SAN DIEGO (KGTV) - Mayor Kevin Faulconer is proposing new regulations for dockless scooters around the city.Faulconer, Council members Lori Zapf and Chris Cate, and representatives from the scooter companies held a press conference Monday morning at NTC Park, in Liberty Station to address growing concerns over the safety of dockless scooters. “We want to make sure that its safe, that there are clear rules of the road and regulations that make sense.”Faulconer is proposing to “geo-fence” certain areas around the city. SAN DIEGO (KGTV) - It's been more than a month since the big ship fire in San Diego Bay.The flames are out but the boat is still there.It's become a sort of "morbid tourist attraction." Tourists and locals stopping to take photos of the charred Norton Sound bobbing up and down in the bay.RELATED: Multi-alarm fire erupts on fishing vessel docked in San Diego BayRestaurateur Melissa Moore was working just feet away when the ship mysteriously turned into a giant oven on Sept. 29. The smoke hung over Seaport Village sickening those nearby."As workers, we all started having headaches. We had to just leave," Moore recalled.Now it's early November and many are wondering why the boat is still parked in front of the Greek Islands Cafe - which Moore's family owns.RELATED: Questions remain after investigation into boat fire at San Diego HarborThe Port of San Diego told 10News they were working with the U.S. Coast Guard to move the ship as soon as possible. Contractors were disposing of chemicals on board.The Coast Guard cautioned there was no immediate leak or threat to the environment.Where did the ship come from?...10News learned the Norton Sound - which now has gaping holes in it - was originally owned by an American company in Seattle. It sailed into our bay in March.A San Diego shipping agent found it a place to dock. And then it was sold to a company in Mexico.Since the fire, a company employee has met with the Port and the Coast Guard at least once."I never did hear what was exactly in there," Moore said.No cargo was listed on the paperwork. San Diego Fire-Rescue said the cause of the fire was still under investigation, but there is currently no reason to suspect arson.So what now?...For now, the pier is locked off - which frustrates Moore."That is something people like to walk down," Moore said.RELATED: Mystery surrounds fishing boat that erupted in fire on San Diego BayStructural engineers must inspect it, according to the Coast Guard, and said the owner may not be able to afford to pay for the Norton Sound's removal.The Coast Guard is planning to use money from a special clean-up fund - paid for by a tax on oil refineries - to remove the ship. However, that may not happen for a few more weeks."The only positive thing is that people are still coming down here taking pictures.  (laughs)  other than that, they can take it away," Moore said. 2431

SAN DIEGO (KGTV) -- In anticipation of its members returning, 24 Hour Fitness locations around San Diego County have made several changes that will allow them to follow county health guidelines and keep their doors open.Under the state’s tiered system for businesses, 24 Hour Fitness is among those able to resume indoor operations, but with specific modifications in place.The fitness centers are now requiring reservations for 90-minute workout sessions, and each location can only operate at 10 percent capacity, so they have to keep a close eye on how many people are inside of the building.While reservations will not be required for clubs in San Diego County, each club in the county will be capped at a 10 percent capacity.Jeremy Franke, Regional Vice President of 24 Hour Fitness, said, “We have a check-in system where we can check at any time and know how many people are in the club. And when we reach capacity, our system flags and says we’re at capacity. And we’ll have the next person wait. Like retail stores, we let one in and one out if we get full.”Once inside the gym, social distancing is a must. There are signs and markers that remind members about staying six feet apart.24 Hour Fitness has also stepped up with cleaning and disinfecting, shutting everything down for 30-minute periods throughout the day to do so.Some things will remain closed, such as spas, saunas, pools, and basketball courts. Drinking fountains won’t be available either.Management also says each of their 25 locations in San Diego County will be very strict when it comes to enforcing wearing facial coverings.Right now, group classes are not yet available, but 24 Hour Fitness is working on bringing those back.Hours of operations have also changed temporarily, with clubs operating from 5 a.m.-9 p.m. 1806

SAN DIEGO (KGTV) -- Many drivers around San Diego say they’re worried about being cited after seeing what some people call “smog checkpoints.”Motorists recently came across one of the mobile smog checks on Nimitz in Point Loma. A roadside team was inspecting cars to gather data in hopes of improving air quality.The mobile unit is set up to look like a DUI checkpoint, but stopping is voluntary. "I look ahead, and I see lights. It's obviously police action, and I'm thinking maybe there's a car accident,” said Nanci Washburn.Washburn said the activity created traffic backup, making her late for a meeting. "Here is a CHP car. Two officers, there's a whole blue tented area here with chairs. Once I got past that, here is a lift to put a car on."Washburn says the first thought that went through her head was that authorities were targeting older vehicles due to emission problems.10News spoke to the California Highway Patrol and the agency behind the smog checks, the Bureau of Automotive Repair. Those agencies say it’s not a checkpoint and no one is being impounded, rather, it’s a voluntary survey to help the state meet air quality standards.The agencies involved claim drivers aren’t penalized for not participating. "There's no fines and no penalties if they pass or fail, it's just informational. And we use this information to help us manage and evaluate the California Smog Check Program,” said Michael Lafferty.Essentially, the state is policing their program, officials claim.
