SHANGHAI, Oct. 18 (Xinhua) -- Wang Lihua sent her son to a Shanghai rehabilitation center for the disabled when he was three years old. Now about to turn six, her son, who has cerebral palsy, a neurological disorder that permanently affect body movement and muscle coordination, has regained use of some parts of his body."When he first came to the center, he was not able to crawl, kneel, or stand. Now he has not only learned these abilities, but also learned to walk, even just for a short distance," Wang said.Opened in 1999, the Shanghai Rehabilitation and Vocational Training Center for the Disabled specializes in medical, educational, engineering, and vocational rehabilitation for the disabled.Feeling timid and afraid of the strange new environment at first, Wang's son now very much likes the therapists at the center."The therapists here work very hard, since they provide training to children with cerebral palsy one at a time from dawn to dusk. The children have a busy day as well. My son spends his day either having meals or training," Wang said.The hard work has paid off. Her son has learned by heart many lines of a nursery rhyme and Chinese poem, as well as addition and subtraction.Largely satisfied with the results of the rehabilitation, Wang said she was thinking about sending her son to a regular primary school next year.According to Xu Shenglin, the center's vice director, the center treats children suffering from cerebral palsy or autism with a combination of therapies such as acupuncture, massage and sports, and every child with cerebral palsy is treated in a one-on-one rehabilitation program which has an effective rate of 95 percent.The center also runs a course for parents of children with cerebral palsy to teach them about home rehabilitation.Monthly fees for each child with cerebral palsy at the center is 3,000 yuan (495 U.S. Dollars), with 60 percent covered by health insurance. Families with children with cerebral palsy receive an annual subsidy of 10,000 yuan from the Shanghai municipal government.In Shanghai, the economic center of China, there are 942,000 disabled people, accounting for 5.29 of the city's population. The city's government has spent about 4.4 billion yuan in aid programs for the disabled since 2007, which has helped set up over 2,000 aid institutions and allows 100,000 disabled people to receive subsistence and other kinds of government subsidies.Under a program that offers health and medical services at home, some 130,000 disabled people have received basic rehabilitation services and 160,000 have received health check-up service.The government in Shanghai has also financed at-home care for 15,000 unemployed and severely disabled people who are not committed to any institutions or do not receive any subsidy for day care.In China, the rights of the disabled have always been a priority of the government. A national human rights action plan for 2009 and 2010 specifies targets about guaranteeing the rights of the disabled.The Chinese government's efforts to guarantee these rights are evident at the ongoing Shanghai World Expo. Some 1.86 million people have visited the first-ever pavilion dedicated to the disabled in the history of the World Expo, as of the middle of October."The number of visitors far surpassed our expectations. I think this shows more and more people have concern for the disabled," said Cao Ziping, the director of the pavilion.

BEIJING, Aug. 27 (Xinhua) -- The United States has repeatedly blocked investment from Chinese companies on national security grounds, a protectionist move that will only harm its own interests, analysts say.Eight U.S. congressmen recently asked the Obama administration to scrutinize a deal between Chinese telecom equipment giant Huawei and the American operator Sprint Nextel on national security grounds.It was not the first time Huawei's attempts to break into the U.S. market have been stymied. Earlier its buyout attempt of 3Com was summarily dismissed by the U.S. government.Citing national security concerns again, a bipartisan group of 50 lawmakers in July requested that the government investigate an investment project of China's Anshan Iron and Steel Group (Ansteel), China's fourth largest steelmaker, which plans to establish a joint rebar venture with a U.S. partner in Mississippi."It is inappropriate for some U.S. lawmakers to label regular business behavior as a move that threatens national security," Yao Jian, a spokesman for the Ministry of Commerce, recently said about Ansteel's investment plan."I hope the United States can create a better investment environment for Chinese enterprises," he said.Chinese analysts said the actions were sheer protectionism, adding that national security concerns is only a lame excuse by U.S. authorities, whose true intention is to protect the interests of domestic enterprises and industries.Moreover, standing up to China's allegedly unfair trade practices can easily earn the congressmen much needed political chips in the upcoming mid-term election in November, the analysts said.The setback that Huawei and Ansteel suffered is only the tip of the iceberg. Actually, blocking investment from Chinese companies in the name of national security has morphed into a knee-jerk reaction that could only harm America's own interests.Emcore Corporation, a U.S. fiber optics producer, announced in late June that it has abandoned a joint venture in partnership with China's Tangshan Caofeidian Investment Corporation because the Committee on Foreign Investment in the United States "has certain regulatory concerns about the transaction."

  

BEIJING, Oct. 23 (Xinhua) -- China welcomed the World Trade Organization's (WTO) ruling that United States imposition of anti-dumping and countervailing duties on four types of Chinese imports was inconsistent with WTO regulations, the Ministry of Commerce (MOC) said Saturday.The four categories of Chinese imports include standard steel pipe, rectangular steel pipe, laminated woven sacks, and off-road tires, according to an online statement posted on the MOC's website.In a report released Friday, the WTO's dispute settlement body found that the U.S. department of Commerce had acted inconsistently with WTO rules on five elements of the case, which China filed to the WTO in 2008.The U.S. should conduct trade remedy investigations strictly in accordance with the WTO regulations, an unnamed official from the MOC's Department of Treaty and Law said in the statement.However, China was also concerned over some views and rulings made by the WTO expert panel, and would handle issues such as complaints according to WTO disputes settlement procedures, said the official.

  

VIENNA, Sept. 14 (Xinhua) -- The six-party talks is the fundamental way of solving the Korean Peninsula nuclear issue, a senior Chinese diplomat told the International Atomic Energy Agency (IAEA) directors meeting here Tuesday.From the long term perspective, the fundamental way of settling regional contradictions and disputes is through continuing to advance the six-party talks, achieving the conversion of the mechanism of armistice to peace, and finally establishing a security system of peace in Northeast Asia, said Hu Xiaodi, China' s permanent representative and ambassador to the United Nations and other international organizations in Vienna.To this end, China hopes that no matter how situation changes, parties concerned should fix their attention on the overall situation, exercise restraint, resume direct dialogues and talks at an early date, Hu said, adding all sides should make joint efforts to achieve an early resumption of the six-party talks, and continue to advance the process of denuclearization of the Korean Peninsula.Hu noted that the situation on the Korean Peninsula and in Northeast Asia is still sensitive and complex, with the six-party talks stalled.The current situation once again shows that severe lack of mutual trust among parties concerned is the root cause of both frequent tensions in northeast Asia and difficulties for the six- party talks. Under such circumstances, the only way to gradually accumulate trust and seek to properly address concerns of each side in a balanced manner is through maintaining contacts, dialogues and frank communications, Hu said.Hu said all parties should give serious thoughts on how to change the situation and put the Korean Peninsula issue back on the track of dialogue and consultation at an early date.
