SAN DIEGO (KGTV) — A water culvert in Logan Heights overflowed Thursday night due to heavy rain, leaving neighbors with a mess Friday, many homes destroyed from all the water.Ruben Cortez’s home got filled with about a foot of water. Initially the water just piled up outside his sliding glass door, “the water was up to here so it looked like I was inside an aquarium”. After 20 minutes water came through the front and back doors, soon filling the entire house.Cortez and his wife are remodeling their home. One week ago they installed new flooring in their bedroom. After the flooding, the floor is completely ruined.The rest of the house has tile flooring and dirt and mud everywhere.His neighbors are also dealing with similar issues. Many parked their cars on the street and during the flooding the water filled up to the steering wheel.Most people in the neighborhood, along with Cortez himself, don’t have flooding insurance. He tells 10News, “its like getting snow insurance you don’t think anything like that is going to happen and this flood wasn’t really a typical flood, it was part of the drain that came out and flooded. You don’t think of those things”. Cortez wasn’t only worried about his own home, he’s also the pastor at the church next door. While the church was okay, the children’s classroom had water damage. The water also filled between a foot to two feet in the rooms.Left with a laundry list of things to fix, remodel and clean, Cortez tells 10News, “just count your blessings and the bad things as they come in, just face them one at a time." 1581

SAN DIEGO (KGTV) -- A San Diego mother is responding to a disturbing video showing a woman screaming racial slurs and threats at her son, a black man, outside a downtown luxury apartment building early Tuesday morning.Shawni Crawley told 10News the incident occurred while her 29-year-old son, Rodney Jackson, was working as a security guard at the Pinnacle on The Park apartments located at 424 15th St. in San Diego's East Village neighborhood.The video, posted by Jackson's brother, doesn't clearly reveal the woman's identity. In his public Facebook post, his brother wrote: "A snippet of an incident with my brother and a racist white woman downtown San Diego!!! SAN DIEGO (KGTV) - A University City lab is switching gears to produce COVID-19 tests on a massive scale.Friday, Helix CEO Marc Stapley took Mayor Kevin Faulconer on a tour of the lab, explaining how they used their technology that scans DNA to understand how genes affect your health, to look instead for COVID-19.They changed focus mid-March and launch one of their two new tests next week. The second test will be available in the summer."As we are beginning to reopen our economy, as people are going back to work and doing it safely, one of the things we have to make sure we have enough of is testing," Mayor Faulconer said. He praised the company for finding solutions to a worldwide problem.Helix's lab is mostly automated, making it ideal for rapid and safe production.The test consists of a nasal swab, like cleaning your nostril out with a q-tip, versus the deeper more uncomfortable tests, and a vial filled with a solution.The solution neutralizes the virus so it is safe to handle.In June Stapley said their new "testing service can scale to 10,000 samples a day," so they can supply hospitals, employers and local governments.The second test is said to be more sensitive than the CDC's test.Stapley said, it "could be sent to individuals, but more likely bulk shipping to large distributors or places of work etcetera, and then individuals will take their kit and go do the necessary swab and send it straight to us."The test results come back within 24 hours. 1483

SAN DIEGO (KGTV) — A UC San Diego graduate is using a technology he created as a student to help avoid crowds during the pandemic. Nic Halverson launched Waitz in 2017, an application that measures and publishes how busy a space is at any given time.Using "Occuspace" sensors plugged into wall outlets, the app uses Bluetooth and WiFi signals to calculate how many people are in the room at a time. Halverson said it does not take any personal data and solely looks at how many devices are present.He said he first thought of the idea as a student who came from a small town of 3,000 people, then was overwhelmed by the crowds of San Diego.“I just turned to my friend and I was like, ‘man I wish we knew how busy every floor was before we came here,’ and that’s when kinda the light bulb went off,” he said.At UCSD currently, the application is used in two libraries, two gyms, and the main food court area. As of the end of August, about a dozen schools across the country will be signed up for the technology, with an anticipated number of close to 60 schools by the spring semester.While it’s useful for students trying to find a study spot, 2020 has changed the need.“We and other people realize that people care about how crowded places are now more than ever and it kinda transformed from being that was just convenient to have, it was nice to know how busy a place was before you went, to something that was more a matter of health and safety,” he said.While UCSD has not announced any plans to incorporate the app in any official coronavirus plan once students return to campus, the technology will still remain live.Halverson said they are currently talking to ski resorts to use the app to publish wait times for ski lines or restaurants, and he hopes it will continue to grow from there.“My dream is one day, you’ll be able to look and see how busy every Starbucks or Chipotle is right there on your phone,” he said. 1935

SAN DIEGO (KGTV) -- A San Diego school was briefly locked down after shots were fired near the school Monday afternoon. According to San Diego Police, officers responded to the 5100 block of Ewing Street near San Diego State University after 1 p.m. to investigate reports of shots fired. Due to the investigation, the nearby Language Academy was briefly placed on lockdown. Witnesses say they heard five or six shots being fired. Police also found a small amount blood in the area, but no victim was located. 517
