SAN DIEGO (KGTV) - San Diego City Council members approved Tuesday a new state of emergency resolution linked to sewage in the Tijuana River Valley. District Eight Councilmember Vivian Moreno, whose region includes the Tijuana River Valley, authored the resolution. Moreno cited significant amounts of plastic, tires and sediment flowing from Mexico into the United States. “This has been going on for far too long and South Bay is not a dumping ground,” Moreno said. “To solve this international crisis, we must stop pointing fingers. This is a regional issue that calls for a regional solution.” The crisis, which was first recognized with a resolution in 1993, has since worsened, council members agreed. The City of San Diego’s new resolution was designed to raise awareness about the public health impact. “District Eight residents frequently experience a foul smell, and people who have been exposed to the toxic waste have reported skin rashes, headaches and respiratory issues,” said Moreno. “The sewage, sediment and trash occurring in the Tijuana River Valley is an environmental crisis and we’re going to keep fighting until it’s fixed once and for all,” said Mayor Kevin Faulconer. “We’ve seen some positive movement recently after decades of advocating as a region to our leaders in Washington and Mexico City. SAN DIEGO (KGTV) - San Diego drivers will have more opportunities to take care of driver’s license renewals and vehicle-related needs thanks to longer hours at California Department of Motor Vehicles offices. Starting Monday, 69 offices will be open for customers at 7 a.m., four days a week. SAN DIEGO (KGTV) - San Diego Fire-Rescue is bringing on more firefighters and preparing for a Red Flag Warning and Heat Advisory in the week ahead.Starting Monday Deputy Fire Chief David Gerboth said, "our helicopters will be on 24 hours a day. We're staffing up five additional brush engines. These are engines that are specially designed to work in these rural areas."He explained the engines have off-road capabilities and can fight fire in areas similar to Japatul Valley where the Valley Fire burned more than 9,000 acres in a day.The National Weather Service issued a Red Flag Warning for San Diego County mountains and valleys Monday from 5 a.m. to 5 p.m.A Heat Advisory follows, 10 a.m. Tuesday to 8 p.m. Thursday, "91 to 102 degrees for the San Diego valleys."This combination dire according to Gerboth."Near-record high temperatures, a mild Santa Ana event and combine that with our vegetation that burns is reaching critically dry levels. SAN DIEGO (KGTV) -- San Diego is bringing back its Portable Pool program to help teach children water safety skills. The program will officially open at City Heights Recreation Center starting June 17. While pools are installed, the city will provide free, week-long water safety skills classed for children ages 3 through 15. According to the city, the classes can accommodate as many as 100 children per week with six to 10 children in each class. “Drowning is one of the leading causes of death in children ages one to 14 and is the leading cause of accidental injury death for children ages one to four years old,” said Nicole McNeil, Supervising Recreation Specialist for the City’s Aquatics Program. “The City is offering these important free classes to help young children learn basic swimming skills to keep them safe around pools and prevent unnecessary drowning tragedies.”An additional portable pool will be installed at the Robert Egger Sr./South Bay Recreation Center starting July 1. The portable pools will be in place for three weeks before being moved to facilities in Paradise Hills, Linda Vista and Ocean Beach recreational centers. Registration for Portable Pools is on a first-come, first-served basis. To enroll, parents must fill out an ActiveNet form and return it to the recreation center where the portable pool is located. The program was created in 1968 and provides water safety training to children who don’t live near the city’s 13 municipal pools. SAN DIEGO (KGTV) -- San Diego County health officials have warned at least three local churches about having services indoors. The county sent out three letters to Skyline Church in La Mesa; Lighthouse Baptist Church in Lemon Grove; and Awaken Church's campus on Balboa Avenue in Kearny Mesa.The letters to Skyline and Lighthouse were very similar, saying indoor services create "significant risk of spreading COVID-19," encouraging the churches to move their in-person services outside. The third document is a cease-and-desist letter sent to Awaken Church ordering the church to stop indoor operations. All three letters are dated July 17 and are signed by County Public Health Officer Dr. Wilma Wooten. The letters state that failure to comply with these orders can mean criminal misdemeanor citations with a fine of ,000 for each violation.
