(CNS) -- Racing is set to resume at Del Mar Friday after three racing dates were canceled because 15 jockeys tested positive for the coronavirus.The Del Mar Thoroughbred Club responded to the positive tests that wiped out racing from July 17-19 by instituting new travel restrictions to include only permitting jockeys based in California to ride and prohibiting all jockeys who leave the track to ride elsewhere from returning to Del Mar for the remainder of the summer racing season.Del Mar also re-configured and expanded its jockeys' quarters, including moving some of the functions that normally take place in the jockeys' room to an adjacent area.Racing will be held Monday to make up for one of the canceled days. (CNS) - An 80-year-old motorist was found dead today inside her crashed car at the bottom of an embankment alongside a dirt road near the Sycuan Casino.A hiker came upon the crumpled gold Lexus ES300 roughly a half-mile from the southern terminus of Sycuan Road in the rural Dehesa area about 8 a.m., according to the California Highway Patrol.The driver's name was withheld pending family notification. Her car apparently veered off an unpaved rural byway on the grounds of Sycuan Indian Reservation, careened down the adjacent hillside and struck a large oak tree."The Lexus was equipped with a lap- and shoulder-belt restraint system along with an airbag system," CHP public-affairs Officer Travis Garrow said this afternoon. "At this time, it does not appear the (motorist) was wearing her seat belt at the time of the (accident)."When the crash occurred was unclear, though a camera at a nearby guard shack captured images of the Lexus passing through the area about 2:30 p.m.Tuesday, according to Garrow. Now, the state-owned fairgrounds has laid off more than half of its staff and has asked Sacramento for million in bailout money."They need a new vision for the future and they need it desperately to solve their financial problems," said Del Mar Councilman Dwight Worden.Worden said affordable housing is an ideal solution. The city wants to team up with the fairgrounds to build upwards of 51 affordable homes on the property. On Monday, the council could approve a formal memo to submit to the fairgrounds on its vision.As it stands, Del Mar has no affordable housing and as such faces steep state penalties - including fines, lawsuits, and even loss of development control."In a place like Del Mar, where the ground costs a million dollars an inch, anything where we have to buy land is immediately not affordable," Worden said.The idea to put housing has been talked about for years. Most recently, in June, a Los Angeles-based developer proposed to put modular homes on the property to temporarily shelter the homeless during the outbreak, but pulled the project after community opposition."That was a hornet's nest," Worden said. "We've been telling them 'look, let's work on this long term affordable housing, where we get credit and we know how to help you do that successfully.'"Worden said this would be different, because it would give people such as fairgrounds workers, emergency medical technicians, teachers, and restaurant servers to permanently live close to where they work.Worden says the city has picked out five locations on the fairgrounds, mostly around the perimeter.The cost is still not clear, but Del Mar may ask Solana Beach the city of San Diego to participate, and see if they can get partial credit for their housing requirements.Del Mar must built 163 new housing units by 2029. (KGTV) - Work to repair two washout areas near the train tracks on the Del Mar bluffs will lead to a partial rail closure this weekend, the North County Transit District said Wednesday. A project team was able to move up the repair timeline from January to Dec. 14-15, according to the NCTD. The washouts were first reported during a storm over the Thanksgiving holiday. All rail operations from the Solana Beach train station to Santa Fe Depot downtown will be halted and replaced with bus bridges for COASTER trains. DENVER – The man accused of killing 26 people and wounding 20 others at a Texas church on Sunday bought two weapons in Colorado and at one point was charged with animal cruelty in Colorado Springs for beating and dragging his dog.Devin Patrick Kelley, 26, was living at a trailer park in Colorado Springs in 2014, according to state voter registration records.In August 2014, he was charged with animal cruelty – neglect or mistreatment. According to a police report from the El Paso County Sheriff’s Office, a woman called deputies just after 10 p.m. to report a Husky puppy running through the Fountain Creek RV Park, where Kelley was staying at the time.The woman reported that she had seen a man, later identified as Kelly, jump on the dog and punch it in its head and neck several times. Another man reported Kelley was yelling at the dog while hitting it, and that the dog was “yelping and whining.” Two others corroborated the story.“She stated she witnessed four to five punches and then the male suspect grabbed the dog by the neck and drug him away,” the report says.The witness said Kelley drug the dog back to a camper at lot 60, which is where Kelley was staying. When deputies went to the door of the camper, Kelley refused to come out and speak to officers, or to show them the dog.After some time, Kelley agreed to come out and talk to deputies, according to the report. One deputy said the dog appeared underweight, and a sergeant got Kelley to tell him he chased after the dog when it wouldn’t obey his commands not to run away.He further told deputies that he had jumped on top of his dog because “it was acting aggressive to another dog,” but denied beating the dog or dragging it back to the camper.Kelley was placed in a patrol vehicle and issued a summons in the case. The dog was taken by a deputy to the Veterinary Specialty Center in El Paso County and was to receive veterinary care, according to the report.The Fountain Creek RV Park told Denver-based KMGH on Sunday it did not recognize his name, nor did it keep electronic records of who had stayed there.Court records show that Kelley was also charged with failing to signal and speeding two months later, in October 2014. A day before Christmas of that year, he pleaded guilty to failing to signal, and was ordered to pay a 5 fine. The speeding charge was amended.Kelley received a deferred sentence in the case of 18 months of unsupervised probation. The case was dismissed once he successfully completed the probation, a Colorado court spokesperson confirmed to KMGHKelley served in the Logistics Readiness division of the U.S. Air Force from 2010, and was stationed at Holloman Air Force Base in New Mexico until 2014. The base is located about 90 miles northeast of El Paso, Texas.In 2012, he was court-martialed for two counts of assault on his then-wife and their child, the Air Force confirmed to KMGH. He was sentenced to 12 months of confinement and a rank reduction.
