House Speaker Nancy Pelosi and Rep. Jamie Raskin, D-Maryland, introduced legislation Friday that establishes a Congressional commission that would be able to investigate a President's health under the 25th Amendment.While President Donald Trump's health has come into question following his COVID-19 diagnosis, Pelosi and Raskin insisted that while Trump's health prompted their bill, it would not be used to remove him from office.Instead, Raskin said the commission would be a bipartisan effort that would be set up in case the health of other presidents came into question.Passed in 1967, the 25th amendment to the U.S. Constitution spells out the presidential line of succession.The amendment has four sections:1- When a president dies or resigns, the vice president finishes the term.2- When there is a vice presidential vacancy, the House and Senate votes to confirm a replacement nominated by the president.3 - When a president needs to temporarily cede power, he or she can hand the duties to the vice president who then becomes the acting president.4 - The vice president and a majority of secretaries can vote to remove the president if the president is "unable to discharge the powers and duties of his office. The section also grants power to a body "established by Congress" to invoke the amendment and transfer power to the Vice President.Raskin said his bill would establish that "body" that could investigate the health of the president. For Congress to invoke the 25th Amendment, the Speaker of the House and the President pro tempore of the Senate must provide "written declaration" that the President is "unable to discharge powers and duties of his office." Sen. Chuck Grassley, R-Iowa, is the current President pro tempore and will unlikely make such a declaration. In addition, the President could object to the Congressional body's findings. Reports surfaced later on Thursday that the House is planning to introduce legislation to institute a commission to evaluate the president's health.Pelosi then criticized the White House for not stating the president last submitted a negative coronavirus.“I think that the public needs to know the health condition of the President. There’s one question they refuse to answer. Before he got the virus and admitted to it, when was his last negative test? When was his last negative test? In another sign of the times for retail, Lowe's is closing 51 North American stores.The home improvement chain said Monday that locations are underperforming and the decision will help the hardware chain focus on its most profitable stores and "improve the overall health of its store portfolio."Lowe's (LOW) is shutting down 20 stores in the U.S. and 31 in Canada. The company said that a "majority" of the shuttered stores are within 10 miles of another Lowe's location.The stores will be closed before Feb. 1, 2019. The company will try to find jobs at nearby stores for its employees affected by the closings."We believe our people are the foundation of our business and essential to our future growth," said CEO Marvin R. Ellison.Lowe's is struggling to keep up with its larger rival Home Depot. Ellison, who joined the company in May, has already made some big strategic decisions, including closing all of its Orchard Supply Hardware stores and slashing inventory at its Lowe's stores.The company cut its sales and profit outlook for the year. In a new effort to tackle the deadly opioid addiction crisis in the US, pharmacy giant CVS announced on Friday it will limit opioid prescriptions to seven days for certain conditions. This restriction will apply to patients who are new to pain therapy.The new pharmacy program will also limit the daily dosage of pain pills based on their strength and will require use of immediate-release formulations before extended release opioids -- intended for severe, long-term pain treatment -- are dispensed.The changes will roll out on February 1, 2018 and cover all commercial, health plan, employer and Medicaid clients.CVS, which manages medications for nearly 90 million plan members, is one of the largest pharmaceutical chains in the US, with approximately 9,600 CVS Pharmacy stores and more than 1,100 walk-in medical clinics."With a presence in nearly 10,000 communities across the country, we see firsthand the impact of the alarming and rapidly growing epidemic of opioid addiction and misuse," said Larry J. Merlo, president and CEO of CVS Health.From 1999 to 2014, sales of prescription opioids in the US almost quadrupled, according to the US Centers for Disease Control and Prevention, yet there has been no change in pain reported by Americans.CVS said its pharmacists will also counsel patients with opioid prescriptions about the risk of dependence and addiction based on CDC guidelines. These educational sessions will also emphasize the importance of keeping medications secure in the home and proper disposal of unused medication.To help patients wanting to follow these guidelines, the company will almost double the number of drug disposal units in its Medication Disposal for Safer Communities Program from 800 to 1,550 kiosks. This expansion will begin this fall with locations in Florida, Massachusetts, North Carolina, Pennsylvania, South Carolina and the District of Columbia.The company is also committing million to Community Health Centers that provide medication-assisted treatment and other addiction recovery services.The President's opioid commission says that about 142 Americans die every day from a drug overdose, equal to the death toll from the September 11 attacks every three weeks. Most of those overdoses are from opioids.Though there were over 30,000 fatal overdoses from opioid drugs in 2015, public health experts believe that for every fatal overdose, there are 30 non-fatal overdoses. That would mean over 900,000 overdoses in 2015 alone.According to the CDC, drug overdoses are the leading cause of unintentional death in the US.  2589

IMPERIAL BEACH, Calif. (KGTV) - Friday’s high tide was powerful enough to wipe out a front porch and flood streets along the Imperial Beach coastline. Some neighbors who live along Seacoast Drive tried to put out sandbags earlier in the week. It wasn’t enough to stop water from reaching inside homes. “I’ve talked to someone they've lived here 30 years they say this is the worst they've seen,” a neighbor told 10News. Many residents are concerned about the bacteria lingering in the ocean after recent sewage spills, and now draining into their homes. RELATED: Sandbags available in San Diego CountyMark Merrifield from the Scripps Institute of Oceanography is studying the combination of waves and tides that lead to these flooding events. “We have sensors out in the water measuring offshore waves, waves as they come to the shore and the flood as it happens around the street here,” said Merrifield. (KGTV) -- Several people were taken into Border Patrol custody early Monday morning after a panga boat washed ashore in Imperial Beach.At around 3:30 a.m., Border Patrol agents and sheriff’s deputies were dispatched to an area near Seacoast Drive and Encanto Avenue after a panga boat was reportedly spotted on the beach.ABC 10News learned agents took about 20 people -- believed to be undocumented migrants -- into custody.Agents and deputies fanned out to search the area for more boat passengers, but there was no immediate word on additional arrests. 585
