of the incident. 1171
