SAN DIEGO (KGTV) – San Diego County leaders and members of the San Diego Foundation on Thursday announced the start of a new initiative that invests in community-led efforts looking to increase racial equity and generational wealth for Black San Diegans.The Black Community Investment Fund already has more than million attached to it -- funding community leaders are looking to share with organizations within the Black community.Mark Stuart, president and CEO of the San Diego Foundation, said, “Decades and decades the Black community has been held back in San Diego and not of their own doing, it’s by others.”To be considered for a grant, a nonprofit organization must meet one of four pillars.The first being education, as they are looking for projects that address systemic educational challenges in schools. Some of this funding will be used for scholarship opportunities.The second pillar is employment. Grants will be given to projects that support workforce training programs and help pay for paid internships. They want to help drive diversity in different career fields.The third pillar is entrepreneurship, as they’re looking for organizations that will help mentor and financially support new businesses.The last pillar is housing, with the hopes that money will go to organizations that will help members of the Black community buy homes.“Redlining in San Diego happened in 1936. It was outlawed decades later, but families are still feeling those effects of where they live and where they can apply for mortgages and put down their roots. SAN DIEGO (KGTV) - San Diego Congresswoman Susan Davis wants the Navy to analyze whether there is a national security threat related to sewage spills along the US-Mexico border.The military is set to build a billion Navy SEAL training facility near Imperial Beach. The area has experienced 160 days of sewage spill closures to parts of its shoreline over the past three years, Davis reports.Davis wants a Navy assessment of how construction and future training at the site could be affected by the spills. “We need a whole of government solution to the sewage spills,” said Davis. “We know the environmental and economic impact these spills have. What we don’t know, with the Navy planning to stage training operations in potentially contaminated waters, are the national security concerns. The Navy should take a look at this and coordinate with relevant agencies to assess what can be done to prevent future spills.”Davis, a senior member of the House Armed Services Committee, wants to include language in this year’s defense bill to get a report from the Navy on the matter.“The Navy’s coastal campus will be vital for national security,” Davis said. “The last thing we want is our elite Navy SEALs training in water contaminated with sewage. Nor do we want training operations delayed.”Davis is requesting the Navy work with the Department of State, the EPA, the Department of Homeland Security, the International Boundary Water Commission, and the Department of the Interior to assess how national security will be affected by future spills and how they can be prevented. 1598

SAN DIEGO (KGTV) - Real estate company Zillow launched a new service in San Diego Monday that gives homeowners another option for selling their property.The service, called Zillow Offers, will present a cash offer to homeowners who want to sell their home as-is, without the need for open houses or renovations.This is the second market in California that Zillow has offered the service. In the last quarter, Zillow charged an average fee of 7.5% on transactions in the cities it currently operates.“Are they going to get top dollar? No, they are not,” said Mark Goldman, a loan officer and a former real estate professor.On the flip side, Goldman realizes the advantage comes in the form of convenience.“What they are getting is turning the house into cash very quickly and with the least amount of hassle,” said Goldman.In San Diego, realtor Kyle Whissel will be working with Zillow on the ground to act as Zillow’s buying agent as well as their selling agent once the home is market-ready.“We’ll give [Zillow] our opinion of value, they’ll punch that into their algorithm and that will spit it out a price to the homeowner,” Whissel said.The homeowner will then decide if they want to sell at that price, after which they can set a close date within as little as 5 days.“Zillows goal is to come in at market value, make a little bit of improvements, similar to improvements someone would make to put their home on the market,” said Whissel. “Once those are made, we’ll put it back on market at the new market value.” 1527

  

SAN DIEGO (KGTV) — Rallies were held in six different states in what organizers are calling "The March for Reparations to African people."Crowds gathered at the waterfront in downtown San Diego Saturday afternoon wearing masks with signs in hand.Among them was Wendy Craig, who is part of the UHURU Solidarity Movement, the group that organized the rally. Craig says they’re calling on people to do more acting and less talking. RELATED: California moves to consider reparations for slaveryShe says they are doing, "a call out to white people to say it’s not enough to say that you support Black power. You have to take a material stand of solidarity and turn over the stolen resources."Craig says many people that registered to participate in this event also raised money towards a collective reparations goal. She says there’s been an increase in involvement this year, which she believes is attributed to current events. "Four years ago when we organized a march for reparations we did not have a lot of success. But that was shifted through the George Floyd protests, and Breonna Taylor. That shift has brought a lot of unity to what we’re doing," Craig said.Collectively, this organization had set a goal of raising ,000. Craig says they’ve surpassed that and will continue to raise money for this fund. 1319

  

SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. Close behind is road repairs and further down the line, climate change, the Convention Center and mass transit. 10News asked Bry how the process will proceed. “The council will then discuss the priorities as a whole, then Mayor in April, then budget hearings in May.” 1380
