On Aug. 26, 2017, 15-year-old Damon Grimes was involved in a police pursuit while driving an ATV in Detroit. That pursuit ended in a crash that claimed Grimes’ life.Reporters at Scripps station WXYZ in Detroit requested video from the crash under the Freedom of Information Act, and received 25 hours worth of video from police body cameras and dash cameras, surveillance video and cell phone video shot by witnesses that tell the story of the senseless death.Officials did not provide footage from the dash cam of the pursuit by Michigan State Troopers, Mark Bessner and Ethan Berger.At 5:31 p.m., video shows Damon Grimes riding his ATV down Rossini Avenue and Gratiot in Detroit. At that time, Trooper Mark Bessner requested priority to chase an ATV.“He flipped. Flipped!” Detroit Police Officer Williams said, video shows.“Yup, tell them there’s an accident,” said DPD Officer Boersman, who was first on the scene.Grimes had hit a parked Ford F-150 with his ATV and he flew off the four-wheeler.“0-9, he’s slowed down, we tased him and he crashed out. Have EMS step it up,” Bessner said.As Detroit Police Officer Kimberly Buckner heads to the scene in her squad car, radio chatter from MSP can be heard on the radio. “If you could just maybe have a unit or two make it there for moral support, sounds like it could be a pretty bad one.”“They never said what they were chasing him for just came over there and said MSP’s in a chase," Officer Addison said.“Don’t run from the State Police, you get ****ed up,” another officer said.Also on video, troopers can be seen attempting CPR on Grimes.“They tased his a** while he was cruising,” said an officer who walked up to Buckner as he covers her body cam.Buckner then shuts off her camera.As the ambulance arrives around 5:37 p.m., the stretcher is wheeled up to Grime’s body while another officer shuts off his body camera.At this point, Stephenson turns on her body cam.“Should we give them like an escort or something?” she asks Wade. “Should we give them an escort to St. Johns?”“For him? Hell no!” Wade said. “They got lights and sirens. We only do that for police. If an officer gets shot we’ll do that.”“I didn’t know they were chasing a four-wheeler,” said Stephenson.Damon Grimes was pronounced dead on arrival at St. John’s Hospital.Due to his insensitive comments, Detroit Police Officer Aubrey Wade was reassigned.Trooper Mark Bessner, the passenger in the MSP vehicle in pursuit, is accused of breaking protocol and taser use. He is awaiting an August murder trial. He resigned from Michigan State Police.The Grimes family has filed a million civil suit against Bessner. OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years. One day after Vermont lawmakers approved sweeping gun control measures that include limits on the size of magazines, gun-rights supporters held a large protest outside the state Capitol in Montpelier.And to boost enthusiasm, they handed out gifts: Hundreds of free rifle magazines, each capable of holding 30 rounds of ammunition.The stunt on Saturday was a direct jab at the new legislation, which Vermont Gov. Phil Scott has said he will sign. The amendment to the present law raises the purchase age of guns to 21; bans bump stocks, which allow semi-automatic weapons to fire more rapidly; and limits rifle magazines to 10 rounds.But Vermont residents will be permitted to keep larger-capacity magazines they already own, creating a sense of urgency among state gun owners looking to stock up before the bill becomes law."My fear is that legislators will pass knee-jerk legislation without any depth, any meaning, and it's really not going to make Vermont any safer," Rob Curtis, one of the rally's organizers, told CNN affiliate WCAX. Curtis is executive editor of Recoil, a firearms lifestyle magazine.Curtis reached out to firearm accessory manufacturer Magpul Industries, which shipped 1,200 magazines overnight to Vermont for the rally -- an operation they dubbed the "Green Mountain Airlift." The magazines are intended for AR-15 and M4 assault-style weapons.Saturday's protest came exactly a week after the March for Our Lives rallies around the country in support of stricter gun control laws. Those student-led March 24 events included a rally in Montpelier that drew several thousand people, according to the Burlington Free Press.Many #NeverAgain activists, who mobilized after the February 14 school shooting in Parkland, Florida, are calling for a ban on the assault-style rifles for which the magazines are intended.Not surprisingly, gun control advocates slammed Saturday's magazine giveaway."Raising the purchase age and banning high-capacity magazines and bump stocks are bipartisan solutions that are anything but knee-jerk," said Kris Brown, co-president of the Brady Campaign to Prevent Gun Violence."And if Rob Curtis is concerned about this