EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene.In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway.The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. (KGTV) - An El Cajon man says a new spinal procedure changed his life, but the Army veteran is now locked in a battle with his military health insurance plan which refuses to cover it.Ronald Maddern says he can't understand why TRICARE, his secondary insurance, would deny coverage of the procedure after his primary insurance, Medicare, agreed to cover 80 percent of the cost. Both insurance plans are run by the federal government."Makes me feel like a second-rate citizen after I served in the military for so many years," he said.The denial by TRICARE left him with a bill of ,756.Maddern had the Vertiflex procedure in 2017 to treat spinal stenosis, which had largely confined him to a wheelchair for 17 years. Maddern is now able to walk with help from a cane for balance."It was a drastic success," said the 71-year-old. "My quality of life now is very, very good."The procedure, developed by a Carlsbad company, was approved by the FDA in 2015. It has been performed thousands of times across the country, said Maddern's surgeon Dr. Michael Verdolin."It is extremely frustrating that one arm of the government says yes and the other portion, really the pinky, says no," he said.In a letter of denial, TRICARE argued Vertiflex is an "unproven procedure," despite its FDA approval."There have been 15,000 cases across the US. It's been cleared for use," Verdolin said. "There is no question to be asked about its efficacy."TRICARE did not immediately respond to requests for comment by 10News.Ronald Maddern's insurance case is now before an administrative law judge. At the time, Santa and Mrs. Claus were not exhibiting symptoms of COVID-19. However, two days later, both learned they had tested positive for the virus.Both WSAV-TV and WJCL-TV in Savannah both report that as many as 50 children took their photos with Santa last Thursday. DURANGO, Colo. – The young bear that was burned in the East Canyon Fire in June was released back into the wild this week not far from where it was found, Colorado Parks and Wildlife said.The 2-year-old bear had been recovering at CPW’s Frisco Creek rehab facility in Del Norte from burns he suffered during the fire. CPW said the bear weighed only 43 pounds when he was first captured in the fire.But after undergoing salve treatment on his paws, and having his bandages changed 16 times over the course of a month, he recovered and was moved from a pen with concrete floors to one with trees and hiding spaces mid-July, where he spent the past monthMichael Sirochman, the veterinary technician and manager at Frisco Creek, said the bear was 110 pounds and had seen its paws toughen up before he was released Monday.“He’s now about the weight he should be for a two-year-old bear and is in good shape for going into the fall,” Sirochman said.CPW officers originally found the bear on June 16 walking near a pond on the east side of the East Canyon Fire, which burned in June outside of Durango. Officials said the bear was released not far from that location on Monday.CPW said the bear originally hesitated for a moment as it looked at and smelled its new surroundings but then jumped from a CPW truck and ran into the forest.
