SAN DIEGO (KGTV) — The man wanted for a shooting outside of an unlicensed marijuana dispensary in unincorporated El Cajon has been arrested. The San Diego Sheriff's Department (SDSO) issued an arrest warrant for 18-year-old Richard Anthony Bell, of El Cajon, on Dec. 8 in connection with the shooting four days earlier in the 1600 block of N. 2nd Street.A 16-year-old was shot outside of the illegal dispensary and taken to a nearby hospital, where the victim remains and is expected to survive. Members of the U.S. Marshals Service located Bell on Friday at about 11 p.m. inside a hotel and casino on the Las Vegas Strip. He's being held on million bail for attempted murder and awaiting extradition back to San Diego County. The shooting isn't believed to be related to the dispensary and is thought to be gang-related, SDSO said. 841

SAN DIEGO (KGTV) — The city could be heading back to square one in its quest to regulate short-term vacation rentals. On Monday, the San Diego City Council will decide whether to send its recently approved short-term rental regulations to a public vote, or scratch them altogether. In the summer, the council voted 6-3 to limit Airbnb-type rentals to primary residences. That essentially banned investors and owners of second homes from renting them out short-term.Airbnb launched a referendum that obtained enough signatures to send the decision back to the council, leaving the city those two options. "The people who own short-term rentals - they're San Diegans like you and me," said Jeff MacGurn, who owns a short-term rental in the Hillcrest area with his husband and signed the petition. "When it comes right down to it, what we want is a fair and reasonable compromise."But Ronan Gray, who heads Save San Diego Neighborhoods, said something has to be done to curtail short-term rentals in residential areas. He pointed to a City Attorney memo that says short-term rentals aren't allowed by municipal code and said the city should just enforce that code. "They're advertising houses in Pacific Beach as the ideal location for bachelor and bachelorette parties, so they're marketing it as a hotel," he said. The council meets at 12 p.m. Monday at City Hall.  1405

SAN DIEGO (KGTV) - Supporters of labor unions rallied across the country on Saturday ahead of a Supreme Court case that could effect how unions collect agency fees. One was held in downtown San Diego outside the California Democratic Convention, where hundreds of union supporters gathered for the “Working People’s Day of Action” event. Demonstrators were supporting the union AFSCME, which is engaged in a court battle that has made its way to the Supreme Court. In Janus v. AFSCME, the Supreme Court will decide whether it is legal for unions, which often donate to political causes, to compel members to agency fees. Those fees are collected by unions from employees who have opted not to join the union but still benefit from collective bargaining. The plaintiff, Mark Janus, has argued it violates his first amendment rights to pay fees to an organization that he disagrees with politically. A ruling in his favor could have wide-reaching effects on public sector labor unions around the country, argues famed labor organizer, Dolores Huerta. “That is going to be very devastating to our unions here in California,” said Huerta, if the court sides with Janus. 1213
