MANILA, Aug. 26 (Xinhua) -- The Philippine government's high- level delegation to Beijing and the Hong Kong Special Administrative Region to brief the Chinese side the hijack crisis was postponed and would be reset soon, senior government official said Thursday.Presidential Spokesperson Edwin Lacierda, quoting the Department of Foreign Affairs as telling reporters that the Philippine government is "awaiting for the confirmation of the Chinese side on the arrangement that will ensure that the mission of the planned visit is achieved."He added that appropriate announcement will be made when the visit will take place.Earlier, Philippine authorities said the high-level delegation composed of Vice-President Jejomar Binay, Department of Foreign Affairs Secretary Alberto Romulo and Lacierda were supposed to leave for Beijing on Thursday and then proceed to Hong Kong on Friday.The officials will personally deliver President Benigno Aquino III's messages when meeting with Chinese leaders in Beijing and Hong Kong.The hostage crisis in Manila, involving a 21-member Hong Kong tour group, ended on Monday night with eight hostages killed and several others injured. The dismissed Filipino police officer, who hijacked the tour bus, was also killed during the police assault.President Bengigno Aquino has said the Monday's hostage-taking drama was "ghastly" and admitted there were "many failures". Aquino and other officials have promised a full investigation. Interior Secretary Jessie Robredo, who is in charge of the national police, has acknowledged there were problems with how the crisis was handled, including inadequacies in preparation, equipment and training.Residents in Hong Kong expressed outrage at the Philippine government's handling of the day-long bus siege. BEIJING, July 26 (Xinhua) -- The All-China Federation of Trade Unions (ACFTU) said Monday it would work to help 1 million job-seekers find jobs this year, as well as provide vocational training for an additional 1 million people.Also, the ACFTU will provide training and job opportunities for 200,000 housekeeping workers this year, said Li Shouzhen, spokesperson with the ACFTU, at a meeting of the national union's executive committee.The ACFTU has launched a five-year campaign of vocational training to help improve the skills of workers, Li said.The ACFTU has been working to protect migrant workers' rights and recovered 2.5 billion yuan (366.03 million U.S. dollars) of defaulted salaries for migrant workers in the first half of the year, Li said.The national union, founded on May 1, 1925, had a membership of 169.94 million, with migrant workers accounting for 24.1 percent of the total, in 2007.ACFTU chairman Wang Zhaoguo said at the meeting that trade unions at various levels should work to protect employee rights to ensure stability.The meeting stressed the importance of the collective wage negotiation system and seeks to implement its use in wage discussions between businesses with trade unions by 2012.

QINGDAO, Aug.19 (Xinhua) - China's largest marine patrol departed Thursday from Qingdao to Vladivostok, a coastal city in east Russia, participating in a multilateral joint drill.The joint drill is to be held from Aug.22 to 27, with the theme of "enforcing emergency responses to illegal actions threatening joint marine security".The North Pacific Coast Guard Agencies Forum (NPCGF) promoted the multilateral joint drill in 2009.Current members of NPCGF, Canada, China, Japan, South Korea, Russia and the United States, participate in the drill."The joint drill mainly focuses on arms trafficking and illegal migration, including searching, boarding and examining suspicious ships," said Wu Shaojun, captain of Marine Patrol 11.Chinese Marine Patrol 11, Marine Surveillance 83 and helicopters and ships from other countries will participate in the joint drill, said Wu.Chinese Marine Surveillance 83 left for Russia on Aug.13 from Guangzhou, capital city of south China's Guangdong Province.NPCGF, initiated by the Japan Coast Guard in 2000, is an organization devoted to fostering multilateral cooperation on illegal drug trafficking, maritime security, fisheries enforcement, illegal migration and heightened maritime awareness.Member states take turns hosting the annual forum. China joined the forum in 2004.The 3000-tonne Marine Patrol 11, China's largest patrol ship, is 114 meters long and equipped with high-speed rescue boats and a helicopter hangar. The helicopters can take off and land on Marine Patrol 11 even when waves reach 6 meters and wind speeds are as high as 11 to 14 meters per second.
