SAN DIEGO (KGTV) - Some business owners in downtown San Diego claim a new bike lane on 6th Avenue is hurting their ability to operate.“We’re having a lot of issues with loading,” said Bon Pinak, the general manager of Thosakan, a Thai restaurant on 6th Ave.The new protected bike lane was placed along the curb. All the parking on the east side of the street was removed, as well as most of the loading zone.Only two spots were left for vehicles. Posted signs say they can be used for 20 minutes for commercial loading until 6 p.m. After 6 p.m., it turns into three-minute passenger loading.“I got a ticket three days ago,” said Remzi Kaval, owner of the Coffee and Talk cafe on 6th.He said he was unloading some supplies in one of the spaces, but it was after 6 p.m.“We don’t have any space where we can park.”The new protected bike lanes have been installed in various places across the City recently. Both as an attempt to make biking safer but also to meet the City’s climate action goals.“It’s great. I don’t have to worry about getting hit,” said Jordan Green, who bikes through the area regularly.“Protected bikeways provide a safe, designated space for cyclists, keeping sidewalks clear for pedestrians,” wrote a spokesperson for the City of San Diego.As for the particular block between B Street and C Street, the City did not indicate any interest in changing the layout.“A small number of curbside loading zone spaces were removed from this block on the east side of 6th Avenue, but there are yellow loading zones available farther up and down 6th Avenue and on adjacent streets. SAN DIEGO (KGTV) - Students at three Vista Unified School District secondary schools are pivoting to virtual learning on Thursday.The district confirmed Vista High School, as well as Roosevelt and VIDA middle schools, are making the switch after a positive COVID-19 case at each school.According to rules the district's School Board adopted in late October, if one school has two or more positive cases, the whole school will shift to virtual learning for 14 days. If three secondary schools see one case each, the schools would have to do the same -- which is what happened in this case of Vista High, and Roosevelt and VIDA middle schools.The schools are expected to return to in-person learning on Dec. 1, according to the district website.Three other Vista Unified schools -- Rancho Buena Vista High School, Madison Middle School, and Vista Magnet School -- also went back to virtua

SAN DIEGO (KGTV) - San Diego Unified is fast-tracking several security-related upgrades on several schools.The first upgrade started this week at Miramar Ranch Elementary school, where a new, taller perimeter fence was installed.The district made the decision last week to prioritize roughly -million worth of projects.  They will be paid for by a voter-approved bond measure. The plans were already on the district's to-do list, but they now moved up the schedule.A district spokeswoman says it is in response to the climate plaguing classrooms across America, where school safety and security are front and center.  Campus security has been under heavy scrutiny following the mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida.“Of course we are worried about school security in the wake of all the shootings,” Diane Hunter, a Miramar Ranch Elementary parent said,  “It’s a naughty problem because we want to balance logistics and ease of access for parents and volunteers, but we also want our kids to be safe.  So I’m glad that the school is taking a look at it and making improvements."The list of projects includes adding and upgrading things like fences, door locks and gate, visitor access control, site radios and security cameras.A timeline for the projects in the individual schools was not readily available.  1380

SAN DIEGO (KGTV) -- San Diego residents will have their chance to weigh in on the county's .4 billion budget for the fiscal year 2020-21, during two virtual public hearings this week.The proposed budget includes 0 million dedicated to testing, medical supplies, food distribution, and other needs related to the COVID-19 public health crisis. The budget also calls for the establishment of a new office of Equity and Racial Justice.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment, and retention.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Residents can share their opinions on how they believe the money should be distributed on Monday at 9 a.m.There is another public meeting scheduled on August 12th at 5:30 p.m.County supervisors will vote on formally adopting the budget during their August 25th meeting.The public health crisis has pushed back a formal approval of the budget, which usually happens in June. 1136

SAN DIEGO (KGTV) — Shanna Ben-Moshe says the Torrey Pines Glider Port is one of her favorite places in San Diego.But on a visit last month, she saw something that ruined the trip.“I didn’t really know what to do because I was so shocked to see that in a place that I go to all the time," Ben-Moshe said.She's talking about a remote control plane - with a Nazi swastika painted on the rudder.“My great-grandma is a holocaust survivor,” Ben-Moshe said. “She was in Auschwitz for a long time. She lost all her family.”Ben-Moshe took a picture of the plane just before she left. She shared it with Brian Blacher, who co-runs a nonprofit group called Shield of David, which fights anti-Semitism.Blacher went back to the gliderport to investigate. The plane wasn't there, but a different pilot explained that it's common for people to fly German replica warplanes.“It's hurtful," Blacher said. "We've got a big Jewish community, we've got holocaust survivors living here. He's like, 'it's a plane, what are you so upset about', kind of deal."It's unclear who flew the remote control plane, and there wasn't anyone flying those kinds of planes when ABC 10News went to the gliderport on Wednesday. Robin Marien, the flight director at the gliderport, declined to comment on the swastika plane. He noted, however, that radio control pilots do tend to fly planes with vintage design.Ben-Moshe, now back in college in Wisconsin, says this won't stop her from going back to the gliderport. “It's a place that I love," she said, "and I don’t want anything to take away from that." 1575
