SAN DIEGO (KGTV) -- A 2-year-old girl allegedly abducted by her father in Chollas View, triggering an area Amber Alert, was found safe in Escondido Tuesday morning, San Diego police said.According to police, young Charli-Fae Harris was last seen with her father, Lafayette Harris, in the 1000 block of 47th Street at around 5:30 p.m. Monday.Police were notified of the girl’s disappearance by her mother. SDPD officials confirmed 31-year-old Lafayette Harris is under a restraining order related to domestic violence.After an Amber Alert was issued for the child and her father, police located Harris’ white Saturn vehicle in a parking garage near UC San Diego shortly before 6 a.m. However, Harris and his daughter were nowhere to be found.Harris was eventually tracked down at a construction site near UC San Diego Health System in La Jolla. ABC 10News learned Harris, who works at the construction site, was taken into custody without incident.Charli-Fae was found safe just before 8:15 a.m. in an Escondido apartment. Escondido Police said a woman connected to the child's father was watching the news when she realized she had the child police were looking for in her care, so she then called police to alert them. It's unclear if she knew the child had been taken.The girl will be reunited with her mother later Tuesday.Police said Harris will most likely face kidnapping charges and charges related to violating the restraining order against him, and said there could be more charges added as the investigation continues. 1536

SAN DIEGO (KGTV) - A billing error has double charged approximately 411,000 Medicare beneficiaries, according to government officials.The error affected those who pay their premiums to the Center for Medicare & Medicaid Services (CMS) through Easy Pay (Automated Clearing House payments.) Officials say the premiums were deducted twice directly from beneficiary’s bank accounts.“They took out both my husband’s and my payment twice,” said Jacki Montierth.Montierth teaches tech seminars for seniors at Oasis Lifelong Learning Center in La Mesa, including about how to use their smartphones and computers to access financial and medical documents.She says, she closely monitors her account, but worries other people may not be as vigilant or even know how to check their statements.“I’m sure this will hurt many people on limited income and my bank says it may take a week to refund,” said Montierth.So far, officials say about 20% of the duplicated money has already been refunded. They said they are working to return the rest of the money by Wednesday, September 25.If the money has not been returned by then, Medicare officials claim the Treasury’s Bureau of Fiscal Service will begin reversing the rest of transactions to complete the reimbursement.Those who worry they have been overcharged can call 1-800-MEDICARE to report an issue. SAN DIEGO (KGTV) -- A gaping hole in an Allied Gardens hillside has many residents worried of a potential catastrophe.Outside of John and Sandy Knox’s bedroom window is a massive sinkhole that has already swallowed up their tree. The couple fears their home could be next.A broken-down drain pipe that is 50 feet deep and 60 feet wide is believed to be the cause of the hole.On Tuesday, ABC 10News spotted City of San Diego crews taking measurements and assessing the sinkhole.John Knox said he owns his mobile home, but a property management company owns the land it sits on and might be on the hook for fixing it.According to Knox, the management company has ignored his calls regarding the hole.ABC 10News learned the city is now investigating. 755

SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency.He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building.  I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction.  Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer.  1322
