Police in Washington, D.C. released body camera video Thursday from the shooting death of 18-year-old Deon Kay.Police said the incident began Wednesday when Kay and his friends brandished firearms on a social media livestream. Officers located where the livestream was taking place, drove to the scene and found the group.Less than 10 seconds after arriving on the scene, Officer Alexander Alvarez fired the fatal shots that killed Kay.According to D.C. Metropolitan Police Chief Peter Newsham, Alvarez was chasing another suspect at the time of the shooting."When he turned around, that's when Deon Kay approached him and displayed a handgun, and in response to that, the officer fired one round," Newsham said. "Unfortunately, Deon Kay lost his life."Alavarez had been with the department for two years prior to the shooting. All officers involved in the shooting were placed on administrative leave, which is department policy.Police also said that Kay threw his gun away prior to being shot. Officers found it 90 feet away from his body."I know that he's validated gang member from the area and I know that he's had multiple touches with the criminal justice system," Newsham saod. "I'm pretty sure Deon Kay fell through multiple safety nets before yesterday afternoon."Washington, D.C. PASCO COUNTY, Fla. — A Pasco, Fla. woman was arrested after deputies say she was passed out drunk at the wheel of a parked car with a 5-year-old child in the back seat.20-year-old Sarah Nisse was found after the girl answered a phone call from her father.He called the 5-year-old via FaceTime and was able to see where the vehicle was parked.He found the car at 2509 Success Dr. and immediately removed his daughter from the vehicle and called 911.Fire rescue arrived and tried to administer aid to Nisse. She didn't say anything but raised a middle finger at them. When deputies arrived, Nisse appeared to be 'heavily intoxicated' and was taken to the Medical Center of Trinity.She blew a .276 and .272 three hours after the incident.Deputies say that without proper supervision, the 5-year-old was at risk of possible injury or death due to a large pond being next to where the car was parked, as well as due to the fact that Nisse was driving while under the influence.She was arrested for child neglect, violation of probation and DUI. She was on probation for willful child neglect in reference to a case in 2015 where she had sexual intercourse with a 15-year-old juvenile. 1187

PHOENIX (AP) — Cindy McCain will advise Democrat Joe Biden's presidential transition team as it prepares for the former vice president to take office if he wins in November. Biden's transition team announced Monday that McCain will be the second Republican on the 16-member advisory board. McCain, a Republican, endorsed Biden last week. "Joe and I don't always agree on the issues, and I know he and John certainly had some passionate arguments, but he is a good and honest man," McCain tweeted. "He will lead us with dignity."McCain is the widow of former Republican senator and 2008 presidential nominee John McCain. Papa John's tanked Tuesday after a report that a plan to sell the company has fallen apart.The Wall Street Journal reported that the asset manager Trian Management Funds is no longer interested in bidding for the company. According to the Journal, others are still considering taking a stake in the company, but not a total purchase.Papa John's (PZZA) stock was down 10% at market close Tuesday.Papa John's declined to comment for this story. Trian did not immediately respond to a request for comment from CNN Business.Rumors have been swirling for weeks about potential buyers for the company. Each report has caused shares of the company to spike. The Journal reported Trian's interest last month.Without a buyer, the struggling pizza company will have to find a way to convince investors that it can solve its problems on its own, and beat out competitors Domino's and Pizza Hut. That's a tall order.The company has been working hard to distance itself from controversial founder John Schnatter, who resigned his role as chairman in July after news broke that he had used the N-word on a conference call.Papa John's said earlier this month that same-store sales in North America fell by 9.8% during the most recent quarter. Total revenue dropped 15.7% from a year earlier to about 4 million.Schnatter also stepped down as CEO at the end of last year after he caused a controversy by blaming the NFL for poor pizza sales. Schnatter said sales were hurt by the way the league handled players' kneeling during the National Anthem in protest of racial injustice.Since then, Papa John's hasn't been able to regain its momentum, and sales have continued to slip.Other pizza sellers have struggled this quarter. Pizza Hut's sales were flat, and though Domino's (DPZ) reported domestic and international same-store growth, the company missed analyst expectations.But Pizza Hut and Domino's are better equipped to win the pizza wars. PHOENIX — From top restaurants to moving companies, you have probably used Yelp before to find businesses to use. But have you ever thought to use the website to find a daycare?The site can sometimes be a dumping ground for complaints. So, is it credible when looking for someone to look after a child? Researchers at Arizona State University decided to find out.The study included 40 cities and roughly 50,000 submissions on nearly 10,000 childcare facilities. Three of those 40 cities were Phoenix, Mesa and Tucson.Researchers tell KNXV even they were shocked by the findings.They found, through the reviews, that a majority of parents were meticulous and detailed. More than 75 percent gave a 5-star review.As for why they decided research like this was important, ASU said they wanted to see exactly what parents were looking for in childcare, what they were saying in these reviews and how uncovering that could lead to policy changes that could benefit all children.But, despite overwhelmingly positive reviews, lower-income families often reported more bad experiences, disrespect and a lack of learning for their children.Chris Herbst, an associate professor at ASU, was deeply involved in this study. He hopes this research will encourage parents to keep documenting their experiences."It provides this sort of learning loop for childcare providers," Herbst explained. "So, if providers know the parents... feel a certain way about the program, then providers can use this information to inform their... quality improvement activities."While these reviews are a good start, Herbst stresses that parents have plenty of tools they can use, beyond just basing it on online reviews.One suggestion he gives is using the Quality Rating and Improvement System.Parents can search their state and look-up different facilities to see how this system evaluates and rates the program's quality.KNXV also reached out to Erin Raden for more tools and advice for parents. She is the executive director of the Arizona Early Childhood Education Association.In regards to using online reviews like Yelp, Raden said it is good to use. However, it should not be the only way you make a childcare decision."You may have a parent that's upset about something," Raden said. "And that might be the right choice for them to no longer take their child there. But that doesn't mean that it wouldn't be the right choice for you."Raden also suggests taking your time and visiting at least two or three facilities."It's just going to be a lot about what feels right to you and you should always trust your instincts," Raden explained.She said that it is not about a facility being the most beautiful place, but instead look at how the students are engaged with their instructors. 2826
