SAN DIEGO (KGTV) — The world's only two platypuses to live outside of Australia now call the San Diego Zoo Safari Park home.The zoo recently received the two platypuses — a male named Birrarung that hatched in 2011 and female named Eve that hatched in 2004 — from Taronga Zoo Sydney. In San Diego, the zoo says they will be ambassadors for the species outside of their native Australia and advocate the "importance of freshwater for both humans and wildlife."Australian conservationists have been working to determine the status of the animal in the wild using environmental DNA, or trace DNA found in their habitats.“Overall, platypuses were detected at 38 percent of sites sampled in Victoria and 32 percent of those in New South Wales,” said Josh Griffiths, a senior wildlife ecologist. “Although it is still too early to draw many conclusions from this raw data, some trends are emerging. SAN DIEGO (KGTV) — Three gyms, a restaurant, and a Pacific Beach juice shop prompted the most complaints from the public about health order violations, according to 211 data analyzed by ABC 10News.Of the five businesses with the most complaints, the county has only taken enforcement actions against two, in the form of cease and desist or shutdown orders.The 211 data reviewed by ABC 10News includes more than 9,400 complaints received from April 3 through July 29.Number 5: Boulevard Fitness (2110 El Cajon Boulevard)This gym got 141 complaints, primarily for intentionally operating indoors after Governor Gavin Newsom banned indoor gyms July 13. This week, San Diego Police cited the owner after the gym defied a cease and desist letter from the county.The owner of Boulevard Fitness could not be reached for comment.Number 4: The Gym (2949 Garnet Avenue)The Gym got 158 complaints stretching back to April, with tipsters warning of people bunched close together without masks. One tipster said in June, “It’s an outbreak waiting to happen. I cannot stress enough that I’m not exaggerating at all.”The tipster was right. The county ordered the facility to close July 23, but one week later, the county announced it had traced an outbreak back to the facility. A man who appeared to be the owner tried to stop a photojournalist from recording the outside of the building from the sidewalk.Number 3: Self Made Training Facility (4030 Sports Arena Boulevard)As of Thursday, Self Made Training Facility continued to operate indoors, according to video captured by ABC 10News.This gym got 184 complaints, mostly in mid-July after the owner, Matt Pallardy, posted a video directed at “King Newsom” on Instagram.“This is to let San Diego and everyone know that we will not be closing our doors,” he sai, adding that he encouraged other gyms to do the same.Pallardy declined an interview, but said in a statement that most of the complaints are from people who have not actually been to the facility. He said the gym takes steps to sanitize equipment and noted that they are not as crowded as a typical gym because they only offer personal training.The county has not sent Self Made Training Facility a cease and desist or shutdown letter, spokeswoman Tegan Glasheen said Wednesday.Number 2: Firehouse American Eatery (722 Grand Avenue)Firehouse American Eatery got 190 complaints, almost entirely after a video surfaced on Reddit June 29 showing a DJ performing on the venue’s outdoor patio. Tipsters noted the tables looked closer than six feet and guests were not wearing masks.Owner Matthew Spencer thinks a lot of tipsters didn’t know that masks are not required when diners are seated. The video shows a woman standing and dancing without a mask; Spencer said she was quickly asked to sit down.“I think it was a misunderstanding by the public at the time. It was put on Reddit by someone who wasn’t there, and there you are,” he said in an interview.Spencer said the county only clarified later that DJs were not allowed. He stressed that the restaurant has been going out of their way to follow all the rules.“Regardless of your political views, it seems to me you need to follow the rules. It seems to me that following the rules brings the [infection] numbers down. And so to be on this list is really heartbreaking for us,” he said.Firehouse had no 211 complaints before that incident and three since.Number 1: Mad Beet (933 Garnet Avenue)This juice and smoothie shop collected 191 complaints about employees not wearing masks, mostly after a customer posted a video on Facebook July 10 showing two maskless employees.“I was just dumbfounded this was happening,” said the woman, who asked not to be identified.“I was like, ‘Why are you guys not wearing masks?’ And she’s like, ‘Well it’s our civic right not to and our employer agrees with our choices.’”Owner Brian Dunlap declined an on-camera interview but suggested over the phone and by email that it was an isolated issue. “It was just a long weekend in July for us,” he wrote.However, ABC 10News found two complaints employees failing to wear masks in late April, 13 in May and 11 in June. SAN DIEGO (KGTV) - The U.S. Navy’s surgeon General is back home in San Diego talking about military healthcare reform.10News caught up with Vice Admiral Forrest Faison at after he spoke at the San Diego Military Advisory Council Breakfast in Point Loma.“We are changing how we do healthcare in the Navy to be one of the providers of choice,” he said. “Despite all the changes going on in military medicine right now, what will not change ever is our commitment to those we are privileged to serve.”Faison said there’s no greater responsibility than providing medical forces that are ready, prepared and present to save the lives of the nation’s armed forces.He said Naval Medical Center San Diego plays a big role when it comes to providing that training.Congress recently directed the Defense Health Agency (DHA) to take over the Military Health System (MHS). Meaning, all military medical centers across the national will soon be managed by DHA.Faison says this will be a smooth and transparent transition, and military families won’t be getting a big surprise.The Naval Hospital in Jacksonville transitioned from MHS to DHA last October, hospitals on the east coast are going through it now, and the west coast, including San Diego, is next.Faison said when it comes to military families having to switch healthcare providers so often, or wait a long time for appointments and referrals, the DHA is actively working to minimize changes and alleviate wait times.“The defense health agency is responsible for managing the Tricare network to ensure there are sufficient providers to be able to meet the needs and monitor access and wait times, so we rely very heavily on them to do that,” said Faison. “I know they’re working very closely with the Tricare contractors to be able to do that in all the different locations where we have service members and their families and we ask them to be stationed to do our nation’s business.”The transition in San Diego is expected to happen no later than October 2020. 2016

SAN DIEGO (KGTV) -- The San Diego County Board of Supervisors Wednesday voted 4-1 in favor of Otay Ranch Resort Village 13, a mixed-use community to be developed near the city of Chula Vista.When completed, Otay Ranch Resort Village will feature 1,938 homes, a fire station, sheriff's station, trails, an elementary school, parks and open space, according to a county staff presentation."We must have more housing that is well-planned, that is walkable, bikeable, and smart net zero housing such as this proposal," said nearby resident Richard Richardson.Proposed by developers Baldwin & Sons and Moller Otay Lakes Investments, Otay Ranch Village is located less than a mile east of the city of Chula Vista and 12 miles southwest of the community of Jamul.The county Planning Commission voted 4-2 in favor of approval, and the county Planning & Development Services department also recommended approval.Several environmental groups urged the board to table the project until the county resolves issues over its Climate Action Plan, along with species protection concerns and wildfire hazards."The amount of greenhouse gas here is substantial," said Dr. Peter Andersen, a Jamul resident and member of the Sierra Club. Board Chairman Greg Cox said the project has "gone above and beyond" to address greenhouse gas emissions.Cox said the county is facing a housing shortage emergency, and Otay Ranch Resort Village is "one that's better designed than most I've seen" in terms of fire safety. "I believe this is a good project that checks all the boxes," he added.Although he praised the overall project, Supervisor Nathan Fletcher cast the lone no vote."My reluctance today is that we're very close to resolving a series of lawsuits and there's an effort to get a legally enforceable climate action plan, and then we can assess this project," he said.The county's plan has been the subject of several legal challenges. In June, a three-judge panel of the 4th District Court of Appeal in San Diego also found that reliance on carbon offsets was not legal, and shouldn't be used as a mechanism to allow general plan amendments to move forward.Fletcher said that while the Otay Village project is consistent with the density requirements in the county General Plan, his concerns over the use of carbon offsets prevented him from voting yes on Wednesday.Supervisor Jim Desmond said that despite problems with the Climate Action Plan, the county shouldn't have to stop all development.The board vice chairman also said that Otay Ranch Resort Village 13 complies with the county's Multiple Species Conservation Program, and received the blessing of San Diego County Fire Chief Tony Mecham. "This project of all the projects [brought] before this board is probably the safest from a fire safety standpoint," he said.
