(KGTV) - A San Diego man was arrested Sunday afternoon after police say he stabbed two classmates during a reenactment of a movie scene at the University of Hartford in Connecticut.The man, identified as Jake Wascher, 21, was in an on-campus apartment with two male classmates when the stabbing occurred."A 21 year old male suffered one puncture wound to the chest and four to the back. A second victim a 19 year old male suffered from a single puncture wound to the chest as well as a puncture wound to the back," Lieutenant Paul Cicero with Hartford Police said.Wascher attended the Coronado School of the Arts, a pre-professional arts education program on Coronado High School's campus. His Facebook page states he graduated in 2016.10News spoke with a former student of CoSA, who worked as a tech for a year."CoSA is really a mostly just a bunch of nerds, all of the acting kids and music students, just dorks really," Christian Molenaar said. "I feel like most people aren't worried about getting stabbed in high school theater," he said.Molenaar was shocked when he learned of the events that unfolded Sunday, saying his younger sister graduated the same year as Wascher.Police say Wascher fled the crime scene and hid in a nearby wooded area, then gave himself up. Gavin Newsom, saying he overstepped his authority when requiring all California registered voters receive a mail-in ballot for the 2020 election.Sutter County Judge Sarah Heckman said Friday that Gov. Newsom did not have the authority to amend or change the state's law through an executive order, which mandated all registered voters get a mail-in ballot and allowed counties to reduce the number of polling locations if in-person voting is offered ahead of Nov. 3, according to court documents.The ruling doesn't affect the results of the 2020 election.Newsom's executive order was made as part of the California Emergency Services Act, or CESA. The act gives the governor special powers during a public emergency.The ruling stemmed from a lawsuit by Assembly members James Gallagher (R-Yuba City) and Kevin Kiley (R-Rocklin), who claimed Newsom didn't have the authority to make the order. California's legislature later passed a similar law to the order.Kiley posted the judge's ruling online, in which the judge wrote, "Executive Order N-67-20 issued by the Governor on June 3, 2020 is void as an unconstitutional exercise of legislative power and shall be of no further force or effect. The California Emergency Services Act (CA Government Code §8550 et seq.) does not authorize or empower the Governor of the State of California to amend statutory law or make new statutory law, which is exclusively legislative function not delegated to the Governor under the CESA."The judge's ruling also put an injunction in place against Newsom, prohibiting him from changing any laws under CESA, according to the documents. 1687

(KGTV) -- Bay Area authorities are investigating the shooting death of one security officer and injuries to another after they were gunned down amid fiery protests in Oakland late Friday night.The shooting happened outside the Ronald V. Dellums Federal Building and U.S. Courthouse, a few blocks from where thousands of demonstrators where gathered.A statement from the FBI sent to Bay Area media said that at about 9:45 p.m., a vehicle approached the federal building and a gunman inside the car fired at the officers. The security officers are contracted by the Federal Protective Service of the Department of Homeland Security.The Mercury News reported that the Oakland Police Department said the shooting “is unrelated to tonight’s demonstration.”It’s unknown if police have any suspects in custody.FBI San Francisco and Oakland Police Department continue to investigate the shooting, KRON news reported.The incident happened as large groups of demonstrators clashed with police in downtown Oakland to protest the death of George Floyd.
