SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla says he's tested positive for COVID-19.Padilla, who represents Chula Vista's District 3, made the announcement in video Saturday that was published on his Facebook page."After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said.Padilla appeared in good spirits as he told viewers that he was doing "very well" and "feeling well."In a follow up statement, he described having a fever, body aches, headaches, chills, that "came on very rapidly." He noted he had come into contact with friends, colleagues, and the public over the last week."I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with," he said.He was recently in Santa Cruz County where he was conducting a hearing as California Coastal Commissioner."I want to remind everyone to keep a safe distance, wash hands, and look out for the elderly most at risk," he said.Padilla has previously served as Mayor of Chula Vista from 2002-2006, and is a former officer and detective with the Chula Vista Police Department. In the Chula Vista city website, Padilla is noted for being the first person of color ever elected to City office in Chula Vista history, the first Latino Mayor, and the first openly LGBT person to serve or be elected to city office.Here's Councilman Padilla's statement:“I’ve tested positive for COVID-19. I am doing well and back at home. I feel healthy, strong and safe. Following the guidance of County Public Health officials, I’m self-isolating and working remotely to serve Chula Vista.My main concern now is for the well-being of others. My friends and family have been informed and are taking the necessary steps—but it’s my duty to be transparent for the entire community. I must be mindful of all I’ve come in contact with in my service as your Councilman and Coastal Commissioner.I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with. I continue to work with City and County leaders on measures to keep our community cared for.I want to remind everyone to keep a safe distance, wash hands, and look out for the elderly most at risk. SAN DIEGO (KGTV) - County officials created a Dia de los Muertos altar to honor the lives of 891 San Diegans who died from the coronavirus, and put a face and heart into the fight.Supervisor Nathan Fletcher and Assemblywoman Lorena Gonzalez championed the altar as a way to send a message."We wanted to honor those families and honor those lives lived and acknowledge the tremendous impact it's had, but also pay particular tribute to the impact that covid has had on the Latino community," Fletcher said.Saying more than half of those who died in the county are Latinos. This is extremely disproportionate considering only 30% of the population is Hispanic, according to the 2019 Census."When we start looking at the actual human toll and our relatives who have moved on now as a result of this virus it becomes more real and reminds us why it's so important to stay so vigilant," Gonzalez said.Vigilance is what Treasure Felder said would have saved her mom Ronda."She was our angel on earth and is now our angel in heaven, that's how we like to refer to her," said Felder. Felder says her mom was a social worker with the county, caring for foster youth and a strong woman in her 60s."She was never really ill, in the hospital, or hurt. Even if she had a little pain she'd always push through. So to see her in a place where she could barely stand up and also having to be put in a chemically induced coma was something that none of us prepared for." she said.She said she walked into her mother's room on July 4th and found she couldn't stand and was breathing heavily. She called an ambulance, even though her mother didn't want to go to the hospital, and never saw her again.Felder said her mother always had her hand out to help others and is so incredibly proud of how her mother led her life. She hopes sharing her story of pain and emptiness, now that her mother is gone, will stir others to take steps like wearing a mask and social distancing to stop the spread of the coronavirus.The altar will stay up through Tuesday morning. 2048

SAN DIEGO (KGTV) — Approximately 200 California Army National Guard troops are in San Diego County at the request of San Diego Sheriff Bill Gore, to deter looting following last weekend's events in La Mesa.About 100 troops are stationed at the La Mesa Police Headquarters. The rest are in an undisclosed area ready to move anywhere in the county.“We’ve seen arson, we’ve seen looting, and especially in La Mesa where we were there assisting La Mesa Police Department,” said Gore. “To be quite honest, the crowd overwhelmed us, we had not enough resources there, and we were in a position of defending the La Mesa Police Department, so it didn’t get burned to the ground like two banks did.”After a chaotic scene unfolded in La Mesa on Saturday following a peaceful demonstration, several businesses were looted and damaged, two banks burned down, and La Mesa City Hall sustained fire damage.“I believe that the police were overwhelmed in La Mesa, and they need backup,” said La Mesa resident Teresa Olmsted. “There’s those that are trying to get their point across and those that are taking advantage.”Gore said the troops do not have the same authority as officers and cannot make an arrest, but they can detain suspects until officers arrive.They will guard businesses and buildings where needed.“They do not have peace officer powers. So they will be there to protect infrastructure, they can escort ambulances and fire engines if they need to get into a particular scene to put out a fire or render aid to somebody,” he said. “The enforcement actions will be left to police officers. Peace officers in the state of California, whether it’s La Mesa, Sheriffs Department, or our allied agencies that have come together to provide good police services.” 1762

  

SAN DIEGO (KGTV) - Days after Governor Gavin Newsom signed a new law aimed at child sex abuse, three San Diego women came forward to announce a lawsuit against the Diocese of San Diego. The three women say they were abused by Monsignor Gregory Sheridan as children. Sheridan worked in this diocese for 35 years and is on the diocese’s list of credibly accused abusive priests. This new measure gives survivors of childhood sexual assault, regardless of their age, a three-year “window” to bring a civil lawsuit against any perpetrator and employer or third party that was aware of misconduct that created a risk of childhood sexual assault. The new law also extends the statute of limitations for survivors of childhood sexual assault, giving survivors more time to file civil lawsuits: up to their 40th birthday (previously their 26th birthday) or within five years (previously three years) from the date of discovery of an adult psychological injury caused by the childhood sexual assault. One of the victims told 10News, "It doesn’t mean you don’t love God, doesn’t mean you don’t support your church, it means this priest was a bad apple."10News reached out to the Diocese of San Diego and they sent a statement that reads in part, "There is no crime or sin worse than a priest abusing the young people he is sworn to serve and protect. We pray that victims of sexual abuse receive the help they need to heal." 1422

  

SAN DIEGO (KGTV) - As the country celebrates the 50th anniversary of the Apollo 11 moon landing, people in San Diego are looking back at how companies in this city helped NASA achieve the historic flight.You could argue that, if not for San Diego, the moon landing would never have gotten off the ground, or landed safely on the moon.Ryan Aeronautical Company built the lunar radar system that helped guide the lunar lander as it touched down on the moon's surface.General Dynamics built the Atlas Rockets that took some of the flights into outer-space."They didn't take them all the way up to the moon with the Atlas, but they helped set the stage to move forward to doing it," says San Diego Air and Space Museum Marketing Director David Neville.The museum has an Atlas Rocket on display at Gillespie Field, towering above the skyline. It also has the Apollo 9 capsule at Balboa Park.One of the docents at the museum worked on the antennaes that helped the capsules stay in constant contact with mission control."I can bring people over here and point to it and say that's what I did," says Ronald Pitcher, who volunteers at the museum and was an engineer working on the Mercury capusule, the Gemini and the Apollo spacecrafts. "It's a proud moment to be able to do that."Pitcher says he feels privileged to have played a small role in landing a man on the moon. He wishes the US had sent more people up."There's no question in my mind that we should go back," he says. "We should have done it when we had the technology and the poeple and experience and facilities in place."Saturday night, on the 50th anniversary of the landing, the Air and Space Museum will host a party to celebrate.