legislation making Vermont safer, we'd like to understand how handing out rifle magazines to anyone passing by on the street makes anyone any safer."The Vermont Senate approved the contentious gun-control package on Friday after the House of Representatives passed it earlier. It needs to pass a legal review before it goes to Scott for his signature.Vermont's vote came as other states are weighing gun safety restrictions after 17 people were killed in the February shooting at Marjory Stoneman Douglas High School.But some people at Saturday's protest didn't feel that stricter gun laws are the best way to keep students safe."I'm all for protecting the kids, but I don't think this is the way to go about it," Barry Wadle told WCAX. He said he and his wife had been at the statehouse all week lobbying against new gun restrictions."I'm hoping this will wake up the silent majority of Vermonters and get them out to vote and protect their rights," he said. 3168

  

OCEANSIDE, Calif. (KGTV) - Students at El Camino High School have a chance to put their stamp on pop culture.They're designing shoes for the Vans Custom Culture competition.El Camino High School is one of just 500 schools in the country to be picked for the contest. More than 200 students submitted designs at the school, but only two will advance to the national competition.Sophomore Isiah Duran is one of the students whose design was chosen."I basically did what I thought was Oceanside," he says. "The pier, sunsets, the beach."The students could make designs based on two categories, "Local Flavor" and "Off the Wall.""It resonates with the younger culture," says El Camino Art Teacher Diego De La Luz. "It resonates with activities that range from biking to skateboarding and really just the Southern California vibe which Oceanside is all about."The winner will receive ,000 for their school's art department. Vans will also endow a scholarship for a student from the winning school to attend the Laguna Art Institute.De La Luz says the students will decide how to spend the money at the school if they win. He adds that ,000 would provide a big boost to the art department, especially as districts tighten their budgets and art programs are often among the first to be cut."Having that opportunity for the cash prize would cushion some of our artistic ambitions for the students," says De La Luz.Students say it's pretty amazing to try and design for a company they already love."I'm wearing Vans right now," says Junior Aymee Locke. "If I had my own design on a shoe and I get to show that off to everyone, I would totally do that. I think that's super cool."The schools have to turn in their designs by April 16. Officials broke ground on a new national memorial in Washington, D.C. Thursday to honor the millions of Americans who served in World War I, 100 years after the United States got involved in the conflict.The memorial will be built in Pershing Park, a small plaza about a block away from the White House.More than 100,000 Americans died in the war and more than 200,000 others were injured. Now, nearly 100 later, there are no living survivors from World War I."It's a national tragedy that the millions of veterans of the Great War have not been memorialized in our capitol,” said Terry Hamby, commissioner of the United States World War I Centennial Commission."There was so much sacrifice in World War I, it's time for America to build a memorial to the forgotten war." Hamby’s grandfather fought in the war. His uncle died in it.“It means a lot to me, personally, because when you have a memorial and you can go stand in front of it, the emotion burst forth,” Hamby said.In Washington, D.C., other American wars are honored with a national memorial, including World War II, as well as the wars in Korea and Vietnam.The Centennial Commission was established by Congress in 2013 and authorized to create a new national-level memorial in the nation's capital, to honor the men and women who served.Denise Rohan, National Commander of the American Legion, expressed support for the memorial and the veterans it will honor.“Their legacy is one of freedom and heroism. Some paid the ultimate price. The American Legion supports this overdue memorial because the world must forever remember the story of those men and women who liberated a continent. Sadly, it was not the war to end all wars. But, by studying their legacy, tyrants should be on notice that America will not allow evil to go unchallenged,” Rohan said.The goal is to build the memorial by Veterans Day of 2018, which would mark the 100th anniversary of the agreement that brought an end to the war.While this will become the first national monument to World War I in Washington, D.C., there is a National World War I Museum and Memorial in Kansas City, dedicated to honoring those who served in the war. 2218
