SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales." SAN DIEGO (KGTV) — The California Coastal Commission Wednesday signed off on a demonstration of the lighting project that would illuminate pillars of the Coronado Bay Bridge.The project will include installing lights along four pillars of the bridge, which will be tested during one week in June. Following the test, an environmental impact study will be conducted.The tests are part of a larger effort for a proposed artist-designed lighting project that would span 30 pillars of the 2.12-mile bridge. The Port of San Diego is trying to raise between - million to complete the project by 2022.At completion, the Port hopes to have a finished lighting display by artist Peter Fink, meant to serve as a gateway to the region and in a variety of scenarios using its programmable LED displays. SAN DIEGO (KGTV) - The International Olympic Committee and Japanese government made an historic announcement Tuesday to postpone the 2020 summer Olympic games in Tokyo due to the coronavirus.Tuesday, Japanese Prime Minister Shinzo Abe confirmed on Twitter that the Tokyo Olympic and Paralympic games have been delayed until no later than summer 2021.The announcement left several San Diegan Olympic hopefuls dashed of any immediate Olympic dreams."It's kind of hard to wrap your head around it because you have been training so long for this one moment," Allison Halverson said back in Februaray.Her tone changed Tuesday."I was kind of like, 'Ok. That's good to know.' Now I can kind of refocus and figure out how to train for that," Halverson said.Swimmer Michael Chadwick says the lack of open pools is sidelining any training, making competition right now even less of a possibility."Too much has happened too quickly for us to really understand what the ramifications of it all are," Chadwick said. SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. Neighbors called police after hearing what they thought were gun shots coming from his apartment. Officers seized a bayonetted rifle and two illegal high-capacity magazines from his apartment.A 38-year-old Allied Gardens man who threatened to kill himself, his wife, and their young child if she left him. His wife had overheard him distraught and crying in the bathroom, and cocking his .40 caliber pistol.A 28-year-old Mission Valley man who grabbed a gun case and threatened suicide. When his exgirlfriend tried to call for help, he grabbed her by her hair, threw her on the ground, and pushed her head into a wall. Police seized two handguns, two rifles, and a shotgun.A 33-year-old Mid-City man who locked his wife in a car with him, threatening her with a loaded firearm. When the San Diego Police Department arrived on the scene and searched the car, they found a meth pipe along with two loaded firearms that did not belong to him. He later surrendered a Glock 9mm and a .380 handgun.A 35-year-old Allied Gardens man with a small arsenal and a history of domestic violence, whose wife suffered a serious laceration to her forehead and feared he might kill her. The man owned a 9mm pistol, a mosquito semi-automatic pistol, a Ruger .22, a Springfield .40 caliber pistol, a Ruger rifle, a Mossberg shotgun, and an unmarked handgun.A 40-year-old La Jolla man who told his fiancé by text message that he wanted to shoot her in the head, then visited his fiancé’s ex-boyfriend and threatened to kill him while holding a knife behind his back.
