Arizona Governor Doug Ducey announced during a news conference Wednesday that local governments now have the ability, if they so choose, to mandate masks in their cities.The move comes as healthcare workers and many city leaders across the state called for the governor to make it a statewide requirement to wear masks in public to prevent the spread of coronavirus.Ducey said during the press conference that the amount of positive cases and the percentage of positive cases per test varies greatly by city and county across the state. Therefore, he says he is choosing to leave it up to local governments whether or not to mandate masks.Ducey did not clarify how exactly each local government could implement a mandate on masks, but Phoenix Mayor Kate Gallego tweeted that the Phoenix City Council would vote on a mandate on the upcoming agenda.When asked about how the use of masks would be enforced, Ducey said that would be left up to the mayors to decide.Ducey also announced during the press conference that 300 National Guard members will be called upon to help with contact tracing across the state.A spokesman for the governor has said, "addressing COVID-19 remains our highest priority. As coronavirus cases spike around the country this fall, and cities impose new or stricter stay-at-home policies, Americans continue a trend this year of moving away from big cities and heading to affordable, smaller metro areas or suburbs.In the last few months, Santa Barbara, Louisville, Buffalo, Burlington, and El Paso were the top five cities with more people looking to move there compared to people looking to leave, according to data from Redfin, a home listing company.Redfin looked at data from the third quarter of 2020, and compared it to data from 2019 about how many people were looking into moving to or leaving certain metro areas.“Remote work has opened up a whole new world of possibilities when it comes to buying a home,” said Redfin chief economist Daryl Fairweather in a release from the company. “Many residents of expensive areas like New York or Los Angeles couldn’t manage to afford rent and save for a home at the same time. So it’s no wonder that these folks are looking to buy homes in much more affordable places like Louisville and Little Rock.”Previous reports have shown similar trends in 2020, as the number of vacancies continue to climb in places like Manhattan, home prices are increasing and supply is dwindling in suburbs and smaller cities.An August report from HireaHelper.com, a website that helps with movers, found high-rent cities like San Francisco and New York saw more people leaving than moving in; both cities had 80 percent more people moving out of the area than moving in. Meanwhile, the state of Idaho saw an increase of 194 percent more people moving in compared to leaving.In the Redfin data, Santa Barbara seems like an expensive outlier in the list of affordable cities. Antwone Berry was found shot and killed in January in Milwaukee, two weeks after he went missing.Milwaukee police say 34-year-old Skylard Grant is accused of killing Berry. According to police and family members, the two were close friends around each other a lot. That's why this killing is senseless to them.“It's just ridiculous, to come to find out that someone that's very close to you and be the one to hurt you," said Tashe Lee, Berry’s cousin."He didn't deserve that, you know that was the wrong thing," said Steve Lee, another cousin.Berry went missing on Christmas Eve, for two weeks his family searched all over for him in the cold.He was found shot to death two weeks later on Jan. 7 in a wooded area in Milwaukee.According to the criminal complaint, witnesses say Grant was drunk and began arguing with Berry about not sending him money when he was previously in jail.Grant allegedly shot and killed Berry with his own gun. Grant tried to then sell Berry's gun to another friend, who declined and asked of Berry's whereabouts. Court documents show that's when Grant said."....you ain't gonna be seeing him no more, I had to take care of him," he allegedly said. "That wasn't fair to him it wasn't fair to us for somebody to be getting taken away from us," Tasha Lee said.  "Just hoping for the best, hope that he gets life, that’s what I want for him to have life, he took my cousin's life, he deserve to have life."Grant was actually arrested for this case on Jan. 4. Investigators analyzed phone records placing grant near the area where berry's body was found.
