BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, Friday published the newly adopted regulations on expropriation of houses on state-owned land and compensation.The new rules, which took effect upon the issuing, took the place of the 2001 regulations on administration of the housing demolition and relocation in cities.The new rules specifically stated that neither violence or coercion may be used to force homeowners to leave. Nor could measures, such as illegally cutting water and power supplies, be used in relocation work.The new rules also banned land developers' involvement in the demolition and relocation procedures, as well as demolition by local governments without court approval.Moreover, the new regulations ensured fair prices for homeowners by providing that compensation for expropriated homes should be no lower than the sum of the market price of similar properties at the time of an expropriation.The regulations were first reviewed at a State Council executive meeting in December 2007. Later, public opinion was twice sought in 2010 after revisions had been made to the regulations.An executive meeting of the State Council Wednesday gave in-principle approval to the regulations.

SAN FRANCISCO, April 4 (Xinhua) -- Google Inc. on Monday announced that it is bidding for patent portfolio of Nortel Networks in the bankruptcy auction for the Canadian telecommunications equipment maker.In a press release, the Toronto-based Nortel said Google has agreed to buy all of its remaining patents and patent applications for 900 million U.S. dollars in cash.Nortel, which filed for bankruptcy protection in 2009, expects the auction to be held in June this year, pending Canadian and U.S. court approvals.Nortel has selected Google's bid as the "stalking-horse bid," or the starting point against which others will bid prior to the auction.The agreement with Google includes the planned sale of about 6, 000 Nortel patents and patent applications spanning wireless, wireless 4G, data networking, optical, voice, Internet, service provider and semiconductors.According to Nortel, the patent portfolio touches nearly every aspect of telecommunications and additional markets, including Internet search and social networking."This is an unprecedented opportunity to acquire one of the most extensive and compelling patent portfolios to ever come on the market," George Riedel, Nortel's chief strategy officer, said in a statement.Google argued that the bid would help protect it from patent litigation and foster innovation.The technology industry has recently seen an explosion in patent litigation, often involving low-quality software patents, which threatens to stifle innovation, Kent Walker, Google's general counsel, said in a blog post, believing the best defense against such litigation is to have a "formidable patent portfolio. CHIAYI, Feb. 26 (Xinhua) -- Chen Yunlin, the Chinese mainland chief negotiator with Taiwan, discussed cooperation prospects on Friday with fishermen and farmers in Chiayi in southern Taiwan.Chen, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), led a 50-member delegation and spoke at a seminar attended by more than 70 business people from both the mainland and Taiwan.He said small and medium-sized enterprises on both sides "played an important role in cross-Strait economic development, employment and in maintaining social stability.""Small- and medium-sized businesses are an important part of cross-Strait economic exchanges," he said, adding that among the more than 80,000 Taiwanese enterprises investing on the mainland, over 50 percent are small and medium-sized companies.Chen said that efforts should be made to enhance cooperation between small and medium-sized enterprises on the mainland and those in central and southern Taiwan.The mainland delegation arrived in Chiayi from Kaohsiung after investigating the investment environment with local business leaders. They arrived in Taipei on Wednesday at the invitation of Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF). Both the SEF and the ARATS are authorized by the two sides to handle cross-Strait affairs.Chen said that since 2005, the mainland bought a large amount of farm and fishing products from Taiwan, which greatly boosted sales of Taiwanese products."Many renowned mainland distribution firms are present here at the seminar to seek cooperation opportunities with Taiwan's farmers and fishermen so that the sale of Taiwanese products on the mainland could increase steadily," he said.Chiang said the farming and fishing industries were the most important sectors in southern Taiwan.He added that the tax-reduction plan of the cross-Strait Economic Cooperation Framework Agreement's (ECFA) "early harvest" program, which took effect on January 1, covered 13 categories for farming products and five categories for fishing goods.
