BALDWIN, La. — New details are emerging as law enforcement investigates the death of a 15-year-old boy who died under suspicious circumstances in Louisiana.KATC obtained police reports from Oct. 30 when the teen, Quawan “Bobby” Charles, was reported missing from his home in Baldwin and was found dead four days later near Loreauville.Records show that Charles’ mother contacted the St. Mary Parish Sheriff’s Office around 8:10 p.m. on Oct. 30 to report that her son was missing. The mother stated that her son did not come home and had on a West St. Mary High School jacket.SMPSO then dispatched an officer with the Baldwin Police Department to the 600 block of MLK Street in Baldwin.At 8:45 p.m., BPD spoke with Charles’ father and mother who said that he was last seen at around 4 p.m. Police then entered Charles’ name into the National Crime Information Center, which is a nationwide database used by law enforcement to locate missing persons, as a missing juvenile.According to a police report from BPD, Charles’ mother said that she was not present at the time that he went missing because he was staying with his father because the two did not live together. Charles had only recently been allowed to stay with his father for the two weeks prior to his disappearance.Charles’ father told police that he went to the store around 4 p.m., but after returning a few minutes later, he attempted to knock on the door to Charles’ room several times without a response.The father told police that he then used a tool to gain entry into the room and discovered the teen was missing.Both parents told police that Charles had not been a problem at home but had been placed on a curfew by the 16th Judicial District Court because of disciplinary problems at school.The parents told police that Charles did not have any friends and had never left home before without them knowing about it.The police state in the report that there was a football game taking place at West St. Mary High School in Baldwin as well as an event called Boo on the Bayou in Franklin. Charles’ father told police he would begin searching those areas. However, he later contacted SMPSO and said he was not able to locate Charles’ at either location.This is when police entered Charles’ name into the NCIC database as a missing juvenile while being on the lookout for him.Charles’ mother then told police that she would be heading back to her home in Youngsville to check and see if he had returned there.Charles was found dead four days later on Nov. 4 in a rural area off Ed Broussard Road near Loreauville. Since then, some family members are claiming Charles was murdered, and believe police ignored their initial cries for help.The family tells KATC they were told by investigators that Bobby drowned, but that they don't believe that. They cite a graphic photo of his body circulating online.Family members also say Charles left his home with a 17-year-old friend and the teen's mother without permission.Several dozen people, including Bobby's family, people from the community, and an organization called Stand Black, gathered on the courthouse steps Wednesday evening. They're demanding a thorough investigation of the case.The Iberia Parish Sheriff's Office is handling the investigation. Deputies have not said if Charles was killed. IPSO says it's being investigated under suspicious circumstances. One woman understands that more than most.To Myrna Hayutin the photos on her gallery wall are more than pictures of the past. She points out some of the art on display.  "This is a limited edition signed by Carl Mydans," Hayutin said. "This is Babe Ruth the last time he put on his uniform."These are works of art."It is history," Hayutin said. "It's just knowledge."And for the last 35 years she's been selling fine art like these pieces, despite the fact that she's legally blind."I anticipate doing this for at least another 10 years," Hayutin said. "As long as my eyesight holds."Hayutin started losing her eyesight when she was eight due to retinitis pigmentosa. And over the years, it's gotten progressively worse."It's like an island," Hayutin said. "As the disease progresses the island gets smaller and smaller now I see through two straws. So you may be standing right here but I am not seeing you. Or if were talking and you move I'll lose you."Still it hasn't affected her love for art or her determination to purse it as a career."It never occurred to me to stop me from doing anything that I really wanted to do," Hayutin said.Hayutin runs a successful international fine art gallery, Gallery M, and recently became an art appraiser."I'm looking at the artwork but honestly thank goodness with my devices I can really zoom in and see them much, much better," Hayutin said.Hayutin said her dog, Gouda, helps her navigate the changes in her eyesight, but what helps most is not focusing on what could happen."I would never have opened the gallery if I was fearful of what would be instead of what was at that time," Hayutin said. "I try to live in today and use the eyesight that I have today."Hayutin said every day is what you make it."There are some days where I'm not as positive as I should be, but I try it," Hauytin said. "I try to get back on that positive I mean because I'm surrounded by all of this gorgeous art and that's very uplifting."  2212

AURORA, Colo. — Amid renewed calls for justice, Colorado Gov. Jared Polis announced Wednesday that he is looking into what his office can do to respond to the death of Elijah McClain, a 23-year-old Black man who died following an interaction with Aurora police last August.“I am hearing from many Coloradans who have expressed concerns with the investigation of Elijah McClain’s death. As a result, I have instructed my legal council [sic] to examine what the state can do and we are assessing next steps,” Polis said in a tweet Wednesday afternoon.Over the past couple of weeks, interest in the case has grown both locally and nationally. People from Colorado State Rep. Leslie Herod to U.S. Sen. Elizabeth Warren, Ellen Degeneres and Martin Luther King Jr.’s daughter, Bernice King, have made calls for justice in the case and a renewed investigation into what happened that night and if officers should face punishment. That contract was terminated June 10 and Mayor Mike Coffman said in a tweet that “another individual will be selected by the Mayor and the City Council.”Calls for an independent and external review in McClain’s August 2019 death have been ongoing since it happened, and the officers involved in his death did not face criminal charges and were found not to have violated department policies. The city has since changed department policies directly in the wake of McClain's death after calls for further investigation.McClain suffered a heart attack on the way to a hospital after the Aug. 24 incident, which happened in the 1900 block of Billings Street. Officers had responded to a call about a suspicious man wearing a ski mask and waving his arms. When they arrived, they contacted McClain, who they claimed resisted when the officers tried to detain him, police said.A struggle ensued, and a responding officer requested that a paramedic give McClain a dose of ketamine "due to the level of physical force applied while restraining the subject and his agitated mental state," officials said.But in the department's review of the incident earlier this year, the board found that the officers "had a lawful reason to contact Mr. McClain."The board also found that the force applied by officers — which included a carotid control hold — during the incident was "within policy and consistent with training."The carotid hold has since been banned by the department.The Adams County Coroner conducted the autopsy on McClain and ruled that the manner of his death was "undetermined," saying it could not determine whether his death was an accident, due to natural causes or a homicide.District Attorney Dave Young said Wednesday his office received more than 1,700 voicemails on Tuesday alone about the McClain case.He says he has to make a decision based on evidence and that a jury would find compelling beyond a reasonable doubt.“Understand that my role is limited to determine whether or not a criminal violation occurred. I am not indicating that the actions of the police department were appropriate. That's the role of the Aurora Police Department,” Young said.KMGH confirmed Wednesday the officers involved are all still currently employed by the Aurora Police Department.Young says the attacks have gotten personal and are overwhelming his office from doing their job of serving victims of crime.He encourages those sending emails to read his decision.
