SAN DIEGO (KGTV) - A 14-year-old from Jamul was among seven military teenagers crowned Operation Homefront 2018 Military Child of the Year.Isabelle Richards, who attends High Tech Middle School in Point Loma, received the award this week for her accomplishments in leadership and extracurricular activities while facing the challenges of military family life.Richards was given the Child of the Year award for the U.S. Navy.The San Diego teenager created a local call to action group called Cards and Cupcakes Supporting Our Wounded Warriors, which sends greeting cards and cupcakes to a segment of veterans. She also founded and runs the Dove Self-Esteem project at High Tech Middle.The hours Richards has dedicated to the cause pales in comparison to the contributions of wounded veterans, according to the teen, who says "When I am tired or feeling lazy, I remember what they sacrificed, and they never complain."In addition to her accomplishments, Richards has worked with the Freedom Station and USO San Diego and maintained a 4.0 GPA. SAN DIEGO (KGTV) -- A 40-year-old San Diego cold case was solved with the help of a genealogical database, the San Diego Police Department said Thursday. 37-year-old Barbara Becker was murdered in her La Jolla home on March 21, 1979, police said. According to the department, Becker’s two young boys came home from school to discover their mother’s body. RELATED: Genetic genealogy results solve new cold case as privacy concerns continueBecker died from “numerous sharp force injuries” but, based on evidence, police say she put up a fight, injuring the suspect in the process and causing him to leave behind a trail of blood. Detectives worked to solve the crime, but police say eventually all leads were exhausted and the case went cold. In October of 2018, the San Diego Police Cold Case Unit and San Diego County’s District Attorney’s Office reached out to the FBI’s genealogy team for help solving the case. Police say the team was able to identify a possible suspect using the public-access genealogical database as well as several family members of the suspect. Members of Chartrand’s family told investigators that he lived in the San Diego area at the time of Becker’s murder. Investigators also learned that Chartrand died in Arizona in 1995. “The entire investigative team is grateful the case has been solved however, it is tempered by the fact it took forty years to give Barbara Becker’s family the answers they deserved and that Chartrand was able to avoid justice for 16 years after Barbara Becker’s murder,” the San Diego Police Department said in a statement. 1777

SAN DIEGO (KGTV and CNS) - Trial started Monday for the Yuma, Arizona police officer accused of raping a woman during a visit to San Diego.Jared Elkins, 34, is charged with eight felony counts of rape for the alleged incident in September 2017.The 23-year-old woman’s mother called 911 to report a crime at a home on Marlborough Street in Kensington. Elkins, who is related to the alleged victim by marriage, was staying at her home.Elkins, the alleged victim, and two other family members went to dinner then watched a movie while drinking beer and wine at the home before the alleged assault occurred, according to prior court testimony.RELATED: Arizona police officer charged with raping San Diego womanThe alleged victim testified during a preliminary hearing in April that Elkins physically forced her to participate in sex acts despite her pleas for him to stop. The two other family members were asleep in the house so small "you can hear someone breathing in the next room," the woman testified.During the alleged assault, the woman said she asked Elkins what would happen if she cried out for help. "He said, ‘I would kill you,"' the woman testified. After the incident, the woman said she found another family member in the house and they called police.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Besides forcible rape, Elkins is charged with rape of an intoxicated person, forcible digital penetration, two counts each of forcible oral copulation and oral copulation of an intoxicated person, forcible sexual penetration and sexual penetration of an intoxicated person.Elkins -- a seven-year veteran of the Yuma Police Department who later resigned -- faces 14 years in prison if convicted, according to Deputy District Attorney Lisa Fox. 1834

SAN DIEGO (KGTV) - A fire erupted in the yard of a Skyline-area home and spread to nearby brush before crews successfully put it out.The fire was reported shortly before 1 p.m. Wednesday at a home in the 7000 block of Tuther Way, near Skyline Drive.The fire is believed to have started in the shed or another location in the home's backyard before it spread to a fence and brush directly behind it.The fire also made its way to the house, damaging parts of the home's roof. Firefighters said later Wednesday afternoon that the home was a hoarder house. No one was home when the fire erupted. Smoke from the blaze was visible for several miles. 661
