SAN DIEGO (KGTV) -- With the unknown future of in-person education, the Cajon Valley Union School District has continued to welcome kids to campus since March, but not as students. They’re offering child care.“They’re getting topics that they typically wouldn’t always get during the school year. Fun, light topics more like a summer camp but still learning,” said Assistant Superintendent of Educational Services Karen Minshew.She said their priority is giving a safe place to stay for children as their parents go to work.Gov. Gavin Newsom and California health officials have laid out a plan stating counties have to be off the state’s monitoring list for 14 days before they can reopen schools. Minshew said even with this announcement, their current setup falls within the guidelines.“Nothing had changed in terms of the model for child care so yes there’s was information for schools and what’s possible for schools but not child care,” she said.Danica Mitchell has a son who will be starting first grade in the fall. She dropped him off at Chase Avenue Elementary School for the summer program and said she’s happy with the steps the school has taken to keep the students safe.“I’m emotional because I’m an essential worker so both my husband and I work and we need to work to support our family so it’s very important that my child have somewhere to go,” said Mitchell.Minshew said they are considering four different models for the fall term but no matter what happens regarding education and policies for having students on campus, they will be there to offer childcare no matter what. SAN DIEGO (KGTV) -- Unintentional fentanyl overdose deaths increased by nearly 70 percent in 2019, according to the San Diego County Medical Examiner. From January through June of 2019, 69 people died from the overdoses, compared to 41 during the same time period in 2018. The number indicates a 68 percent jump, the report shows. And the illicit drug makers don’t have the kind of quality control measures that pharmaceutical companies have either,” Campman added.Until now, San Diego has been behind a national trend of increasing opioid deaths, but that’s changing, Chapman said. “This is how we are seeing the opioid epidemic here, mostly in the rise in fentanyl deaths.” 1847

SAN DIEGO (KGTV) -- Two people spotted by police smashing a window at a Pacific Beach Wendy’s restaurant were arrested after leading officers on a chase.The incident unfolded at around 1:15 a.m. at the fast food restaurant on 1621 Grand Ave., according to San Diego police.Officers were in the area when they saw two people smash a window at the eatery. When police tried to make contact with them, they got into a pickup truck and drove away.The truck reached speeds of up to 100 MPH as it led police on a pursuit towards Interstate 8.Police’s ABLE helicopter helped ground units track the truck into the Midway District, and as the vehicle tried to make a left turn on Rosecrans Street, it crashed into the center divider.The truck then entered a nearby strip mall and came to a stop. The two occupants got out, but officers arrived and took them into custody.Police are trying to determine if the window smash was part of a burglary attempt or an act of vandalism. 975

SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies. SAN DIEGO (KGTV) - Two guided-missile destroyers were simultaneously dry docked at a Barrio Logan shipyard Wednesday. The USS Stethem and USS Decatur were lifted together inside the BAE Systems’ “Pride of California” dry dock. The dry-dock is 950 feet long, 160 feet wide and has a lifting capacity of 55,000 tons. The destroyers each are 505-feet-long and displace about 9,000 tons, according to BAE Systems. Crews will conduct repairs on the ships’ hulls, internal ballast and storage tanks, ventilation, propulsion and engineering systems, and living spaces.
