SAN DIEGO (KGTV) - Newly-elected San Diego District 4 councilwoman Monica Montgomery is vowing to improve the relationship between her community and the police department. On Monday, she was unanimously appointed to the Public Safety and Livable Neighborhoods Committee. More than a dozen community members spoke during a special meeting on Monday, backing Montgomery. The overwhelming support for her appointment quickly turned to frustration and anger towards the rest of the council and the police department about Aleah Jenkins, who died in SDPD custody early this month. Montgomery says she hears the community's frustration and is ready to get to work. "A lot of this stems just not from the support of me, but the desire to have real action in our community when it comes to our police and community relations," said Montgomery.She plans on taking a closer look at an SDSU racial profiling study within the department and look into possibly giving the Community Review Board subpoena powers to allow them to perform independent investigations and obtain sworn testimony during alleged police misconduct. "I'm confident we'll do the right thing. Everyone will need to do the right thing; we're at a crossroads and we need to do the right thing by our people and by our officers," added Montgomery. The police department insists there is no evidence of force used during Jenkins' arrest and is referring all questions to the district attorney. Police Chief David Nisleit was at Monday's city council meeting but declined to comment. 1546

SAN DIEGO (KGTV) - More than a hundred family and friends gathered for a memorial service Friday morning at St. Therese Catholic Church in Del Cerro, to remember Julia Jacobson.The retired U.S. Army Captain disappeared over Labor Day weekend and is believed to have been murdered, the priest talking of the "sting of death" and "death so sinful."Julia's car was discovered abandoned near her home in University Heights but there's been no sign of her or her dog, Boogie, despite many searches - which are ongoing.RELATED: Ex-husband of missing Army veteran arrested on suspicion of murderJulia was divorced. It wasn't a friendly parting and the ex-husband, Dalen Ware, was arrested in Phoenix last month; charged with her murder and currently awaiting trial.Friday, though, a tearful farewell for a lost friend.Jamie Mann described her as a battle buddy during the Iraq war."There isn't a day goes by I don't think of that girl and how she made me a better leader; just a better woman; and she loved everybody, touched so many people hearts, and she'll never be forgotten," Mann said.RELATED: Scholarship set up in memory of missing Army veteran Julia JacobsonJulia's brother, Jon, said one of his biggest honors was to pin Julia's lieutenant's bars on her."I was very proud of her; her service in Iraq, Serbia a little while. SAN DIEGO (KGTV) -- Police Thursday released a picture of the vehicle used in a deadly hit-and-run in Logan Heights last week. 52-year-old Maria Estrada Romero was hit while walking near Cesar Chavez Parkway on her way to a bus stop on November 15. Two days later, she died at the hospital. Police say the driver didn’t call 911, or stop to render aid to Romero. RELATED: Woman critically injured in Logan Heights crashThe vehicle used in the hit-and-run is described as a 1997 to 2004 white Ford F-150 truck with stock wheels. 10News spoke with family members about the crash Wednesday. Romero was a mother of five and grandmother of five. "Always really happy, an outgoing person," said Brianda Ramos.The family says they rushed to the hospital after learning Romero was struck by a hit-and-run driver. Basically left her right there," said Ramos.Family members say Romero had become famous in the area for selling tamales at parks and schools in Southcrest and Bay Terraces. Police say the truck had a tinted back window and a white California sticker. SAN DIEGO (KGTV) -- New information from the Census Bureau shows that San Diego’s housing growth isn’t keeping up with our growth in population.Within the year spanning between July 1, 2016, and July 1, 2017, San Diego saw its population increase by nearly 13,000 people.According to the Census Bureau, though the population has increased, the number of new homes being built is actually slowing down.When you compare housing growth between 2000 and 2007 and housing growth between 2010 and 2017, San Diego County saw a major decrease in growth of new housing. San Diego was also ranked the 11th most populated city in the United States, according to the new data. SAN DIEGO (KGTV) - On Monday, the California National Guard confirmed that its service members were recently sent to two San Diego nursing homes that needed help treating residents who were sick with COVID-19.“We supplemented their existing staff- their civilian staff- with our medical teams here in the California National Guard,” Lt. Col. Jonathan Shiroma told ABC10 and said that they were deployed at the direction of the California Department of Public Health (CDPH).The National Guard reports that 20 troops were sent to Santee's Stanford Court nursing facility for a week in October and another 20 troops were sent to El Cajon's Villa Las Palmas for two weeks in November.Lt. Col. Shiroma said teams tested patients and staff and offered other supportive care. “Within the Guard we also have many medical professionals so each of the teams were led by either a physician assistant or a registered nurse or an LPN,” he added.“If you have an outbreak, you have staff that has to quarantine and so in order to provide care you want to get people into the building to help with the residents,” Deborah Pacyna with the California Association of Health Facilities told ABC10 News.The CDPH reports that since the start of the pandemic, 50 healthcare workers have tested positive at the El Cajon facility where 91 residents have gotten the virus and 45 healthcare workers have tested positive at the Santee facility where 58 residents have contracted COVID-19.The National Guard said that it doesn't have any current missions in San Diego but it's always ready. “If something comes in the next few weeks and there’s a need in any part of the state, the California National Guard will respond appropriately,” added Lt. Col. Shiroma.ABC10 News reached out to both nursing facilities for comment. We are waiting for a reply. 1829
